LISBON – Nathaniel D. Carter, 33, Broadway, Wellsville, stipulated in Columbiana County Common Pleas Court to violating the terms of his probation for a previous illegal use of supplemental nutrition assistance program benefits conviction. His probation was dishonorably terminated and he was sentenced to 11 months in prison. Carter was credited with 237 days served. In January 2011, Carter had used the food stamp card of Velinda Cunningham to purchase $408 worth of food products without permission to use the card.

Keith A. Poulton, 45, Windjammer Drive, Columbiana, pleaded guilty in Columbiana County Common Pleas Court to two counts of theft for stacking skids taken from Compco in January and sold at Soloman’s Scrap Yard for $900 on Jan. 23 and $5,000 on Jan. 24. He faces up to a year and a half in prison and a $3,500 fine. Sentencing is set for Oct. 22.
Michael J. Spencer, 27, Fairfield Avenue, Columbiana, stipulated to violating his probation for a previous possession of drugs conviction. He was credited with 46 days served in the county jail and his community control was ordered to continue under the previous terms. Spencer in March 2013 was found in possession of 10 morphine tablets in a metal container in his pants pocket.
Thomas M. Fortune Jr., 35, Garden Street N.E., Alliance, pleaded guilty to breaking and entering for being one of three men involved in a break in at Station 62 in Damascus on Dec. 13, 2014. He faces up to a year in prison and a $2,500 fine. Sentencing is set for Oct. 22.
Joseph L. Warner, 36, Sturbridge Road N.E., Alliance, a co-defendant with Fortune was sentenced to seven months in prison, but credited with 53 days already served. Warner previously pleaded guilty to breaking and entering for the same break in at Station 62 in Damascus.
Lynda M. Levy, 31, South Lundy Avenue, Salem, stipulated to violating the terms of her probation for a previous trafficking in marijuana conviction. Her intervention in lieu of conviction plan was terminated and she was sentenced to 47 days in jail, which she has already served. She has been placed on probation. Levy sold 27.8 grams of marijuana to a confidential informant for $150 while two children were in her vehicle on Sept. 14, 2011 at a Get Go station parking lot in Salem.

Columbiana County Common Pleas
Sharon F. Kenst, 61, Bethesda Road, Hanoverton, was ordered by Columbiana County Common Pleas Court Judge C. Ashley Pike to be immediate released from the county jail due to health issues. Kenst was sentenced on Aug. 3 to spend 30 days in the county jail for two counts of theft after she misappropriated nearly $14,000 from elderly day care clients while she was employed by the Columbiana County Office on Aging. At this point, the remainder of her sentence has been canceled by Pike and she has been placed on community control.
Franklin A. McKinnon, 61, Penn Avenue Extension, East Liverpool, pleaded guilty to four counts of receiving stolen property. He faces up to four years in prison and a $10,000 fine if all charges can be served consecutively. Sentencing is set for Nov. 19. McKinnon was found to be in the possession of four credit cards belonging to Jennifer Weible on May 28, cards which were stolen from the East Liverpool City Hospital. McKinnon then used some of the cards to purchase merchandise, beer and food.
Corey A. Snay, 21, South Union Avenue, Salem, stipulated to violated the terms of his intervention in lieu of conviction and his plan was dishonorably terminated. Snay was placed on probation under the same terms and conditions. Snay was convicted on two counts of trafficking in drugs for selling methamphetamines to a confidential informant on both March 21, 2014 and May 13, 2014.
Paula J. McFarland, 37, Teagarden Road, Salem, pleaded guilty to theft and two counts of forgery. She faces up to three years in prison and a $7,500 fine. Sentencing is set for Sept. 28. McFarland is accused of defrauding multiple people in Columbiana County in June 2013, as well as forging the signatures of Richard and Patricia Eck on an insurance check on Oct. 8, 2013.
Emily J. Garman, 20, East Seventh Street, Salem, pleaded guilty to prosecutor’s information, a charge of permitting drug abuse. Her license was suspended for six months and she was placed on one year community control. A charged of complicity to trafficking in drugs was dismissed. Garman drove Taylor Willard to and from a controlled purchase, where Willard allegedly sold a confidential informant marijuana on July 28, 2014.
Maurice C. Moman, 38, St. George Street, East Liverpool, was sentenced to a year in prison and had his license suspended for 12 months for trafficking in drugs, cultivation of marijuana and having weapons while under a disability. On Feb. 10, 2014, Moman had prepared cocaine for sale or distribution, cultivated more than 100 grams, but less than 200 grams of marijuana and was in possession of a .40-caliber Ruger P-94 semi-automatic handgun when he has previous drug-related convictions.
Vicky McConnell, 57, Garner Avenue, East Liverpool, was placed on four years probation for domestic violence. McConnell attempted to strike her husband, Larry McConnell with a masonry hammer, hit him in the head with a water bottle and threatened to stab him with a screw driver. McConnell has previous convictions of domestic violence in East Liverpool Municipal Court in 2006, 2007, 2008 and 2009.
Lee Michael Deitrick, 25, Canton, was placed on four years probation for theft. Deitrick stole various merchandise valued at $1,367 from the Salem Walmart on Nov. 12, 2013.

Columbiana County Common Pleas
Paul L. Beaver, 45, Orchard Street, East Liverpool, was sentenced Monday in Columbiana County Common Pleas Court for domestic violence for punching Angel Mayhew in the nose on March 30, after he already has two or more previous convictions for domestic violence. He was placed on four years intensive probation, credited with 141 days in jail and ordered to have no contact with Angel Mayhew.
Debra A. Fuson, 66, West Wilson Street, Salem, stipulated to violating the terms of her intervention in lieu of conviction plan and her plan was dishonorably terminated. She was placed on community control for the same three year period for her convictions of trafficking in drugs with a forfeiture specification. Fuson had less than 200 grams of marijuana for sale on Nov. 18, 2012 and $8,970 believed intended for use in drug-related offenses.
Ronald P. Clack, 30, Cleveland, was sentenced to seven months in prison, but credited with 109 days served for two counts of possession of drugs. Clack’s license was suspended for six months also. The drug charges claim he had cocaine and oxycodone on Aug. 30, 2013.
Travis L. Keener, 28, Avondale Street, East Liverpool, pleaded guilty in Columbiana County Common Pleas Court to four counts of receiving stolen property. Two additional counts were dismissed. Keener was immediately sentenced to 12 months in prison, but credited with 241 days already served. On April 11, 2014, Keener reportedly stole a Taurus model 1911 pistol, a CCMG model AR-15 semi-automatic rifle and a Colt .22 calliber gun belonging to Matthew Lucenti from a home on West Sixth Street, East Liverpool. Then on April 17, 2014, Keener had a 2004 Chevrolet Trail Blazer reported stolen by the owner William Vassar. The two dismissed charges were for allegedly possessing two other guns belonging to Josh Ingram, Oak Street, East Liverpool, on March 31.
Natalie R. Dillon, 32, Union Ridge Road, Negley, pleaded guilty to permitting drug abuse, a first-degree misdemeanor. She faces up to six months in jail, a five month license suspension and $1,000 fine. Sentencing is set for Oct. 22. Dillon was initially charged with permitting drug abuse, a fifth-degree felony, as well as complicity to trafficking in drugs, a fifth-degree felony. Dillon reportedly was allowing three Cleveland drug dealers to use her home for the sale of heroin on March 3, 2014, when a confidential informant purchased about .7 grams of heroin for $160.
Morgan R. Cox, 28, Wilson Street, Salineville, pleaded guilty to aggravated assault, a fourth-degree felony amended from a second-degree felony felonious assault; criminal damaging, menacing and assault (all three misdemeanors). Cox faces up to 18 months in prison, 390 days in jail and fines of $7,250 if all terms are ran consecutively. On Nov. 23, 2014, Cox assaulted Jason Halloway with a screwdriver, causing him to need 17 staples in his head. Additionally, she broke a door and window and grabbed Rebecca Ammon by the throat and threatened to harm her if she told what she had done.
Lonnie L. Barker, 32, Spring Grove, East Liverpool, was sentenced to four years probation for having weapons while under a disability. On May 18, 2014, Barker had a .40 caliber Smith and Wesson semi-automatic handgun, a 12-gauge shotgun, a .50 caliber rifle, a .22 caliber Savage Arms firearm, a 410 shotgun, a Mossberg 12-gauge shotgun and a Marlin 12-gauge bolt action shotgun, all after he was convicted of a felony offense in 2003. The weapons were reportedly found in his home after it was searched during a domestic violence investigation.
Jossalyn J. Shaw, 28, Bill Smith Road, Wellsville, had her intervention plan dishonorably terminated after stipulated to violating her probation. Shaw was sentenced to six months in Marysville Reformatory for Women for her previous theft conviction. While employed as a server at the Shale Tavern and Grill from July 1, 2012 to Feb. 8, 2013, Shaw voided certain food items and took the money for the voided items for herself taking about $4,211.

Columbiana County Common Pleas
An East Liverpool man was sentenced to prison for having a stolen boat in his possession.
Clarence V. Wright, 37, of West Second Street, was sentenced to one year in prison on a receiving stolen property charge by Columbiana County Common Pleas Court Judge Scott Washam. He was granted mandatory credit for 75 days spent in the county jail while awaiting the outcome of the charge against him.
Wright was charged after he was found in possession of 20-foot Regal 2000 he knew to be stolen from James Palmer. This occurred in July 2014.
In other court action, a sentencing date of Oct. 9 was set for Samuel French, 23, state Route 172, Minerva, after he pleaded guilty as charged to growing marijuana, possessing marijuana and possessing 17 tables of Lorazepam. The crimes occurred in July 2014.
A secret indictment issued by the county grand jury was served on Darrell G. Reynolds Jr., 21, of Cleveland, charging him with possessing cocaine and heroin in the county on May 1.

Columbiana County Common Pleas
In Columbiana County Common Pleas Court, a St. Clair Township man pleaded guilty to reduced charges involving the break-in and robbery of two East Liverpool homes earlier this year.
Thomas E. Powell, 19, of Duke Road, pleaded guilty to two counts of burglary, which were reduced from robbery, and to two counts of burglary, which were reduced from aggravated burglary as part of a plea deal reached with the county prosecutor’s office. He is scheduled to be sentenced on Nov. 19.
Powell and Jacob Lowther are accused of breaking into the East Liverpool homes of Joseph Virden and Kristen Householder on St. Clair Avenue and Christian Byers, East Sixth Street, on Jan. 23.
At the St. Clair Avenue home, Powell and Lowther reportedly assaulted Virden and threatened the couple. They also stole a knife, RCA tablet, expandable baton, some change and marijuana. At the East Sixth Street home, the pair reportedly assaulted Byers before stealing an Xbox system and several DVDs.
A charge of interfering with police – for fleeing from an officer – was dismissed against Powell.
In other court business, Thomas C. Browning III, 32, St. George Street, East Liverpool, is scheduled to be sentenced on Oct. 15 after pleading guilty to assault, which was reduced from felonious assault as part of a plea deal with the prosecutor’s office.
Browning and James Conrad are accused of beating Calvin Washington about the head and face and giving him a broken nose during an altercation at the New Dimension bar in East Liverpool at 1:55 a.m. April 19, 2014.
A West Virginia man received a hefty prison term after pleading guilty to committing nine property crimes in Columbiana County.
John P. Hawkey, 20, of New Cumberland, W.Va., was sentenced to 46 months in prison by county Common Pleas Court Judge C. Ashley Pike after pleading guilty to four counts of receiving stolen property, three counts of forgery and two counts of burglary.
The sentences are to begin after Hawkey completes his prison sentence on felony charges in West Virginia.
Hawkey’s crimes in this county occurred in June and July of 2014. During that period he burglarized the homes of Oliver Humphrey, Orchard Grove, East Liverpool, and Tracey Blakeley, Cadmus Street, East Liverpool. The receiving stolen property and forgery charges involved stolen checks belonging to Chelsea L. Smith and and Joanne and Michael Anderson.
In other court action, Mexico Pitts, 28, of Empire, was sentenced to one year in prison by Judge Pike after he pleaded guilty to failing to notify the county sheriff of a change in address, which he is required to do since he is a registered sex offender because of a prior rape conviction from when he was a juvenile. He was granted credit for 179 days already spent in the county jail.
Pitts was living at a registered address on McKaig Road, Hanoverton, when he moved to Belmont County last fall without tell authorities. This was his third such offense.
James Heverly, 42, South Ellsworth Avenue, Salem, was sentenced to three years probation by Judge Pike after pleading guilty to receiving stolen property. Heverly was caught trying tried to sell 1,145 pounds of copper wire to a Salem scrap dealer in April 2014. The wire, valued at $2,977, had been stolen from All Demolition & Co.

A Mahoning County woman received probation on drug charges during action in Columbiana County Common Pleas Court.
Heidi J. Stumpo, 31, of Youngstown, was sentenced by Judge C. Ashley Pike to four years probation/treatment after pleading guilty to a single drug possession charge. Stumpo was found with a cut straw containing cocaine residue following a traffic stop by police in Columbiana at 1:03 a.m. Jan. 2.
Ronald A. Shaffer, 42, of Enon Valley, Pa., was sentenced to five years probation by Judge Pike for domestic violence, and he was ordered to have no contact with the victim. Shaffer was accused of backing his pickup truck into his ex-wife, which knocked her to the side, and grabbing her by the arm in an attempt to get her back in the truck.
The crime occurred in October 2013, and the charge was a felony because Shaffer had two prior convictions for domestic violence.
Amanda E. Wright, 30, Riley Avenue, East Liverpool, is scheduled to be sentenced on Nov. 2 after pleading guilty as charged to drug possession and tampering with evidence. Wright was found in possession of cocaine and then tried to destroy her cellphone following traffic stop by East Liverpool police on May 14, 2014.

Columbiana County Common Pleas
LISBON – Kristy S. Dillard, 36, Commerce Street, Wellsville, pleaded guilty in Common Pleas Court to two counts of possession of drugs with two forfeiture specifications.
The two drug charges stemmed from a raid at her home on July 10, 2013, a home Dillard shared with Taru Smith. Drug Task Force agents reportedly found a trace amount of cocaine in a baggie on a speaker in the dining room and .6 grams of heroin behind a dresser in the master bedroom. Additionally, DTF members found $2,286 in the house, believed to be for use in the purchase or sale of drugs.
Dillard’s attorney Thomas Zena told Judge C. Ashley Pike on Friday that her client does not dispute the forfeiture of the money, because she has never claimed it to be hers. Dillard faces up to two years in prison, a 10-year license suspension and a $5,000 fine. Sentencing was set for Oct. 19.
Similar charges against Smith were dismissed after he died following a shooting incident in Wellsville in March 2014.
Reginald Odd, 44, Fairview Place, Alliance, pleaded guilty to theft reduced to a misdemeanor offense. He faces up to 180 days in jail and a $1,000 fine. Sentencing was set for Sept. 28. Odd was involved in the theft of a Gateway combo computer monitor, Gateway computer tower, two Blu-Ray DVD players, two sets of headphones and other miscellaneous merchandise from the Salem Walmart on Feb. 18, 2014.
