East Liverpool
— Following a May 1 traffic stop on Pennsylvania Avenue William Oiler, age and address not provided, was issued a citation for failure to signal when making a turn. Oiler gave the officers verbal consent to search his vehicle. The rear seat passenger in the vehicle, identified as Richard Hutton, age and address not provided, is known to officers to be involved in drug activity. Hutton was asked by officers to step out of the vehicle. After refusing several times, Hutton exited the vehicle and was patted down for weapons. After feeling a metal object in the front of his shorts, officers detained Hutton and placed him cuffs. While detaining him, a burnt glass crack pipe with Chore Boy fell from inside his shorts and he was placed in custody for drug paraphernalia. While searching Hutton, officers found a small container on him containing suspected crack cocaine. Another officer asked the front seat passenger identified as Randy Oiler to step out of the vehicle and patted him down for weapons. In Randy Oiler’s front pocket was a cigarette pack in which officers found a clear bag with suspected crack cocaine. When searching the vehicle officers found a backpack on the rear seat where Hutton was sitting which contained a pill bottle with several different pills packaged for sale and a loaded Glock model 21 Gen4 .45 caliber handgun. The officer ran the serial number of the gun which came back, listing the gun as a stolen firearm. Also in the backpack was a wallet and other items belonging to Hutton. William Oiler was released to go after the traffic stop. The bag of suspected crack cocaine found on Randy Oiler was bagged as evidence and sent to BCI for testing, and Hutton was arrested and charged with drug paraphernalia and a stolen firearm. Back at the police department, Hutton was searched again, and officers found a small amount of crack cocaine in his sock.
— A female officer requested to assist Hancock County for a body search of a female on May 1, arrived at the scene on West Carolina Avenue and asked her if he was going to find anything on her during a search and she told him no. The officer had negative findings during the search and cleared the scene.
— A male came to the station on May 1 to report that he wants the harassing from a female over property she does not own to stop. He said the female has called the police and dog warden on him several times and then filed a restraining order saying that he is bothering her, and he just wants it all to stop.
— Officers spoke with a female at her Ohio Avenue residence who told them on May 1 that a strange white male with a dark coat, blue jeans, a bandana on his face and two backpacks on him walked behind her neighbor’s house and then got into a dark colored pickup truck and left the area before the officers arrived.
— An officer responding to an open 911 call on May 1 at a Shady Lane apartment, spoke to the residents who said everything was okay and they did not call 911.
— Officers took a report over the phone on May 1 from a male saying that another male is making fake accounts and numbers to attempt to contact him and his girlfriend. The male was to come to the police department to fill out a statement on May 2 but did not show.
— Treyvon Wise was issued citations during a May 1 traffic stop on Dresden Avenue for no license plate light and no driver’s license.
— Officers spoke with a male at an Erie Street residence regarding his ex-girlfriend refusing to leave his residence after dropping their children off. He told officers that she showed up causing problems, but she left before they got there. An officer told him if she shows back up or causes more problems to call them back.
— A male was verbally trespassed from the Dollar General store, West 7th Street location, on May 1 by an employee and an officer for causing a scene and making threats. An employee told officers she had observed him hiding an item in his hoodie pocket in April and told him then he was not allowed back in the store due to suspicion of theft. When the employee told the male on May 1 that he was not allowed in the store the male threatened the employee. The officer told the male that he will be charged if he returns.
Highway Patrol
— A motorcyclist suffered suspected serious injuries after a two-vehicle accident at the intersection of Georgetown Road and Slater Road in Butler Township at 6:15 p.m. May 10. Noah A Baird, 19, West South Range Road, Salem, was transported to Mercy Health in Youngstown by Damascus EMS. His motorcycle was traveling northeast on Georgetown Road when a southbound vehicle driven by Rosario Bastatas Burkey, 49, First Street, Hanoverton, failed to yield at a stop sign and was struck by the motorcycle. No citation was listed on the report.
— At 9:59 p.m. May 8 in West Township, a northbound vehicle driven by James Lucas, 24, Lynchburg Road, Kensington, went off of the left side of the road and struck a tree. Lucas was transported to Alliance City Hospital by Minerva Fire/EMS for suspected minor injuries. No citation was listed on the report.
— At 3:41 p.m. May 7 in Knox Township, a northbound vehicle drive by a 17-year-old Salem girl ran off the right side of the roadway and struck a ditch on Georgetown Road. She was cited for marked lanes. She and two passengers, a 16-year-old Beloit girl and a 15-year-old Salem boy, were all transported by Sebring EMS to Mercy Health in Canton with suspected minor injuries.
Sheriff’s Office
— Deputies at 6:56 a.m. Tuesday responded to a Wayne Township address on Alderlick Road where a woman believed someone put soap in her pond in an attempt to kill the fish. She also said her fence was opened. Deputies investigated near the fence and did not see any physical damage and noted there were no clear signs of anyone tampering with the pond. Hoses were hooked up causing the water to circulate and bubble. There was no residue or signs of soap being placed in the pond.
— Four-wheelers were reported in a hay field causing damage at 8:10 p.m. Monday on Bell Road, Lisbon.
— A domestic violence complaint was reported at 6:02 p.m. Monday on U.S. Route 30, Minerva area when a woman came to the Minerva Police Department. She was afraid to have police come to the residence.
— A caller from state Route 172, Minerva reported at 6:42 p.m. Monday that a woman with red hair drivng a purple SUV stole produce from the Farmer’s Box on two separate occasions and did not pay. She didn’t want to file theft charges, but wanted the woman trespassed from the property. The deputy told her he can’t give a trespass warning without the woman being identified.
— A suicidal woman was reported at 4:54 p.m. Monday on state Route 14, Unity Township. She said she was having suicidal thoughts the last couple days and agreed to go to the hospital to be evaluated. She was transported to St. Elizabeth in Boardman.
— A state Route 45, Lisbon man reported fraud at 4:27 p.m. Monday, saying when he opened an Xfinity account through a door-to-door salesman, he had two bank accounts opened in New York in his name with multiple charges on them. He froze his bank accounts and credit score.
— A domestic dispute was reported at 3:52 p.m. Monday on Rose Drive, Lisbon. A woman said there were no threats or physical violence. She said a relative’s medication was changed and he was having adverse effects, including irritability, pacing and aggression. The counseling center was contacted, but she can’t get information on his care because he’s an adult. He refused to speak with deputies.
— A domestic dispute was reported at 3:44 p.m. Monday on U.S. Route 30, Minerva with the two sides separated. There were verbal threats, but it was physical on Saturday. A refusal was signed.
— At 1:42 p.m. Monday, a sheriff’s office sergeant was contacted by an adult parole authority officer who conducted an address verification on a sex offender and found he was not residing at the registered address.
— A woman on Sherwood Road, Yellow Creek Township, reported at 11:34 a.m. Monday that two others were harassing her, spitting on her and stole items from her camper. Later on she called screaming on 911 again and advised they unplugged her camper, but a deputy advised there was no electric to the camper to begin with and this was all a civil matter. She was warned about continuing to call 911 for non-emergencies and called again a few minutes later screaming and swearing. The call was ended.
— An Allen Drive, Center Township resident called at 11:17 a.m. Monday to report being solicited to send money through a bar code system at Walmart by someone alleging to be from the Columbiana County Sheriff’s Office. The fraudulent representative claimed that a family member was incarcerated and needed cash to post bond for their release. The resident was told the phone call was a scam and the sheriff’s office would never request anyone send cash or other monetary options through digital transactions to unknown accounts. She did not give out any personal information but did send cash through a digital transfer.
