A pretrial was set April 29 for John A. White, 62, Campbell Road, Hanoverton, charged with theft for allegedly stealing two items totaling $17 from Hull’s Super Duper, state Route 172, East Rochester on Feb. 6.
Devon T. Herring, 31, East Third Street, Salem, was fined $300 and given a suspended 180-day jail term for theft, with a second counts of theft dismissed. He was ordered to complete 40 hours community service and make restitution of $864 to Salem Walmart. He’ll receive credit off of his fine for completing a theft prevention course. While working at the Salem Walmart, Herring was accused of stealing small amounts of items over a six-month period and not scanning items through the self checkout, with the combined thefts adding up to $865.
A pretrial was set April 27 for Jeffrey T. McCain, 51, West State Street, Salem, charged with possession of drug paraphernalia for allegedly possessing a green pipe with burnt residue and a white baggie with a white crystal substance during a traffic stop on Jan. 31 in Salem.
Joseph Michael Oprean, 36, Waynesburg, was fined $815 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served, for OVI, improper handling of a firearm in a motor vehicle and failure to control. His driver’s license was suspended for one year, with driving privileges granted. Oprean had a loaded gun in his vehicle when he crashed the vehicle while driving impaired on Dec. 6, 2025 in Hanover Township.
Brandon R. Moore, 22, Annsley Road, East Liverpool, was fined $300 for driving under suspension and unsafe vehicle. He received no fine but was sentenced to 10 days in jail, with credit for 10 days served, for possession of a schedule 4 substance. Moore was accused of possessing a suspected drug during a traffic stop on May 24, 2022.
A charge of permitting drug abuse against Luke Charles Decker, 23, Pittsburgh, Pa., was dismissed. Decker was accused of allegedly permitted a passenger in his vehicle possess suspended cocaine on Feb. 6 in East Palestine.
Shannon G. Chamberlain, 50, Burtview Drive, Salem, was fined $1,100 and sentenced to 180 days in jail, with 150 days suspended and credit for 16 days served, leaving a balance of 13 days still to serve for OVI and speeding. Charges of OVI and driving under suspension were dismissed. Her driver’s license was suspended for one year and she was ordered to complete 20 hours community service.
Amber Lynn Olmstead, 45, Martha Street, East Liverpool, was fined $575 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI. Her driver’s license was suspended for one year, with driving privileges granted, and she was ordered to complete 20 hours community service.
Steven May, 31, Youngstown, was fined $575 and sentenced to 90 days in jail, with 87 days suspended credit for three days served in a driver intervention program, for OVI. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 20 hours community service.
A pretrial was set April 29 for Patricia A. Pray, 61, state Route 45, Lisbon, charged with operating a vehicle impaired first offense.
A pretrial was set April 28 for Brian K. Read, 43, Washington Street, Lisbon, charged with no license, second or more. He was also fined $330 for driving under suspension, a headlights violation, no license and two counts of open container.
A pretrial was set April 20 for Scott Allen Cooper Jr., 43, Seventh Avenue, East Liverpool, charged with two counts of no valid license.
A pretrial was set April 29 for Michael B. Delp, 49, East Eighth Street, Salem, charged with driving under suspension and a lights violation.
A pretrial was set April 29 for Lorelei Grace Logan, 21, Lynchburg Road, Kensington, charged with driving under suspension and improper/expired registration.
A driving under suspension charge against Kevin Mutton, 47, U.S. Route 30, Kensington, was dismissed.
Jackie L. Sarge, 69, Aetna Street, Salem, was fined $350 and given a suspended 90-day jail term for driving under suspension. She was ordered to complete 25 hours community service.
Tomas Alonzo Alonzo, 19, Columbia Street, Salem, was fined $200 for driving under suspension.
Denzil Lee Collins, 62, Camp Boulevard, Hanoverton, was fined $100 for no license.
Thomas M. Redman III, 43, Sprucevale Road, Rogers, was fined $200 and given a suspended 30-day jail term for driving under suspension. His driver’s license was suspended for 30 days and he was ordered to complete 20 hours community service.
Toni Jean James, 48, County Airport Road, Wellsville, was fined $200 for driving under suspension. Charges of driving under suspension and loud exhaust from a 2020 case were dismissed.
Chaali Ali, 30, Orlando, Fla., was fined $150 for an equipment violation amended from speeding.
Grand Jury
LISBON — An East Liverpool woman wanted for charges from two separate cases from 2023 was served with the secret indictments Tuesday.
Crystal L. Christy, 47, West Church Lane, was charged with third-degree felony illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, fifth-degree felony aggravated possession of drugs, fourth-degree felony illegal use or possession of drug paraphernalia and fifth-degree felony nonsupport of dependents.
According to the indictments, Christy allegedly possessed methamphetamine and drug paraphernalia and took drugs onto the grounds of a detention facility on Feb. 11, 2022. She also allegedly failed to pay child support from March 7, 2021 to March 5, 2023.
Also served with secret indictments were:
— Hallie J. Delposen, 26, state Route 518, Lisbon, fifth-degree felony aggravated possession of drugs and fourth-degree felony possession of LSD for allegedly possessing amphetamine and LSD on Nov. 13, 2025.
— Ashley A. Harvey, 35, Birch Road, East Liverpool, illegal use of supplemental nutrition assistance program benefits or WIC program benefits for allegedly illegally using the benefits from July 1, 2020 to Aug. 31, 2025.

Court News
LISBON — A man accused of misusing a woman’s debit card and stealing money from her entered a guilty plea to two fourth-degree felony charges recently in Columbiana County Common Pleas Court.
David C. Gouge, 49, McKinley Avenue, Lisbon, pleaded guilty to fourth-degree felonies of theft from a person in a protected class and misuse of credit cards. A fourth-degree felony charge of telecommunications fraud will be dismissed.
Sentencing was set for April 16.
According to the indictment, Gouge was accused of stealing $3,200 from an elderly victim and misusing the victim’s debit card on Sept. 30, 2022. According to the plea agreement, the prosecution will be requesting he pay restitution of $3,200 to the victim’s estate as part of the sentence, along with being placed under community control with a requirement for local jail time.
Also in Common Pleas Court:
— Georgeann Railing, 49, East Liverpool Road, East Liverpool, pleaded guilty to an amended charge of possession of a fentanyl-related compound, a third-degree felony, and misdemeanor possession of drugs, with sentencing set for April 16. A second-degree felony charge of trafficking in a fentanyl-related compound will be dismissed. The charge for possession of fentanyl was originally a second-degree felony. She was originally accused of preparing to sell and possessing fentanyl in an amount equal or greater than 10 grams but less than 20 grams and also possessing xylazine on March 17, 2024.
— Knowledgeborn F.J. Price, 50, Pennsylvania Avenue, East Liverpool, pleaded guilty to fourth-degree felony operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them and fifth-degree felony improperly handling firearms in a motor vehicle, with sentencing set for April 13. A third-degree felony charge of having weapons under disability and a fourth-degree felony OVI charge will be dismissed. The charges stemmed from a traffic stop April 7, 2024 in East Liverpool when Price possessed a loaded gun and was under the influence. Due to a previous conviction, he’s prohibited from having a gun.
— Nathan P. Holcomb, 24, Sunnyside Street, East Liverpool, was ordered to serve up to six months at the Eastern Ohio Correction Center in Wintersville and was sentenced to community control until April 10, 2027 after violating the terms of his intervention plan for possession of cocaine and aggravated possession of drugs, both fifth-degree felonies. His intervention plan was dishonorably terminated. He possessed cocaine and amphetamine on May 10, 2024.
— Jonathan J. Oglesby, 44, Shelby, N.C., was sentenced to 12 months in prison after pleading guilty to a lesser-included offense of attempted failure to register, a fourth-degree felony. He received credit for 138 days already served in jail. Oglesby was originally charged with a third-degree felony of failure to register. He was accused of failing to register his address with the Columbiana County Sheriff’s Office for the sex offender registration when he was living in the county on Aug. 1, 2021.
— Pamela S. Risbeck, 50, Trinity Church Road, Lisbon, pleaded guilty to possession of cocaine, a fifth-degree felony, with sentencing set for April 17. Risbeck possessed cocaine on Oct. 20, 2021.
— Michael T. Gbur, 61, West State Street, Salem, was placed on an intervention plan for two years after pleading guilty to aggravated possession of drugs, a fifth-degree felony, in Columbiana County Common Pleas Court for possessing methamphetamine on Dec. 18, 2024.
