LISBON — In Columbiana County Municipal Court, cases against Jay Frantz, 35, East Chestnut Street, Lisbon, were bound over to the county grand jury for fourth-degree felony failure to comply with the order or signal of a police officer and misdemeanors of driving under suspension and failure to yield for allegedly fleeing from police attempting a traffic stop in Lisbon on April 19.
A fourth-degree felony strangulation charge was dismissed without prejudice at the request of the prosecutor against Benjamin Meyer, 23, Clark Avenue, Wellsville, with costs taxed to the state. Meyer was accused of allegedly applying pressure to the throat or neck of a juvenile on Oct. 27, 2024 in East Liverpool.
A preliminary/pretrial hearing was set May 27 for David Brewer, 70, Desellem Road, Lisbon, charged with felonious assault, a second-degree felony, and menacing, a misdemeanor, for allegedly assaulting another man with either a metal pipe or wooden bat after the other man tried to get him to go back inside his home. Brewer had allegedly been threatening juveniles who were riding ATVs on May 17 in Madison Township and the other man heard him say he was going to shoot them.
A fourth-degree felony charge of menacing by stalking was dismissed against Jimmy Anderson, 34, state Route 558, Salem, at the request of the prosecutor, with costs taxed to the state. He had been accused of allegedly stalking a Leetonia family on May 11 after being told to stay away from them.
Kaylee Howcroft, 23, Lincoln Street, Salineville, was fined $200 and sentenced to 180 days in jail, with 165 days suspended and credit for 15 days served, for assault amended from domestic violence. She was ordered to complete 20 hours community service. Salineville Police had been called for a rolling domestic after Howcroft pushed and hit another woman in the arm after leaving Salem. The other woman was driving.
A pretrial was set July 15 for Travis James White, 31, Cannons Mill Road, East Liverpool, charged with domestic violence for allegedly hitting a woman during a domestic dispute on May 16 in St. Clair Township.
A pretrial was set July 17 for Benjamin Eaton, 42, Imperial, Pa., charged with assault for allegedly grabbing another man and slamming him on the floor, choking him and pinning him down after an argument in East Palestine on May 17 about cleaning up a residence.
A pretrial was set May 29 for Devin Kashak, 42, Bloomington, Texas, charged with domestic violence for allegedly holding down another woman and hitting her in the face several times with her fist on May 17 in East Liverpool,
An extradition hearing was set May 27 for Brant Chafins, 20, Alice Street, East Palestine, for a fugitive from justice first-degree felony count. Chafins was taken into custody recently in East Palestine after the police department was by West Virginia State Police regarding a warrant for him. According to court documents, he is wanted in West Virginia for four counts of sexual assault and two counts of sexual abuse for alleged incidents that occurred in 2024.
Colton Lee Wade, 39, Macrum Street, East Liverpool, was fined $350 and sentenced to 180 days in jail, with 170 days suspended and credit for 10 days served for assault and menacing. He was ordered to complete 25 hours community service. On Aug. 24, 2024 in East Liverpool, Wade hit another man in the face with the chewing tobacco he removed from his mouth and threatened to kill him.
Anthony Carosiello, 38, Hillcrest Road, Wellsville, was fined $400 and sentenced to 180 days in the county jail, with 178 days suspended and credit for two days served, for disorderly conduct and violation of a protection order. He was ordered to complete 40 hours community service. On Dec. 8, 2024, Carosiello was accused of fighting outside Rich Oil in Wellsville. On Dec. 12, 2024, in East Liverpool, he was accused of violating a protection order after making threats to a family member of a protected person who has a protection order against him.
Richard Meeks Jr., 56, Hillcrest Road, Wellsville, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct amended from assault. He was ordered to complete 40 hours community service. Meeks shoved a woman with both hands off of a chair on March 23 in Wellsville.
Vincent A. Komara, 33, Poland, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a prostitution prevention course. Komara requested sexual conduct from an undercover agent for an agreed upon price of $80, driving to Salem on Feb. 14 for the meeting, with the phone used to make the arrangements in his possession.
A pretrial was set July 31 for Edward Holcomb, 38, Akron, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $240 from an undercover agent, then driving to Salem on May 16 for the meeting, with the phone used to make the arrangements in his possession.
A pretrial was set Aug. 12 for Ralph Hunt, 48, Munroe Falls, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent for an agreed upon price of $140, then driving to Salem on May 16 for the meeting, with the phone used to make the arrangements in his possession.
Tiffany Cunningham, 43, Moore Street, East Liverpool, was fined $200 and given a suspended 90-day jail term for theft. She was ordered to complete 20 hours community service and to stay out of Sheetz in Calcutta. She was accused of stealing six items totaling $102 from Sheetz on St. Clair Avenue in Calcutta on Feb. 19.
Todd Kelly, 62, Ohio Avenue, East Liverpool, was fined $150 and given a suspended 30-day jail term for disorderly conduct. He was ordered to complete 20 hours community service and to have no contact with the victim. Kelly was accused of being intoxicated and trying to break into another apartment thinking it was his apartment, knocking on the victim’s windows and demanding to be let inside on Dec. 9, 2024.
Mohamed Nahshal, 24, East State Street, Salem, was fined $800 for trafficking in cigarettes, failure to post tobacco license or comply with law and two counts selling at less than cost for selling cigarettes below minimum pricing on Oct 17, 2024 at One Stop Smoke and Vape in Salem and for a similar violation on July 25, 2024 at the same location, along with not having a license to sell cigarettes and failure to post a license as required.
A charge of theft was dismissed against Linda Hoppel, 80, Longs Church Road, East Liverpool, who stipulated to probable cause and was ordered to pay court costs. She was accused of allegedly failing to scan and pay for 28 items totaling $196 at the Calcutta Walmart on March 5.
A pretrial was set Aug. 7 for Anthony Sheely, 33, West Pershing Street, Salem, charged with theft for allegedly stealing several lunch meat items valued at $24 from Family Dollar in Salem on May 16.
Robert Byrd III, 26, St. Clair Avenue, East Liverpool, was fined $430 for drug paraphernalia, driving under suspension and no seat belt for possessing a glass smoking pipe with white burnt residue during a traffic stop on Feb. 16 in East Liverpool.
Brian Ensminger, 41, Steubenville, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for drug paraphernalia for possessing multiple glass pipes with burnt ends during a traffic stop on Jan. 26 in Lisbon.
Charges of no turn signal, drug paraphernalia, assured clear distance, failure to stop after an accident and two counts driving under suspension were dismissed at the request of the state without prejudice against Brent Miller, 40, old state Route 45, Lisbon, due to Miller being in prison. Costs were taxed to the state. He had been accused of possessing two plastic bags with a crystal substanced during a traffic stop in Salem on Nov. 25, 2024.
A pretrial was set July 22 for Ryder Haney, 18, Lee Street, East Liverpool, charged with criminal endangerment for allegedly throwing bar stools and ash trays during a bar fight in East Liverpool, causing damage to collectible wine bottles on April 26.
A sentencing hearing was set June 3 for Kevin Lazzaro, 59, Newell, W.Va., who pleaded no contest and was found guilty to failure to stop after an accident.
A pretrial was set July 17 for Theodore Milhalko, 62, Ellwood City, Pa., charged with operating a vehicle impaired first offense, OVI breath first offense, improper turn and marked lanes.
A pretrial was set Aug. 12 for Jason Lee Briones, 56, Lyons Avenue, East Palestine, charged with OVI third offense, OVI controlled substance marijuana, a headlights violation and open container.
A pretrial was set Aug. 12 for Christopher Ullman, 52, Bacon Avenue, East Palestine, charged with OVI second offense, OVI refusal with prior within 20 years and improper backing.
A pretrial was set Aug. 5 for Matthew Farson, 51, West Lincoln Way, Lisbon, charged with OVI first offense, OVI breath first offense, no seat belt and reasonable control.
A pretrial was set Aug. 7 for Karl Siganporia, 37, Bakersfield, Calif., charged with OVI first offense, OVI breath first offense, speeding and marked lanes.
A pretrial was set July 24 for Cynthia Moffett, 54, West Park Avenue, Columbiana, charged with driving under suspension.
A pretrial was set July 17 for Clay Mills, 20, Richmond, charged with driving under suspension and no seat belt.
Diana Trussel, 72, Baymont Drive, Minerva, was fined $1,115 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and reasonable control. Her driver’s license was suspended for one year, with driving privileges granted, and she was ordered to complete 40 hours community service.
Peggy Santimarino, 53, Lisbon Street, Wellsville, was fined $450 and given a suspended 90-day jail term for turn signal and physical control amended form OVI. Her driver’s license was suspended for 180 days, with driving privileges granted, and she was ordered to complete 20 hours community service.
Tina Marie Piatt, 53, North Market Street, East Palestine, was fined $200 for open container, use of unauthorized plate and improper/expired registration.
Nicholas Mallison, 34, Youngstown, was fined $200 for driving under suspension and speeding.
Mark Walton, 59, Clark Avenue, Wellsville, was fined $200 for driving under suspension and expired tag.
Aaron Reed, 40, Newell, W.Va., was fined $50 for speeding, with a charge of driving under suspension dismissed.
Michaela Corbin, 25, Fife Coal Road, Wellsville, was fined $150 for an equipment violation amended from speeding.
