LISBON — In Columbiana County Municipal Court, a man accused of sexual battery for allegedly touching a teen inappropriately appeared for arraignment Monday.
A preliminary hearing was set April 20 for Eric Jusdin White, 37, Youngstown, who’s charged with a third-degree felony for the incident reported April 12 in St. Clair Township. Bond was set at $500,000 cash or surety and he was told to have no contact with any juveniles. An affidavit said the victim of inappropriate touching was a 13-year-old girl.
A preliminary/pretrial hearing was set April 20 for Devon M. Barrett, 21, Cricket Lane, East Liverpool, charged with two counts of harassment with a bodily substance, a fifth-degree felony, and misdemeanors of aggravated menacing, assault and disorderly conduct for an incident April 12 at the Foundry in Salem. According to a police affidavit, Barrett allegedly threatened to kill a woman and rape her and then assaulted another man who was standing up the woman. After being taken into custody by Salem Police, he had vomited in the back of the patrol car and had blood in his mouth, was screaming at officers and began spitting on officers.
A preliminary/pretrial hearing was set April 20 for Jordan Aubrey Sloan, 30, May Street, East Liverpool, charged with second-degree felony strangulation and misdemeanor domestic violence for allegedly pushing a woman against the wall and striking her, punching her in the mouth and slamming her off of the floor April 12 in East Liverpool. He also put his hands around her throat and was choking her.
George R. House, 41, St. Jacob Logtown Road, Lisbon, was fined $250 and sentenced to 180 days in jail, with 170 days suspended and credit for three days served, leaving a balance of seven days to serve in jail for assault. He was ordered to complete 30 hours community service and to have no contact with the victim. House punched, pushed and hit the victim with a car door on June 26, 2025 in Hanover Township.
John Paul Carson, 70, Youngstown, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an education course. Carson responded to an undercover ad on a known prostitution website of two women known as a familial ad placed by the Mahoning Valley Human Trafficking Task Force and arranged for sexual activity with the women in exchange for $260, then drove to East Palestine on June 20, 2025 for the meeting with the phone used to make the arrangements in his possession.
Paul S. Hela, 52, Murrysville, Pa., was fined $500 and given a suspended 90-day jail term for engaging in prostitution, with a charge of possessing criminal tools dismissed. He was ordered to complete a prostitution prevention course. He was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $140, arriving in East Palestine on Jan. 30 for the meeting with the phone used to make the arrangements in his possession.
Jared Charles McCauley, 29, McDonald, was find $500 and received a suspended 180-day jail term for engaging in prostitution, with a charge of possessing criminal tools dismissed. He was ordered to complete a prostitution prevention course. McCauley was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $80, then traveling to East Palestine on Oct. 24, 2025 for the meeting with the phone used to make the arrangement in his possession.
A status conference hearing was set June 24 and a jury trial was set July 23 for Michael E. Earl, 66, Goshen Road, Salem, charged with domestic violence for allegedly assaulting a woman at his Salem residence on Jan. 4, allegedly smacking a cell phone out of her hand, throwing the phone when she attempted to pick it up and then shoving her to the ground with his hand on her neck. The police affidavit said the victim tried to get up off of the floor multiple times when the defendant allegedly shoved her down again and held her down.
A sentencing hearing was set May 18 for George M. McGinness, 48, North Market Street, East Palestine, charged with obstructing official business, disorderly conduct and criminal trespass. He was accused of trespassing on a woman’s property in New Waterford and continuing and knock on her door after being told to leave on April 10, then attempted to open the locked front door and tried to look through the windows. A police officer told him to stop walking and he failed to listen to orders and attempted to leave.
Terry Lee Banks, 49, St. Paul, Minn., was fined $150 for criminal trespass for trespassing on a private property on Scroggs Road, Elkrun Township and on the Elkton prison property on Nov. 11, 2025. Deputies had been called to the area for a suspicious man in the woods near the federal prison, FCI Elkton, waving down cars as they passed by. Contact was made with the man on the rear porch area of a residence on Scroggs Road and he was identified as Banks.
Alix Lee Powers, 32, Langeloth, Pa., was fined $150 for drug paraphernalia for possessing burnt glass pipes while a passenger in a traffic stop on Jan. 27 in East Liverpool.
A pretrial was set April 29 for Michael Shane Fowler, 54, West Clark Street, East Palestine, charged with disorderly conduct for allegedly walking past a residence while intoxicated and antagonizing the resident on April 12 in East Palestine.
A pretrial was set April 22 for Benny Ray Miley, 36, Cleveland, charged with obstructing official business, operating a vehicle impaired first offense and marked lanes for allegedly becoming verbally confrontational with police during a traffic stop April 12 in East Liverpool, refusing to hand over his keys or step out of the vehicle.
Sentencing was set April 27 for Taylor Eugene Blackburn, 19, East Martin Street, East Liverpool, who pleaded guilty to criminal damaging for striking a man’s television on Feb. 26 in East Palestine.
Brian Scott Noble, 55, Pauls Lane, East Liverpool, was fined $150 for disorderly conduct amended from criminal trespass. Noble trespassed on a Madison Township property on Oct. 15.
Edwin W. Hager Jr., 87, Michigan Avenue, East Liverpool, received no fine for disorderly conduct amended from criminal damaging and already paid restitution of $500 to the victim. He was accused of popping the tires of the victim with a sharp instrument on Aug. 12, 2025 in East Liverpool.
Codie Balser, 28, Aten Avenue, Wellsville, was fined $75 for failure to confine dog for Balser’s dog running loose on March 22 in Wellsville.
Kevin Nichols, 59, Youngstown, was fined $300 and sentenced to 30 days in jail, with 27 days suspended, for reckless operation amended from OVI and reasonable control. Upon completion of a driver intervention program, he’ll receive credit for three days served and $250 of the fine will be suspended. His driver’s license was suspended for 12 months with driving privileges granted.
A status conference hearing was set June 17 and jury trial was set June 25 for Kelly Cooper, 30, Somer Street, Leetonia, charged with OVI first offense, OVI breath first offense, endangering children and reasonable control. Cooper was accused of being impaired when she crashed a vehicle with a child passenger on Oct. 20, 2025.
A pretrial was set June 16 for Vanessa Huffman, 49, Canton, charged with OVI first offense, OVI breath first offense, driving under suspension and failure to display valid sticker.
A pretrial was set June 15 for Braxton Gregory Mascher, 35, state Route 154, Lisbon, charged with OVI first offense, driving under suspension, no seat belt and reasonable control.
A pretrial was set June 9 for Kia Clemmer, 28, Petersburg, charged with driving under suspension.
A pretrial was set April 27 for Britton Steiginga, 32, Walnut Grove, New Waterford, charged with driving under suspension, a stop sign violation and failure to use turn signal.
A pretrial was set June 17 for Elizabeth Stamp, 62, North Market Street, Lisbon, charged with failure to stop after an accident and assured clear distance.
A pretrial was set June 16 for Barry Pidgeon, 81, West Calla Road, Salem, charged with driving under suspension.

LISBON — A woman accused of allegedly putting a child at risk was served recently with a secret indictment issued by the Columbiana County Grand Jury for endangering children.
Dallas A. Navarro, 27, West Park Avenue, Columbiana, was charged with the third-degree felony for allegedly creating a substantial risk to the health or safety of a 5-year-old child by violating a duty of care, prevention or support.
Also served with a secret indictment was Alyssa D. Shaffer, 28, Youngstown, charged with unauthorized use of a motor vehicle, a fifth-degree felony for allegedly using a vehicle without the consent of the owner form Nov. 23, 2025 to Nov. 26, 2025.
