LISBON — A Columbiana County jail inmate who allegedly escaped from East Liverpool City Hospital and a man who allegedly lied to deputies about the ride he gave him both had their cases bound over to the county grand jury.

Joseph R. Adams, 48, Holliday Street, East Liverpool, waived his preliminary hearing Wednesday in county Municipal Court for escape, a second-degree felony, and vandalism, a fifth-degree felony.

Adams was an inmate at the jail and was taken to the hospital while being monitored with a GPS ankle monitor, then fled on June 13, with sheriff’s deputies searching the area near the hospital and learning from Newell Bridge employees that nobody walked across the bridge, but several cars had passed through. Surveillance video from the bridge was reviewed. The ankle monitor was still pinging and had been disposed of across the bridge in West Virginia.

The case against Ronald E. Boyer, 53, Wilson Street, Salineville, was bound over to the county grand jury for obstructing justice, a fourth-degree felony, for allegedly lying to deputies about his involvement with the escaped inmate from East Liverpool City Hospital, saying he had dropped him off at the Newell bridge when video evidence showed he drove him across the bridge. The affidavit said the inmate cut off his ankle monitor and threw it somewhere after they crossed the bridge, then they drove to the casino in West Virginia where the inmate ditched his jail clothing. Boyer then drove him back into Ohio and then into Pennsylvania and dropped him off, all on June 13.

Also in Columbiana County Municipal Court, a case against Tylor J. Rowe, 31, Georgetown Road, Beloit, was bound over to the county grand jury for domestic violence, a fourth-degree felony, for allegedly grabbing a pregnant woman by the collar of her shirt, throwing her on the bed, then punching her in the face on June 8 in Knox Township. When she attempted to kick him to get away, he allegedly punched her again, this time on top of her head. According to the affidavit, the victim suffered a seizure and sharp pain in her stomach.

A case against Scott A. Bailey, 56, East Third Street, Salem was bound over to the county grand jury for fourth-degree felony violate protection order for allegedly being with a protected person on June 13 in Salem.

Dylan Michael Gloeckner, 28, Alice Street, East Palestine, was fined $200 and sentenced to 180 days in jail, with 150 days suspended and credit for one day, leaving a balance of 29 days still to serve for assault, failure to comply with underage alcohol laws and public indecency amended from sexual imposition for incidents that happened at a residence in East Palestine on June 15, 2025 when he grabbed a woman’s head and slammed it against a wall and was inappropriately touching another person while they were in a swimming pool.

A pretrial was set July 1 for Brennan T. Rohr, 28, Alliance, charged with aggravated menacing and domestic violence for allegedly sending a threatening voicemail to a woman in Butler Township on May 19, saying he was going to start burning houses down with people sleeping in them, which scared her.

A pretrial was set Aug. 25 for Benjamin Logan Colwell, 23, Salem Alliance Road, Salem, charged with domestic violence for allegedly grabbing another man by the back of the neck and grabbing his right arm and wrist during a dispute June 18 in Butler Township.

Sean T. Ramsey, 31, Commerce Street, Wellsville, was sentenced to 30 days in jail for violating the terms of his probation for a 2023 case of assault.

A pretrial was set July 14 for Christopher D. Craft, 32, Carbon Hill Road, East Palestine, charged with menacing and disorderly conduct for allegedly yelling and being disorderly during an incident over a lost dog in Wellsville on April 2 and then threatening a police officer.

James L. Ingledue, 58, Teegarden Road, Lisbon, was fined $450 and given a suspended 90-day jail term and 20 hours community service for resisting arrest and disorderly conduct amended from domestic violence. He assaulted a woman by hitting her in the face with his hat during an argument and throwing her to the ground by her hair on Jan. 16. He also resisted when taken into custody.

Michael E. Earl, 66, Fifth Street, Salem, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, plus 30 hours community service for disorderly conduct amended from domestic violence. Earl smacked the phone out of a woman’s hand during an argument, threw it down the stairs and shoved her to the ground with his hand on her neck and kept shoving her down when she attempted to get up on Jan. 4 in Salem.

Pretrials were set Aug. 26 for Elwin Kuhns, 33, and Rebecca Kuhns, 34, both state Route 644, Salineville, both charged with one count of prohibitions concerning companion animals for allegedly negligently torturing, tormenting, or committing an act of cruelty against a companion animal, a dog named “Smokey” from April 27 through April 28 related to an alleged untreated wound.

A pretrial was set July 1 for Travis A. Swinehart, 32, Pittsburgh Street, Columbiana, charged with possession of drug abuse instrument, obstructing official business and criminal trespass for allegedly trespassing in the garage of a property on Oak Street, Leetonia, then lied to police about how he arrived at the property, claiming he rode a bicycle and then that he walked, but police then found a motorcycle on the other side of the property, tracked him down at Wick Park and he admitted to riding the motorcycle found on Oak Street on June 19. Following his arrest and a search, eight syringes and a mirror with residue were found in his possession.

A pretrial was set Sept. 2 for Manuel Movio, 45, Nashua, N.H., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for money via the Cash App, then arriving for the meeting in his semi truck and trailer on June 23 in Unity Township with the phone used to make the arrangements in his possession.

Eric J. Watts, 44, Cleveland, was fined $700, given a suspended 180-day jail term and 25 hours community service for engaging in prostitution and possessing criminal tools. He was ordered to complete a prostitution prevention course. Watts responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman in exchange for money through the Cash App and then traveled to East Palestine on April 22 for the meeting with the phone used to make the arrangements in his possession.

Tiffany M. Koncsler, 37, Salem Warren Road, Salem, was fined $150 and given a suspended 30-day jail term and 20 hours community service for drug paraphernalia for possessing a burnt straw with residue during a traffic stop on June 15 in Salem.

Valerie J. Rosati, 66, Franklin Avenue, Salem, was fined $400 and given a suspended 30-day jail term and 20 hours community service for charges of animals running at large and dog running at large. She must make restitution of $25 and was ordered to have no companion animals. On Feb. 12 in Salem, her dogs got loose and killed a rabbit and she was previously convicted of dogs running at large in 2025. The dogs were loose again on Feb. 21 in Salem.

A pretrial was set Aug. 24 for Cinthia Marie Hannan, 39, Newell, W.Va., charged with drug paraphernalia for allegedly possessing a burnt metal pipe during a traffic stop June 3 in East Liverpool.

A pretrial was set Aug. 19 for Timothy C. Schultz, 53, Desellem Road, Lisbon, charged with operating a vehicle impaired, speeding and no seat belt.

Tomas Lopez, 37, Moore Street, Lisbon, was fined $1,265 and sentenced to 180 days in jail, with 177 days suspended, with credit for three days served in a driver intervention program and $500 of the fine suspended, for two merged OVI counts, no license and speeding. His license was suspended for one year.

Kimberly Monroe, 42, Maple Street, Salem, was fined $615 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, plus 20 hours community service, for two merged OVI counts and marked lanes. Her license was suspended for one year.
