LISBON — In Columbiana County Municipal Court, a case against Zachary Edward Perry, 30, Dresden Avenue, East Liverpool, was bound over to the county grand jury for felonious assault, a second-degree felony, and fourth-degree felony domestic violence for allegedly throwing chicken wings at the wall, grabbing a steak knife and pointing it at another man and making a lunging motion toward him on Jan. 3 in East Liverpool. The police affidavit said the victim grabbed the knife in self-defense, then the defendant allegedly grabbed a solid glass world globe and threw it at the victim, striking his right ankle.

Cases against Autumn Michelle Woods, 20, Beaver, Pa., were bound over to the county grand jury for fourth-degree felony strangulation and misdemeanor domestic violence for allegedly punching another woman repeatedly after an argument and putting her hands around her neck and obstructing the victim’s ability to breath early on Jan. 5.

Cases against Randy T. McCauley, 40, Canton, were bound over to the county grand jury for third-degree felony compelling prostitution, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution for allegedly responding to an undercover familial ad on a known prostitution website of an adult female and a minor female and arranging for sexual activity with both females in exchange for $260, then arriving in East Palestine on Nov. 28 for the meeting with the phone used to make the arrangements in his possession.

A preliminary hearing was set Jan. 20 for Donald Nelson Blevins, 46, Warren, charged with third-degree felony compelling prostitution and fifth-degree felony possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website depicting a minor female and upon learning the age of the minor, advising her “you never told me that,” then arranging for sexual activity with the female in exchange for money. Then on Jan. 10, Blevins allegedly arrived at the meeting location in East Palestine with the phone used to make the arrangements in his possession along with pink lemonade alcohol he was told to bring.

A pretrial was set Jan. 21 for Joseph R. Abram, 31, Randel Road, Hanoverton, charged with domestic violence for allegedly punching another man multiple times in the face with his fist during an argument they were having due to him allegedly being intoxicated on Jan. 9 in Hanover Township.

A pretrial was set Jan. 21 for Keith L. Scott, 22, state Route 164, Lisbon, charged with assault, criminal damaging and disorderly conduct for allegedly getting into a woman’s car and starting to break it, ripping off the door panel, and then kicking the woman in the face multiple times when she attempted to stop him on Jan. 10 in Salem.

A pretrial was set March 25 for Jeffrey Alan Mealy, 62, Hibbetts Mill Road, Wellsville, charged with assault for allegedly grabbing another man by the shirt and throat, pushing him into a display case and kicking him at the Calcutta Walmart on Sept. 28 and also pushing a juvenile.

A pretrial was set March 23 for William James Jackson, 53, Spring Grove Avenue, East Liverpool, charged with menacing for allegedly threatening another man by saying he would beat him the next time he saw him walking down Lisbon Street in East Liverpool and also allegedly saying he would burn his house down with his kids inside and beat him to death, the police affidavit said.

Michael A. Cappelli, 27, Youngstown, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served for menacing amended from aggravated menacing. He was ordered to complete 20 hours community service. Cappelli was accused of pulling out a pistol firearm while arguing with a woman on Sept. 13, 2025 in Fairfield Township.

A pretrial was set March 25 for Jason M. Deramo, 49, Bridgeville, Pa., charged with engaging in prostitution, possessing criminal tools and open container for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for money, but the affidavit said he wanted a discount due to being short on funds. On Jan. 12, he arrived in East Palestine for the meeting with the phone used to make the arrangements in his possession, along with an open can of beer.

A pretrial was set March 25 for Gloria E. Lykens, 35, Walnut Street, Rogers, charged with theft for allegedly stealing $210 from Gorby’s Grocery, Middleton Township, on Nov. 11, Nov. 12, Nov. 15 and Nov. 16 in 2025.

Morgan L. Stamp, 26, North Howard Avenue, Salem, was fined $150 and given a suspended 30-day jail term for disorderly conduct amended from assault. Stamp was ordered to complete 25 hours community service. Stamp was accused of punching a man with a closed fist during a fight at the Flying Pig Saloon in Salem on Sept. 24, 2025.

Gary W. Eichler III, 25, Salem Grange Road, Salem, was fined $1,565 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for weapons while intoxicated, illegal use or possession of drug paraphernalia, physical control amended from operating a vehicle impaired and marked lanes. Another OVI was dismissed. His driver’s license was suspended for one year with driving privileges granted and he was ordered to complete 20 hours community service. Eichler was accused of having two loaded firearms in the vehicle while he was allegedly impaired and also possessed a small round container with a white powder-like substance and a rolled-up dollar bill during a traffic stop on Aug. 24 in Perry Township.

Jesse M. Jackson, 46, Lorain, was fined $200 and sentenced to 18 days in jail, with credit for 18 days already served, leaving no time to serve for resisting arrest for interfering and resisting a warrant arrest attempt on Dec. 20 in Lisbon.

Angela N. Pascuzzi, 43, Old Fredericktown Road, East Liverpool, was fined $150 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for disorderly conduct amended from telecommunications harassment. She was ordered to complete 40 hours community service and to have no contact with the victim. Pascuzzi was accused of messaging a man after being told not to contact him on March 18 in St. Clair Township.

Alecia M. O’Hanlon, 39, Dunn Road, East Liverpool, was fined $150 and sentenced to one day in jail, with one day suspended, leaving no time to serve, for disorderly conduct for threatening another woman and getting in her face and screaming at her on Dec. 21 in Madison Township.

Jonathan M. Fracchione, 40, Carey Road, Salem, was fined $100 for a kindle fire during restricted hours for burning household trash in an open fire in a field on June 17, 2025 at his property.

A probation violation hearing was set April 6 for Anthony J. Bradley, 43, Erie Street, East Liverpool, for a 2025 case of domestic violence

James A.E. Watson, 55, Fourth Street, East Liverpool, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle impaired and failure to control. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 20 hours community service.

Katrina S. Brenneman, 51, Oliver Street, East Liverpool, was fined $1,325 and sentenced to 180 days in jail, with 170 days suspended, leaving a balance of 10 days to serve in jail for two merged OVI charges, driving under suspension and a turn signal violation. Her driver’s license was suspended for two years and she was ordered to complete 40 hours community service.

Elio Enrique Lopez Guerrero, 30, Beaver Falls, Pa., was fined $200 for a stop sign violation and expired license.

Marcus G. Marshall, 24, West Main Street, Leetonia, was fined $40 for expired plate.

Clinton A. Scott III, 48, Union Street, Columbiana, was fined $200 for driving under suspension.

Court News

LISBON — A Canton woman accused of violating the terms of her probation for theft was ordered to serve up to six months at the Eastern Ohio Correction Center in Lisbon.

Jessie Endicott, 43, will remain under community control until Feb. 5, 2027, according to the ruling in Columbiana County Common Pleas Court related to the probation violation. Endicott was accused of fifth-degree felony theft for stealing a caged utility trailer on Sept. 8, 2023.

Also in Common Pleas Court:

— Gloria Peddicord, 47, Southeast Boulevard, Salem, was placed under community control for two years and received credit for one day served in jail for passing bad checks, a fourth-degree felony. Peddicord was accused of attempting to defraud a man with a bad check she wrote to herself for $17,650 on Jan. 30.

— Austin S. Lowe, 29, Apple Blossom Trail, Beloit, was ordered to serve a term at the Eastern Ohio Correction Center in Wintersville until the program is successfully completed and placed under community control for three years for violating a protection order, a fifth-degree felony. Another count of violating a protection order was dismissed. He received credit for seven days served in jail. Lowe was accused of contacting a protected person through text messaging and social media May 31 and June 5, in violation of a protection order.

— Bryan P. Malone, 37, Grimms Bridge Road, East Liverpool, was ordered to serve a term at the Eastern Ohio Correction Center in Wintersville until the program is successfully completed and placed under community control for three years for aggravated possession of drugs, a fifth-degree felony. A count of drug paraphernalia was dismissed. He received credit for four days served in jail. Malone possessed oxycodone on March 3, 2025.

— Ryan J. Askins, 23, Elkton Road, Lisbon, was placed under community control for two years after pleading guilty to failure to register, a third-degree felony, for failing to register for the sex offender registration on Aug. 4, 2025. He received credit for two days served in jail.

— Brandee Jo Vallera, 51, Wood Street, Wellsville, was placed under community control for three years after pleading guilty to illegal use of supplemental nutrition assistance program (SNAP) benefits for illegally using the benefits from April 1, 2020 to Nov. 30, 2022.

Grand Jury

LISBON — A man accused of stealing tools and materials from a local lumber yard was served recently with a secret indictment for theft.

Adam H. Watkins, 40, Fox Chase Road, East Liverpool, was charged with the fifth-degree felony theft charge for allegedly stealing building materials and tools from East End Lumber in East Liverpool from March 17, 2025 to Nov. 29, 2025.

Also served with secret indictments were:

— Dawn M. Lycans, also known as Dawn Crowe and Dawn Sommers, 50, Third Street, Salem, nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for one child from Feb. 20, 2023 to Feb. 18, 2024.

— Mary G. Hamilton, 35, state Route 45, Lisbon, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Sept. 27, 2025.
