LISBON –A New Waterford man accused of allegedly assaulting a woman who has a protection against him and threatening to assault another person was ordered evaluated for competency and sanity.
Dorian T. Lowrey, 51, Hawkins Road, recently appeared for arraignment and entered a not guilty plea to third-degree felony domestic violence, two counts of fifth-degree violation of a protection order and misdemeanors of aggravated menacing and criminal trespass. He also entered a plea of not guilty by reason of insanity with his his attorney Ron Yarwood requesting the evaluations.
Columbiana County Common Pleas Court Judge Scott Washam ordered the Forensic Psychiatric Center of Northeast Ohio to conduct the evaluations. A status hearing was set for April 10.
Lowrey was accused of allegedly violating a protection order by being on a protected person’s property, sitting in her car inside the garage in Unity Township on Dec. 20, 2025. On Aug. 20, 2025, he was accused of allegedly throwing a cell phone at a woman who has an active protection order against him, striking her in the mouth while on the property he’s prohibited from visiting. He also was accused of trespassing on another property in New Waterford and threatening to assault a man, also on Aug. 20, 2025.

— Kip Bailey, 37, state Route 267, East Liverpool, pleaded guilty to two counts of menacing by stalking, a fourth-degree felony, and one count of misdemeanor criminal child enticement, with sentencing set for April 16. Bailey was acccused of stalking two female juveniles in East Liverpool on July 2, 2024 by means of watching and hiding in bushes, creeping on his hands and knees while watching, and waiting and hiding from approaching vehicles. He also was accused of allegedly engaging in inappropriate and harmful talk to the juveniles, watching and continuously walking by the residence and peeling out in his vehicle. The juveniles were ages 9 and 14.
