Court News

Sheridan S. Taylor, 35, Salineville, pleaded guilty to possession of fentanyl-related compound, a fifth-degree felony, and illegal conveyance of drugs of abuse onto grounds of a specified governmental facility, a third-degree felony. A sentencing hearing is set for Aug. 6. He is accused of possessing the compound and attempting to convey on the grounds of a detention facility Aug. 18, 2023.

Grand Jury

LISBON – An East Liverpool man accused of multiple drugs counts was served recently with a secret indictment issued by the Columbiana County Grand Jury.

Tyler Howell, 26, Edison Lane, New Cumberland, W.Va., was charged with fifth-degree felonies possession of cocaine and possession of a fentanyl-related compound and a misdemeanor count of possession of drugs for allegedly possessing cocaine, a fentanyl-related compound and xylazine on March 19, 2024.

Also served with a secret indictment:

Jennifer N. Bryan, 42, Steubenville, charged with non-support of dependents, a fifth-degree felony, for allegedly failing to provide support for a child from June 2022 to June 2024.

Municipal

LISBON — In Columbiana County Municipal Court, cases against Christopher Allen Stevens, 37, Moore Street, East Liverpool, were bound over to the county grand jury for one count of aggravated arson, a second-degree felony, and misdemeanors of arson, aggravated menacing, inducing panic and obstructing official business for allegedly making threats to harm a woman and burn the apartment down and then being in the process of setting fire to the occupied building on Walnut Street, East Liverpool, with two occupied apartments and first responders in the hallway. The affidavit said he was refusing to exit the building and barricaded the door on April 8, 2026.

A case against Lance M. Morris, 40, Hilltop Drive, Lisbon, was bound over to the county grand jury for felonious assault, a second-degree felony, for allegedly beating a woman with a large mirror and frame and making her fear she was going to be killed on May 18 in Salem.

A preliminary hearing was set June 3 for John Carl Reinhart, 54, East Clark Street, East Palestine, charged with third-degree felony domestic violence for allegedly hitting a woman in the face and putting his hands over her throat on May 27 in East Palestine.

A preliminary/pretrial hearing was set June 3 for Christopher Allan Dorsey, 45, Erie Street, East Liverpool, charged with fifth-degree felony violation of a protection order and misdemeanor violation of a protection order for allegedly walking through a protected person’s yard on May 27 in East Liverpool, seen on camera walking through the yard to take a picture of a vehicle and then walking back through the yard. He was found guilty of the same charge in April, making the charge a felony for the May 27 incident.

A preliminary hearing was set July 1 for Luke Andrew Morrison, 27, Cora Street, East Liverpool, charged with fourth-degree felony disruption of public services for allegedly calling the East Liverpool Police Department nine times between 8:12 p.m. and 9:27 p.m. May 27 with no grounds to report a crime or file a complaint. He had been told that officers were tied up and unable to speak to him to answer questions that did not pertain to any crime taking place and continued to call, causing an unnecessary burden on the 911 call center.

A pretrial was set June 10 for Cody Allen Oiler, 29, Thompson Avenue, East Liverpool, charged with domestic violence for allegedly threatening to kill a woman on May 27 in East Liverpool.

A pretrial was set July 27 for Brittany Alanna Hissom, 38, Smithfield Street, East Liverpool, charged with domestic violence for allegedly spitting in a man’s face during a domestic on May 27 in East Liverpool.

A pretrial was set July 22 for Lila R. Varner, 82, Eagleton Road, Lisbon, charged with domestic violence for allegedly pushing and hitting a man on April 14 in Lisbon.

A pretrial was set Aug. 4 for Brandi Michelle Willis, 35, Irondale, charged with assault for allegedly punching another woman in the side of the face and got on top of her and continued to punch her in the head on April 26 in East Liverpool.

A pretrial was set on July 27 for Justin K. Neal, 43, Mars, Pa., charged with engaging in prostitution, possessing criminal tools and drug paraphernalia for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $80 and requesting her to provide him with crack cocaine, then traveling to Unity Township on May 28 for the meeting with the phone used to make the arrangements and a crack cocaine pipe in his possession.

A pretrial was set Aug. 3 for James R. Wheeler, 87, Edinburg, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging to have the “girlfriend experience” with a woman for half an hour for $80, then driving to East Palestine on May 27 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Aug. 5 for Daniel Lee Shoaff, 65, North Howard Avenue, Salem, charged with public indecency expose private parts for allegedly being in a lit pavilion at Centennial Park with his pants around his ankles on May 28 in Salem, with officers advised by dispatch that surveillance video showed him touching himself, the affidavit said.

A pretrial was set July 21 for Justin Michael Buckel, 34, Dakota Street, East Liverpool, charged with theft for allegedly stealing $49 worth of merchandise from Dollar General in East Liverpool on May 13, including a dog leash, drinks, wings and Gain. He’s also facing a pretrial on July 21 for operating a vehicle impaired, driving under suspension and failure to display valid sticker.

A pretrial was set June 22 for Erica J. Sprankle, 412, Aliquippa, Pa., charged with possession of drug abuse instrument and drug paraphernalia for allegedly possessing a burnt glass pipe and other illegal narcotics and seven syringes during a traffic stop on May 28 in East Liverpool.

A pretrial was set July 29 for Billie J. Cope, 46, Goshen Road, Salem, charged with OVI first offense and a stop sign violation.
