Columbiana County Common Pleas
A Salem-area woman pleaded guilty in Columbiana County Common Pleas Court to drug possession charges.
Chelsea R. Faloba, 26, of Lisbon Road, is scheduled to be sentenced on Aug. 29 after admitting to being in possession of meth, cocaine and alprazolam following a traffic stop in Salem in March 2015.
In other court action, Robert J. Anderson III, 36, Dutchtown School Road, Rogers, is scheduled to be sentenced on Sept. 26 after pleading guilty to two counts of selling drugs, cocaine, in June and July 2014 and stealing money from the county drug task force in July 2015.

Columbiana County Common Pleas
A Lisbon-area woman was sentenced to 19 months in prison on eight drug-related charges during action last week in Columbiana County Common Pleas Court.
Megan C. Ripley, 22, of U.S. Route 30, was sentenced by Judge Scott Washam after she pleaded guilty to three counts of drug possession (heroin, meth and cocaine) and tampering with evidence, and to three more counts of drug possession and smuggling drugs into the county jail, which were added by way of prosecutor’s information. The crimes occurred in 2015.
A charge of possessing drug paraphernalia was dismissed as part of the plea deal.
In other court action, McDean R. Shreve, 45, Staunton Avenue, East Liverpool, pleaded guilty to growing marijuana in October 2014. He is scheduled to be sentenced on Sept. 1.
Jason A. Evans, 33, Sharp Street, Salem, pleaded guilty as charged to failure to notify authorities he changed addresses despite a being a registered sex offender by virtue of a conviction for unlawful sexual conduct. He is scheduled to be sentenced on Sept. 9.
A charge of growing marijuana was dismissed against Shannon L. Givens, 47, Parker Road, East Palestine. She was charged after five potted marijuana plants were allegedly found in her garage along with two potted marijuana plants in a cornfield in 2015.
Rubin L. Williams, 36, of Youngstown, pleaded guilty to heroin and cocaine possession and possessing a handgun despite a prior felony conviction. Williams was found in possession of the drugs on Sprucevale Road, St. Clair Township, in June 2015 and with a .40-caliber handgun with him at a home on state Route 154, Rogers, in October 2015. He is scheduled to be sentenced on Aug.26.
Robert R.C. Key, 37, of Niles, is scheduled to be sentenced on Aug. 29 after pleading guilty to possessing heroin and buphrenorphine. He was found with the drugs following a traffic stop by Columbiana police in August 2015.
Deandre M. Dozier, 25, of Campbell, is scheduled to be sentenced on Sept. 9 after pleading guilty to possessing cocaine and heroin in the county in January 2015.
Donna L. Mineard, 48, Steubenville Pike, Lisbon, is scheduled to be sentenced on Sept. 8 after pleading guilty to possessing meth and clonazepam and child endangering for being in possession of the drugs in the presence of her teenage daughter. The crimes occurred in October 2014.
Jacob W. Boyle, 23, Kelly Avenue, East Liverpool, was sentenced to three years probation/treatment after pleading guilty to selling marijuana at a Glenmoor gas station in August 2015.
Eric R. Wilson, 33, McKinnon Avenue, East Liverpool, was sentenced to four years’ probation by Judge Washam after pleading guilty to cocaine possession. The crime occurred in June 2015.
Edward L. Robinson Jr., 20, of Youngstown, was sentenced to two months in the county jail and then one year in prison for violating his probation on drug possession and obstructing police business charges from 2015. Robinson violated six terms of his probation, including using cocaine. He was given mandatory credit for 128 days spent in the county jail.
Zachary J. Strub, 22, West Lincoln Way, Lisbon, was sentenced by Judge Washam to six months at the prison alternative facility in Wintersville for violating his probation for drug possession and carrying a concealed weapon. Strub violated his probation by testing positive for heroin, cocaine and oxycodone.
Stephanie H. Quinones, 31, West Clark Street, East Palestine, was sentenced by Judge Washam to three years’ treatment/probation after pleading guilty to permitting drug abuse and child endangering since the drug activity occurred while there was a child in the house.
Philip A. Ruiz, 42, of Minerva, was sentenced to one year in prison after pleading guilty to gross sexual sexual imposition, with mandatory credit given for 39 days spent in the county jail. Ruiz was accused of engaging in sexual contact with a 14-year-old girl when she spent the night with his daughter at their home in August 2014.
Charlene M. Sias, 39, Elkton-West Point Road, Lisbon, is scheduled to be sentenced on Aug. 29 after pleading guilty to stealing and using debit card belonging to Deborah Sias in March 2015 and stealing a check from Marion Sias and forging it in March 2016.
Christopher A. Slasor, 44, East Sixth Street, East Liverpool, was sentenced to seven months in prison by Judge C. Ashley Pike after pleading guilty to forging a prescription for percocet at Marty’s Drugs in East Liverpool in April 2015.

An East Liverpool man was placed on probation after pleading guilty to drug charges during a hearing held this week in Columbiana County Common Pleas Court.
Rammel Perry-Tisdale, 22, of Wilbert Avenue, was sentenced by Judge Scott Washam to three years’ probation, the first six months under residential sanctions, after pleading guilty to drug possession and permitting drug abuse to occur at his residence. The crimes occurred in 2015.
Perry-Tisdale did this by way of prosecutor’s information, which means he agrees to bypass being formally indicted by the grand jury.

Jason A. Hurst, 38, Dutchtown School Road, Rogers, pleaded guilty in Columbiana County Common Pleas Court to failure to comply with the order or signal of a police officer.
On Nov. 6, 2015, Hurst attempted to flee the location of a domestic violence offense, drove through a barn, struck a sheriff’s cruiser door and left at a high rate of speed before he lost control on a curve, flipping the 1985 Ford F-150 he was driving. He faces up to three years in prison, a fine of $10,000 and a lifetime license suspension. Sentencing is set for Aug. 15.
Robert Ryan Connell Key, 37, Niles, pleaded guilty to two counts of possession of drugs for both heroin and buprenorphine he had in his vehicle on Aug. 15, 2015. Sentencing is set for Aug. 29. He faces up to a year and a half in prison, a $3,500 fine and a five-year license suspension.
Christopher D. Craft, 22, Maple Street, Wellsville, was sentenced to seven months in prison for two counts of trafficking in drugs. Craft sold 13.41 grams of marijuana to a confidential informant for $100 on May 21, 2015, within 1,000 feet of Garfield Elementary School. Additionally, he sold .31 grams of cocaine to a confidential informant for $200 on May 26, 2015 within 1,000 feet of East Liverpool High School.
John W. Hawkins, 46, Toledo, stipulated to violating the terms of his probation for a charge of non-support of dependents. His probation was dishonorably terminated and Hawkins was ordered to serve eight months in prison.
Sarah M. Lofaro, 21, Struthers, was granted intervention in lieu of conviction and pleaded guilty to possession of drugs for MDMA in a baggie discovered in a car. She was then placed on a four-year intervention treatment plan.

Brett L. Hambleton, 57, Calcutta-Smith Ferry Road, pleaded no contest in Columbiana County Common Pleas Court on Wednesday to charges illegal cultivation of marijuana, tampering with evidence and obstructing official business.
According to Assistant County Prosecutor Tammie Riley Jones, Hambleton learned that the Columbiana County Drug Task Force and the Drug Enforcement Agency in the process of doing a marijuana eradication had spotted marijuana growing in a rural area. Hambleton began pulling the plants and burning them before the agents got to him. He was then tackled by one of the agents.
The indictment stated Hambleton was growing more than 200 grams of marijuana on Aug. 11, 2015, then destroying the marijuana to impede an investigation and to impede the work of investigators.
Sentencing is set for Aug. 29, when he could face up to four years in prison and 90 days in jail if the counts were to run consecutively, along with a $13,250 fine.
Rebecca S. Lucas, 47, state Route 7, New Waterford, stipulated to violating the terms of her probation and was placed for an indefinite period at the Eastern Ohio Correction Center for women. She was convicted in February 2014 of two counts of possession of drugs for having heroin and cocaine on July 26, 2012.
Natosha R. Athey, 37, state Route 39, Salineville, pleaded guilty to trafficking in drugs for selling about .9 grams of heroin to a confidential informant for $400. Athey was placed on a four-year intervention in lieu of conviction treatment plan.
Court ordered $1,932 seized from Kendall Lamont Smith Jr. 21, Youngstown, forfeited to the state of Ohio. Smith was found in the kitchen of a Broadway, Wellsville, home when it was raided by investigators.
Gary E. Blare, 35, Main Street, Wellsville, pleaded guilty to two counts of improper handing of a firearm and was placed on a four-year intervention in lieu of conviction plan. Blare had a Highpoint .380 handgun with a loaded magazine near the center console inside a vehicle, which he was operating while intoxicated on Nov. 29, 2015.

Columbiana County Common Pleas
Edward H. Sprouse II, 29, Applegate Road, Lisbon, pleaded guilty in Columbiana County Common Pleas Court to trafficking in drugs, a third-degree felony. Sentencing is set for Aug. 15. Sprouse and another man, Madison Bieber, sold 10 unit doses of heroin to a confidential informant when Bieber’s infant daughter was present in the area of Rite Aid, Lisbon, on Aug. 25, 2014. He faces up to three years in prison and a $10,000 fine. Bieber also pleaded guilty in April to a complicity to trafficking in drugs charge.
Donald R. Cramer, Jr., 34, Michigan Avenue, East Liverpool, was found eligible for interevention in lieu of conviction. He pleaded guilty to possession of drugs and was placed on a four-year intervention treatment plan. Cramer had 10 glass jars containing about 506 grams or about 1.1 pounds of marijuana all in the trunk of his vehicle on Dec. 22, 2014.

Columbiana County Common Pleas
In Columbiana County Common Pleas Court, Anthony N. Dailey, 28, Fairview Court, Salem, was found eligible for intervention in lieu of conviction. Dailey pleaded guilty to trafficking in drugs and six counts of possession of drugs. He was placed on a four-year intervention treatment plan. Some of the charges state Dailey had more than one gram, but less than five grams of heroin; less than five grams of cocaine, less than the bulk amount of buprenorphine and $248 believed for use in drug-related offenses on June 3, 2015. Additionally, he allegedly offered to sell heroin on the same date. He also had cocaine, methamphetamine and alprazolam March 8, 2015.
Darrell G. Reynolds Jr., 22, Cleveland, was sentenced to three years in prison and had his license suspended for two years for two counts of possession of drugs. Reynolds had at least 27 grams of cocaine, but less than 100 grams on May 1, 2015, as well as less than a gram of heroin.
Anthony L. Givens, 49, Parker Road, East Palestine, was found eligible for intervention in lieu of conviction. He pleaded guilty to cultivation of marijuana and was placed on a four-year treatment plan.
Amber M. Pine, 20, state Route 517, Lisbon, was found eligible for intervention in lieu of conviction. She pleaded guilty to complicity to trafficking in drugs for helping Raheem Johnson, also known as Rico, sell drugs on Jan. 5, 2015. Pine was placed on a four-year treatment plan.

Columbiana County Common Pleas
Michael E. Oates Jr., 40, Hammondsville, stipulated in Columbiana County Common Pleas Court to violating his community control for a second time, from an assault charge to which he previously pleaded guilty. He was credited with 134 days served and sentenced to two years in prison.
The assault charge from August 2011 was for causing serious physical harm to Jeffrey Boals by striking him in the face multiple times, knocking him to the floor and then striking him in the head with his foot nine times. Oates was recently charged in Columbiana County Municipal Court with domestic violence.
Margo A. Poffenberger, 36, South Union Avenue, Salem, was found eligible for intervention in lieu of conviction. She pleaded guilty to two counts of possession of drugs and was placed on a three-year intervention plan. Poffenberger had both morphine and clonazepam on May 16, 2015.

Columbiana County Common Pleas
Kendall Lamont Smith Jr., 21, Youngstown, was sentenced in Columbiana County Common Pleas Court to 18 months for three counts of possession of drugs with a forfeiture specification. An additional count of possession of drugs and a tampering with evidence charge were dismissed. Smith initially had been charged with four counts of possession of drugs for reportedly having at least five grams, but less than 10 grams of heroin; less than five grams of cocaine, and less than the bulk amounts of both oxycodone and amphetamines along with $1,932 believed used in a drug-related offense on Feb. 23, 2015. The tampering charge was for allegedly concealing the bag of cocaine between the wall and the refrigerator.
Allison Faye Grossen, 29, Railroad Street, Hanoverton, pleaded guilty to complicity to breaking and entering and complicity to burglary. Grossen helped Justin D. Pitts in the commission of a breaking and entering at the Thomas Market, First Street, Hanoverton, on Feb. 21 and a burglary at the home of Paul Davis, Hull Road, Lisbon, on March 3. Grossen was then immediately sentenced to two years in Marysville Correctional Facility for Women. She also stipulated to violating her probation for a previous possession of drugs charge for a plastic wrapper of heroin in a cigarette pack. Her community control in that case was dishonorably terminated and she was sentenced to nine months concurrent to the two-year sentence. She was also credited 247 days served in this case.
Kenneth L. Williams, also known as Chipper, 22,Youngstown, was sentenced to nine months for two counts of trafficking in drugs, consecutive to a prison term from a case in Mahoning County. His license was suspended for 12 months. Williams offered to sell both heroin and cocaine on Sept. 30, 2014.
Maurice J. Brooks, 29, Youngstown, was placed on four years community control for illegal conveyance of a drug of abuse onto the grounds of a detention facility. He was found with .1 grams of cocaine in his pants when booked into the Columbiana County Jail.
n Larry A. Starkey, 28, Madison Avenue, Leetonia, pleaded guilty to misuse of credit cards. He was placed on two years community control including a 180 days sanction at the Columbiana County Jail. Starkey used Chase Bank card belonging to Shandlei DeThomas on May 24, 2015 without permission.

Columbiana County Common Pleas
A Salem woman involved in meth manufacturing in a West Pershing Street home on two different occasions in 2014 was sentenced in Columbiana County Common Pleas Court to four years at the Marysville Correctional Facility for Women on Friday.
Christina L. Colian-Turney, pleaded guilty in March to two counts of illegal assembly or possession of chemicals for the manufacture of drugs and five counts of possession of drugs. Aside from the prison time, she was fined $15,000 and her license was suspended for 24 months. Charges of two counts of illegal manufacture of drugs and two additional counts of possession of drugs were dismissed as part of a plea agreement. She was credited with 124 day served.
Turney was living in the home at 922 W. Pershing St. both on on Feb. 26, 2014, and Nov. 5, 2014 when the home was raided by authorities with a search warrant. During the November raid, police found 20 one-pot cooks, along with other equipment and chemicals for making meth. In addition to meth, she was also found to have heroin and oxycodone.
Scott A. Chaffee, 22, Columbiana County Jail, Lisbon, stipulated to violating his probation from a breaking and entering case. He was ordered to continue probation, but to serve up to six months at the Eastern Ohio Correction Center in Wintersville. Chaffee broke into the BP Unimart on Dresden Avenue in January 2013, along with another man, James Heath. The two broke out a back window and stole several packs of cigarettes, energy drinks and lottery tickets.
Robert C. Cochran Jr., 27, St. Jacobs-Logtown Road, Lisbon, was found eligible for intervention in lieu of conviction. He pleaded guilty to possession of drugs for less than a gram of heroin he had on July 18, 2015 and was placed on a four-year intervention plan.
Stephen G. Grueber, 59, Pancake-Clarkson Road, Rogers, pleaded guilty to insurance fraud, a first-degree misdemeanor, after filing a $22,195 claim last July with Allstate Insurance Company to repair or replace the engine in his Ford F-350 pickup, which he claimed was destroyed by vandals. He was placed on two years community control.
Nickolas J. Dalrymple, 23, 14th Street, Wellsville, was found eligible for intervention in lieu of conviction and pleaded guilty to trafficking in drugs. He was placed on a three-year intervention plan. On April 23, 2015, Dalrymple sold marijuana to a confidential informant in the area of Wells Avenue, Wellsville.
Brian G. Gochenour, 44, Ceramic Street, East Liverpool, was found eligible for intervention in lieu of conviction and pleaded guilty to possession of drugs. Gochenour had tried to discard a baggie containing .39 grams of cocaine after passing it in a hand-to-hand transaction during the Pottery Festival on June 11, 2015. Gochenour was placed on a four-year intervention plan.
Kayla M. Shaderline, 26, Columbiana County Jail, Lisbon, stipulated to violating the terms of her intervention in lieu of conviction plan for a possession of drugs charge. She was placed on regular community control, but ordered to additionally serve up to six months at the Eastern Ohio Correction Center in Lisbon. Shaderline had a smoking device containing cocaine located under her shirt on July 28, 3013 on Dresden Avenue.
In county Common Pleas Court, Randy T. Arndt, 28, Penn Avenue, East Liverpool, stipulated to violating his probation on two counts of receiving stolen property and one count of possession of drugs. His community control was terminated dishonorably and he was ordered to pay costs. Arndt’s charges were for utilizing two stolen checks for the sums of $89 and $110 on Oct. 12, 2010 and then having heroin and cocaine on Dec. 11, 2012.
Thomas I. Taylor, 47, Y and O Road, East Liverpool, stipulated to violating the terms of his community control for a receiving stolen property conviction. He was credited with 13 days served in the county jail and his community control is dishonorably terminated. On Sept. 9, 2012, Taylor was found driving a vehicle reported stolen in Hancock County, W.Va.
Tariq A. Larkins, 23, Commerce Street, Wellsville, also known as Tig, pleaded guilty to trafficking in drugs and two counts of possesion of drugs. Sentencing is set for Aug. 10. The maximum sentence for the charges he pleaded guilty to is three years in prison, a five-year license suspension and a $7,500 fine. Larkins had a mixer and baggie of cocaine residue on Nov. 25, 2014; offered to sell less than five grams of cocaine on Jan. 14, 2014; and had cocaine on Oct. 8, 2014.
Lyle W. Foster III, 27, Autumn Road, Wellsville, was sentenced in Columbiana County Common Pleas Court to six months in prison for unlawful sexual conduct with a minor. In October 2010, Foster, 22-years-old at the time, had sex with a 13-year-old girl in East Liverpool. He will be designated a Tier II sex offender. Foster is credited with 120 days served.
Mark A. Clendenning Jr., 24, Globe Street, East Liverpool, pleaded guilty to trafficking in drugs after he sold about 324 grams of marijuana to a confidential informant for $1,050 on April 28, 2014. He faces up to three years in prison, a five-year license suspension and a $10,000 fine. Sentencing is set for Aug. 1.
In relation to a case involving several drug charges from 2014 and 2015, it was confirmed that $3,122 seized from Malcolm L. Gilford, 29, also known as Spade, of Niles, will be forfeited to the state of Ohio.
Vincent A. Perry, 22, Youngstown, pleaded guilty to trafficking in drugs for selling cocaine on July 20, 2015. He faces up to 18 months in prison, a five-year license suspension and a fine of $5,000. Sentencing is set for Aug. 10.
Chad E. Ratliff, 44, High Street, Salineville, stipulated to violating the terms of his probation and his treatment plan was dishonorable terminated. He was placed on regular community control and his license was suspended for six months. His previous charge was for possession of cocaine.

Columbiana County Common Pleas
Justin E. Crowl, 24, U.S. 30, Kensington, pleaded guilty to meth-related charges on Friday in Columbiana County Common Pleas Court. Crowl pleaded guilty to illegal manufacture of drugs, illegal assembly or possession of chemicals for the manufacture of drugs and possession of drugs. He was one of three people charged after members of the Columbiana County Drug Task Force executed a search warrant at the trailer where he was living on Oct. 7, 2015. Items found there included two one-pot meth labs, an acid gas generator, meth oil, batteries with the lithium removed, hydrogen peroxide and several other items commonly used in the manufacture of meth. A child was also reportedly present in home the night before and day of the search warrant being executed. Crowl faces up to 30 years in prison if all the terms could be run consecutively, a five-year license suspension and a $55,000 fine. Sentencing is set for July 28.
Harley A. Gill, 22, First Street, Newell, W.Va., pleaded guilty to unlawful possession of a dangerous ordinance and illegal possession of chemicals for the manufacture of drugs. Gill had a Remington Arms 12-gauge shotgun with a total length of 18 inches under the seat of the vehicle he was driving in St. Clair Township on Dec. 10, 2014. He also had meth-related items – muriatic acid and lighter fluid – in the backseat and trunk of the vehicle. Sentencing is set for July 29. He faces up to four years in prison and a $12,500 fine.
Michael J. Mercer, 31, Vine Street, Salem, pleaded guilty to possession of drugs for two prescription Gabapentin pills in his pocket on Sept. 18, 2015. He faces up to 12 months in prison, a $2,500 fine and a five-year license suspension. Sentencing is set for July 29.
