LISBON — Columbiana County commissioners agreed Wednesday to give taxpayers who own and occupy their homes a break of 2.5 % on next year’s property tax bill. MUNICIPAL LISBON — A Columbiana County jail inmate who allegedly escaped from East Liverpool City Hospital and a man who allegedly lied to deputies about the ride he gave him both had their cases bound over to the county grand jury. Joseph R. Adams, 48, Holliday Street, East Liverpool, waived his preliminary hearing Wednesday in county Municipal Court for escape, a second-degree felony, and vandalism, a fifth-degree felony.
