COLUMBIANA COUNTY MUNICIPAL
LISBON — In Columbiana County Municipal Court, a case against Lucas Keck, 28, Continental Drive, Salem, was bound over to the county grand jury on two counts of burglary, a fourth-degree felony.
Another pretrial will be scheduled for traffic charges related to the March 14 incidents for misdemeanors of driving under suspension, failure to stop after an accident and failure to control.
Keck was accused of entering Salem homes on New Garden Road and Woodsdale Road after crashing his vehicle on New Garden Road near Conser Drive in the early morning hours that day. An affidavit by a Perry Township police officer said he was called to New Garden Road where Keck was allegedly identified by a security camera entering the occupied home at 2:22 a.m. After being confronted by the homeowner, he took off on foot.
Security cameras at the Woodsdale Road property were set off at 6 a.m. when Keck allegedly entered and walked around, passing a sleeping resident on the couch and then going into the basement where he was located walking around by the homeowner, who did not know him.
An affidavit by a sheriff’s deputy said the male admitted to crashing his vehicle on state Route 9 and was trying to stay warm.
A case against Michael Jerome Pierre, 37, Youngstown, was bound over to the county grand jury on charges of third-degree felony compelling prostitution, fourth-degree felony attempt, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution. Pierre allegedly answered an undercover ad posted on a known prostitution website of an adult mother and her 15-year-old daughter, arranged for sexual conduct with the females in exchange for $140 and traveled to East Palestine on Feb. 28 for the meeting.
A case against Tyler Sadler, 23, McCracken Road, Salem, was bound over to the county grand jury on charges of third-degree felony failure to comply with the order or signal of a police officer, fifth-degree felony obstructing official business and misdemeanors of operating a vehicle under the influence of alcohol or drugs third offense, driving under suspension, speeding and marked lanes for an alleged fleeing incident March 14 in Columbiana. Sadler was accused of leading Columbiana police on a high speed chase and failing to pull over even after emergency lights and sirens were activated. The chase was suspended as the vehicle was pursued into New Waterford. The vehicle was tracked to Pinewood Apartments due to the tracks in the snow and the footprints were followed to an apartment where Sadler was found and arrested.
A case against Chelsea Rose Baker, 32, Brightview, East Liverpool, was bound over to the county grand jury on a charge of fourth-degree felony domestic violence for allegedly striking a relative in the face and having to be pulled off of the person and then allegedly assaulting the other person who helped pull her off of the first victim on Feb. 20 in East Liverpool.
A case against Bristen Zachery Lavant, 27, Smithfield Street, East Liverpool, was bound over to the county grand jury on charges of third-degree felony tampering with evidence and misdemeanor resisting arrest. Lavant was stopped for allegedly acting suspicious running and hiding in yards on First Avenue, trying to hide a clear bag of white powder down his pants and then throwing it to the ground. When officers tried to take him into custody, he allegedly pulled away, did not comply with commands and tried to flee on foot on March 5 in East Liverpool.
A preliminary hearing was set March 30 for Steven McGrew, Pine Lake Road, Beloit, charged with fourth-degree felony theft for allegedly stealing a car from a residence in Columbiana on March 23.
A fifth-degree felony charge of improper handling of firearms in a motor vehicle was dismissed at the request of the prosecutor against Louis Gottardi, 37, Center Road, Homeworth, who had been accused of having a gun with a loaded magazine in the vehicle during a traffic stop in Knox Township on Feb. 26. He was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI. His driver’s license was suspended for a year, with driving privileges granted, and he was ordered to complete 20 hours community service.
A preliminary hearing was set March 30 for Nikki Jo Koffel, 34, West Fourth Street, East Liverpool, charged with fifth-degree felony identification fraud. Koffel allegedly presented a fictitious name and wrong date of birth to hospital staff for treatment using a stolen social security card and also possessed a driver’s license that did not belong to her on March 23 at East Liverpool City Hospital.
A preliminary hearing was set March 30 for Mathew Crowl, 44, West Wilson Street, Salem, charged with fourth-degree felony receiving stolen property for allegedly possessing a stolen vehicle on March 23 on Benton Road in Perry Township.
Tricia A. Watson, 39, East Third Street, Salem, was fined $400 and sentenced to 90 days in jail, with credit 68 days served, for domestic violence and disorderly conduct. A criminal trespass charge was dismissed. Watson had a verbal altercation with a man and threw a picture at him on Jan. 14 in Salem. The other two charges stemmed from an incident Dec. 10, 2022 when she refused to leave a Washington Avenue, Salem residence and was screaming obscenities at police officers.
A pretrial was set May 4 for Lonnie Gene Laughlin, 37, Avondale Street, East Liverpool, charged with aggravated menacing and violation of a protection order for allegedly sending a threatening message to a woman on March 14 in East Liverpool.
Casey Carter, 31, last known address East Liverpool Road, East Liverpool, was fined $100 and sentenced to 30 days in jail, with 19 days suspended and credit for 11 days served, for domestic violence. Carter was ordered to complete 40 hours community service. Carter threatened a relative with physical harm on March 9 on East Liverpool Road in Madison Township.
Joseph Suroiu, 37, Cortland, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He also must perform 20 hours community service and complete a 12-hour educational course. Suroiu responded to an undercover ad of an adult female offering sex for hire and arranged to meet her for sexual acts in exchange for $80 and providing her with methamphetamine. He arrived in East Palestine on April 10, 2022 for the meeting.
A pretrial was set June 5 for Christopher Romig, 55, Bowerston, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent in exchange for $400 and driving to Salem on March 15 for the meeting.
A pretrial was set April 24 for Ryan James Kost, 25, state Route 14, New Waterford, charged with assault and unlawful restraint for an alleged disturbance on Feb. 5 in Unity Township when he tried to drag a woman from her vehicle, climb on top of her inside the vehicle and grabbed her arms to grab her phone. He allegedly chased the victim down several times and dragged her back towards the home, grabbed her face and attempted to force her hand to her phone to unlock it and allegedly held her against her will with a knife.
Matthew Mraz Sr., 50, Edgewood Drive, Columbiana, was fined $500 and sentenced to 180 days in jail, with 150 days suspended and credit for 16 days served, for domestic violence and aggravated menacing. He was ordered to complete 20 hours community service. Mraz threatened to kill a male victim multiple times on March 7 in Columbiana and punched a female victim and continued to hit her as she hit back in self-defense, all while they were in his vehicle.
Michael Quinn, 47, Valley Avenue, East Liverpool, was fined $250 and sentenced to 180 days in jail, with 171 days suspended and credit for nine days served, for aggravated menacing. He was also ordered to perform 40 hours community service and have no contact with the two victims. Quinn was accused of threatening a man and woman after an incident over water on March 9 in East Liverpool.
Patrick Griffith, 43, Cleveland, was fined $250 and sentenced to 12 days in jail, with credit for 12 days served, for disorderly conduct, amended from assault for striking a victim on the side of the head on Jan. 16 on Water Street, Salineville.
Wendell Beatty Jr., 34, St. Clair Avenue, East Liverpool, was ordered to serve 10 days in jail after his probation for domestic violence and criminal damaging was dishonorably terminated for violations, with the sentence to be served at the same time as the sentence for a child support case. The charges stemmed from a domestic situation in November 2019 in Negley.
Glenn Collins III, 41, Longs Church Road, East Liverpool, was fined $400 and sentenced to 23 days in jail, with credit for 23 days served, for failure to stop after an accident, no license and assured clear distance ahead. A restitution hearing was set for March 28.
David Butcher, 50, South Union Avenue, Salem, was fined $125 for driving under suspension and expired tag.
A pretrial was set June 1 for Marissa Williams, 19, Cricket Lane, East Liverpool, charged with speeding.
Timothy Halfhill, 50, Rankin Street, East Liverpool, was fined $75 for unauthorized plate.
A pretrial was set May 23 for Arlan Bailey, 33, Cunningham Road, Salem, charged with failure to yield.
