LISBON — In Columbiana County Municipal Court, Dustin Dwight Pounds, 38, Akron, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an education course. Pounds was accused of requesting sexual conduct from an undercover agent for an agreed upon price of $80 as part of a Christmas in July Special, then driving to Salem on July 25 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Oct. 27 for Clayton Whitman, 29, Adams Avenue, Salem, charged with violating a protection order, operating a vehicle impaired third offense, OVI refusal third offense, driving under suspension, reasonable control and failure to stop after an accident. He was on a street in Columbiana where a protected person lives on June 27.

A disposition hearing was set Aug. 12 for David Dopler, 82, Valley Drive, East Liverpool, who pleaded guilty to storage of tires, litter and storage of furniture for having large piles of junk, rubbish, debris, tires and indoor furniture outside on a Riverview Street, East Liverpool property on April 15, an affidavit said.

A disposition hearing was set Aug. 12 for Chelsea Lacey, no age listed, Ohio Avenue, East Liverpool, who pleaded guilty to four counts of failure to pay city income tax and two counts of failure to file city income tax return for failing to pay East Liverpool city income tax from 2019 through 2022 and failing to file East Liverpool city income tax returns in 2023 and 2024.

A pretrial was set Aug. 12 for Frederick Kirby, 49, Chester Avenue, Wellsville, charged with operating a vehicle impaired first offense, driving under suspension and two lights displayed.

A pretrial was set Nov. 20 for Montana Matheson, 24, North Beaver Street, Lisbon, charged with OVI first offense, OVI breath first offense, driving under suspension and reasonable control.

A pretrial was set Sept. 30 for Quinton Vangiesen, 27, Main Street, Leetonia, charged with OVI first offense, OVI breath first offense and reasonable control.

A pretrial was set Sept. 25 for Bradley Brown, 58, Wampum, Pa., charged with speeding.

Jaden Rogers, 28, East Sixth Street, East Liverpool, was fined $100 for expired license and a stop sign violation.

Jerrica King, 24, Spring Grove Avenue, East Liverpool, was fined $75 for driving under suspension.

Michael Curl II, 39, Lipply Road, Columbiana, was fined $75 for driving under suspension.

Grand Jury

LISBON — An East Liverpool woman accused of trafficking and possessing fentanyl was one of several drug defendants served recently with a secret indictment issued by the Columbiana County Grand Jury.

Georgeann Railing, 49, East Liverpool Road, was charged with second-degree felonies of trafficking in a fentanyl-related compound and possession of a fentanyl-related compound and misdemeanor possession of drugs. On March 17, 2024, she allegedly prepared to sell and possessed fentanyl in an amount equal or greater than 10 grams but less than 20 grams and also possessed xylazine.

Also served with secret indictments were:

— Breanna Shreve, 27, Commerce Street, Wellsville, five counts of complicity in the commission of an offense, a fourth-degree felony, with a specification for forfeiture of money from a drug case, for allegedly driving a man to a pre-arranged drug deal when he sold cocaine on Dec. 1, 2023, Jan. 10, 2024, Jan. 18, 2024, Jan. 25, 2024 and Feb. 1, 2024 and for possessing $600.

— Justina DeSarro, 35, last known address East Liverpool, possession of drugs, a fifth-degree felony, and tampering with evidence, a third-degree felony, for allegedly possessing bromazolam and tampering with evidence on Feb. 17, 2024.

— Steven McGrew, 39, Benton Road, Salem, possession of drugs, a fifth-degree felony, for allegedly possessing buprenorphine on March 23, 2023.

— Brianne Flaherty, 30, Birch Road, East Liverpool, illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, a third-degree felony, for allegedly trying to bring drugs onto a detention facility property on Oct. 30, 2023.

— Lindsay Buzzard, 37, Fisher Avenue, East Liverpool, possession of a fentanyl-related compound, a fifth-degree felony, and illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, a third-degree felony, for allegedly possessing fentanyl and trying to bring drugs onto a detention facility property on Aug. 8, 2024.
