CHESTER — Norma J. Starkey, 64, of Chester, passed away November 3, 2021. Born January 21, 1957 in Philippi, WV, she was the daughter of the late Sylvia Henry. Norma attended the House of Prayer. In addition to her mother, she was preceded in death by two brothers, Larry Perine and Edward Perine. Surviving are two sisters, Rose (Jeff) Williams of Canton, Ohio and Ruth Wilson of East Liverpool; two brothers, Keith Perine of Chester and Albert (Anita) Perine of Beaver Falls; also by her companion, Nate Starkey of Chester and many nieces and nephews.
