Lisbon Reports
A clerk at Smith Oil reported that resident from the mentally handicapped apartment complex in town was there at 6:51 p.m. Sunday and threatening to commit suicide because he has no one in his life. Police arrived and waited until an ambulance could transport him to a local hospital.
A 911 call was received from 418 Maple St. at 2:40 a.m. Wednesday, and when police arrived the woman who lives there said there was no problem and thought she had hung up prior to dialing.
Tracey Donelly requested at 11:52 p.m. Dec. 15 police stand by while she removed some of her property from 120 W. Pine St. The property was removed with no problems.
Police were called to the Family Recovery Center on North Market Street at 11:51 a.m. Tuesday for a report of a fight in the parking lot. A counselor told police she had to break up a fight inside the clinic between Jamie Rambo and Charitey Riggs. When police arrived Riggs was outside the building and Rambo was inside. Police spoke with Riggs, who claimed she saw Rambo wearing clothes she reported stolen to the sheriff’s office a few months ago and that when she confronted her about it they got into a verbal argument which then turned physical. The counselor told police that Riggs had started the fight, at which point police arrested her for assault.

Terry Mullen, West Washington Street, reported at 9 p.m. Saturday receiving a threatening phone call from Jay Farrow. Police called Farrow, who admitted calling Mullen but only after Mullen threatened to do something vulgar to him. Mullen admitted saying the crudity but that is how he jokes with Farrow. Both were told to cease contacting the other, and they agreed.
Mandy Moore reported Saturday her son was at the Save A Lot when someone claiming to be his father spoke to him. She said the boy’s father is a sex offender and not allow have any contact with her children.
Police were called to the Steel Trolley Diner at 12:22 p.m. Saturday because there a motorcyclist bothering a 14-year-girl. The girl said she had just left the Greenway Trail on her bicycle when an older man wearing a green hat stopped to talk to her. The girl rode away but she said the man remained in the vicinity. After giving the girl a ride home, police came across a motorcyclist wearing a green hat, identified as 64-year-old Lisbon man, who said he only asked the girl if she was lost or needed help.

Police were called to the Columbiana County Juvenile Justice Center at 1:08 p.m. Friday after a youth reportedly threatened to harm himself. An officer remained until an ambulance arrived to transport the youth to a local hospital.
Police were called to a Maple Street residence at 2:32 p.m. Sunday in regard to a woman who reported ingesting 25 Xanax pills. They remained until an ambulance arrived to transport the woman to a local hospital.
A resident of Apple Grove apartments showed up at the police station at 6:50 p.m. Friday asking for a ride home because she was drunk.

Loretta Mattern, West Maple Street, reported at 8:09 p.m. Saturday somebody was knocking on her door, and police checked the area and found three youths next door who admitted knocking on her door. They were told to leave Mattern alone.
Cathy Wilson reported Rodney Smith Jr. assaulted her boyfriend at Greentree Place at 11:29 p.m. Friday. Police determined Smith, 28, was the aggressor, and he was arrested for assaulting David R. Wales. He was also charged with possessing drug paraphernalia.
Police checked on a vacant home on Sherman Street after hearing a smoke detector battery going bad there. The homeowner could not be contacted.
A caller reported at 2:57 p.m. Thursday they were concerned about gas cans that were on a trailer on an East High Street property. Police checked the property and found the cans were secured properly and there were no problems.
A woman reported at 8:34 p.m. Thursday her mother had threatened suicide and had cut herself at her West Lincoln Way home. Police spoke with the mother, who told police she wanted her daughter removed from the home as she was supposed to pay $200 after moving in and never did. The woman then told police that her daughter was not living there and that she did not want to hurt herself because she didn’t want her daughter alone with her belongings. She agreed to go to the Salem Regional Medical Center on her own.
Rachel Morris, South Park Street, reported at 1:30 p.m. Thursday her live-in boyfriend Vincent Fink took her keys and then scratched his arms with them to make it look like she hurt him. Police went to the home and spoke with Morris and Fink who said they have been under a lot of stress and arguing, but no physical violence occurred. Morris said she would go to her sister’s home for the time being.
Police were called to 314 S. Lincoln Ave. at 7:36 p.m. Thursday for a request that three people be removed from the property. Joseph Castelucci told police he wanted Candy Kibler, Brandi Cope and Cope’s male friend out of his apartment after they were involved in an argument over a pair of glasses that Kibler couldn’t find. The others agreed Kibler left the apartment with the glasses and came back later accusing everyone else of taking them. The three then agreed to leave Castelucci’s apartment without any other problems.

A loud music complaint was received from a North Market Street resident at 10:40 p.m. Sunday. Police spoke with Scott Rudder, who agreed to turn down the volume.
Jay Farrow, Saltwell Road, reported at 11:40 p.m. Sunday being assaulted by Scott A. Rudder, 51. Farrow said he was walking on North Market Street when Rudder approached him with a collapsible knife and swung it at him and then tried to strike him with a collapsible baton, missing with both. Farrow said Rudder then shoved him to the ground. Police tried to located Rudder but were unsuccessful.
Police were called to Roseland Apartments at 7:43 p.m. Sunday in regard to a person who intended to harm themself. Police remained until an ambulance arrived to transport the person to the a local hospital.
Matt Phillips, East Chestnut Street, reported Friday his Christmas decoration, a star shower that costs $40, was stolen from outside his home.
