Liverpool Township trustees anticipate fire levy

LIVERPOOL TOWNSHIP — The Liverpool Township trustees Tuesday approved a resolution of necessity requesting the county auditor to certify tax valuation information in anticipation of a levy in excess of the ten-mill limitation.

During discussion over the need for a fire levy, trustee Mike Bahen noted that the Liverpool Township Volunteer Fire Department, which has two stations, is receiving less than half of what other departments with one station are receiving.

Trustee Dennis Giambroni noted that the department has been operating for 16 years on the current levy which was passed in 2009 and with the increase in cost it has become difficult to continue operating on that.

The trustees will vote on placing the fire levy at 1.445 mills, which would cost a homeowner an additional $50 a year per $100,000 of property valuation and generate an additional $127,000 annually for the fire department at the next trustee meeting.

Police Chief Jarod Kinemond requested approval to hire Matthew Greenlief as a new officer for the police department with a start date of June 27. Greenlief has worked for the Lisbon and the St. Clair Township police departments. He will be sworn in on June 26.

Kinemond also expressed his thanks to the East Liverpool Fire Department for a roll over crash which occurred in the township Tuesday morning.

Road Supervisor Chris Bosworth told the trustees that the gas company is refusing to pay a square footage fee without something in writing from the trustees saying they would need to pay a bond based on square footage to ensure the road is repaired properly after cutting it into it. Bosworth said they offered a $3,500 blanket payment instead until they got something in writing. The trustees voted to approve a per square footage amount for a road cut permit.

Trustees also approved the resignation of Dave Ward from the road department effective June 26.

Giambroni requested an executive session for personnel matters to discuss hiring for the road department. Following a return to an open meeting, the trustees voted to seek applicants for two road departments positions for one full-time road crew laborer and one part-time road crew laborer. Bosworth said that the road department is finishing up the chip and seal prep work and is working on mowing when they can between the chip and seal prep.

Fiscal Officer Shirley Flati said she was performing day-to-day activities and had completed the May bank reconciliation.

There was no report from Fire Chief Jacob Russell and no unfinished, old, or new business.

Minutes from the June 23 regular meeting and June 23 special meeting for the 2027 budget were approved and bills totaling $140,780.96 were approved for payment.

Resolutions to reallocate the appropriations for the Police District Fund in the amount of $1,500 from the repair and maintenance to the contracted services line item and to supplement appropriations for the General Fund in the amount of $40,000 for the other finance uses line item were approved.

The Liverpool Township Board of Trustees meets every other Tuesday at 3 p.m., at the Liverpool Township Administration Building, 2485 Boring Lane, East Liverpool. The next regular meeting is scheduled for July 7.
