ODOT blocks stadium plans

CLEVELAND — The Ohio Department of Transportation’s Aviation Office has blocked a permit for the Cleveland Browns’ planned domed stadium in Brook Park, citing concerns that the facility would intrude into protected airspace near Cleveland Hopkins International Airport.

ODOT stated the proposed structure would extend 58 feet above the allowable limit, posing a hazard to air navigation. This decision contradicts earlier findings by the Federal Aviation Administration (FAA), which had cleared the project after extensive review.

The Browns’ ownership group, Haslam Sports Group, expressed disappointment, calling ODOT’s ruling “flatly at odds” with the FAA’s assessment. The group has begun discussions with ODOT to resolve the issue and is considering options such as appealing the decision, reducing the stadium’s height, or relocating parts of the complex.

State officials noted that projects exceeding FAA thresholds often default to local standards, with local aviation authorities given deference in such reviews. ODOT confirmed it may reconsider the permit if adjustments are made.

The stadium project is valued in the multi-billion-dollar range and has legislative backing, including a $600 million state grant. However, the Browns must finalize a solution quickly–under their current lease, they must secure a new stadium before the 2029 season.

Brook Park officials continue to move forward with rezoning the 176-acre development site, but have not received formal building applications. A public hearing on the zoning changes is scheduled later this week.
