Municipal LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set March 30 for Matthew Scott Howard, 39, Annesley Road, East Liverpool, charged with fifth-degree felony improper handling firearms in a motor vehicle and misdemeanors of operating a vehicle impaired first offense and OVI refusal with prior within 20 years. Sheriff’s Office — Deputies were dispatched at 6:39 p.m. Friday to Steubeville Pike Road, Center Township, for a medical call for a 50-year-old person having a heart attack. Dispatch advised there was a lot of yelling in the background and an ambulance was en route.
