LISBON — In Columbiana County Municipal Court, cases against Ethan Mickel Hill, 22, last known address East Main Street, East Palestine, were bound over to the county grand jury for third-degree felony strangulation, fifth-degree felony domestic violence and two counts of misdemeanor endangering children. Hill allegedly struck a woman in the face numerous times, picked her up off the ground by her throat and pushed her while she had a child in her arms on Jan. 27 in East Palestine. She also said she was pregnant and that he backhanded her several days previous to this incident.
Cases against Joshua R. Greene, 41, Franklin Avenue, Salem, were bound over to the county grand jury for third-degree felony strangulation and misdemeanor domestic violence for allegedly grabbing a woman by the neck pulling her back into his apartment in Salem, causing a risk of physical harm and visible marks on her neck on Jan. 26.
A disposition hearing was set March 11 for James L. Ingledue, 58, Teegarden Road, Lisbon, who pleaded no contest and was found guilty of misdemeanor assault amended from fourth-degree felony assault on a police officer. A pretrial was also set March 11 for misdemeanors of domestic violence and resisting arrest. He was accused of allegedly hitting a woman in the face during an argument and throwing her to the ground by her hair, then kicking a deputy after being told he was being placed under arrest and resisting while deputies were trying to stand him up and handcuff him on Jan. 16 in Salem Township.
A pretrial was set Feb. 9 for Warren Stephen Taylor, 27, Pittsburgh, Pa., charged with domestic violence for allegedly hitting and choking a woman, throwing items at her and slamming her against the wall on Feb. 1 in East Liverpool.
A pretrial was set Feb. 17 for Jaydin Isaiah Delauder, 22, Pennsylvania Avenue, East Liverpool, charged with domestic violence for allegedly pushing a woman down attempting to get keys from her several times on Jan. 31 in East Liverpool.
James McLaughlin, 19, Pennsylvania Avenue, East Liverpool, was fined $300 and given a suspended 30-day jail term for two counts of disorderly conduct amended from two counts of aggravated menacing. He was ordered to complete 25 hours community service. McLaughlin was accused of having a small sword in his hands when he threatened to kill a man and woman on Oct. 27, 2025 in East Liverpool.
A pretrial was set April 14 for Christopher L. Delaney, 57, New Castle, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $140, plus $30 to take pictures of her first to make sure she was real, an agent affidavit said. The affidavit by an agent with the Mahoning Valley Human Trafficking Task Force also said that upon learning where the woman was located, he called the woman the police and said “he hoped the ‘cop’s’ family died in a horrible car crash, advising that in 2022, he was charged with engaging in prostitution in East Palestine. He then decided the woman was not the police after an extended conversation and said he would bring her a Corona beer. He arrived in East Palestine for the meeting on Jan. 30 and stood on the porch with the beer. Police found he had the phone used to make the arrangements in his possession, along with the beer and cash.
A pretrial was set April 15 for Ebony Monet Hill, 34, Canton, charged with possessing criminal tools, soliciting and open container for allegedly posting an ad on a known prostitution website offering sex for hire and arranging to have sexual activity with an undercover agent in exchange for money, arriving in East Palestine, Unity Township, on Jan. 31 in a vehicle driven by another person who was allegedly aware of the situation and was receiving gas money. Hill also allegedly possessed the phone used to make the arrangements and there was an open bottle of alcohol in the vehicle.
A pretrial was set April 15 for Satorie My Joy Denson, 37, Akron, charged with complicity to aid/abet another and open container for allegedly aiding a woman in the offense of solicitation by transporting her to East Palestine for a sex for hire meeting on Jan. 31 with an open bottle of alcohol in the front of the vehicle.
A pretrial was set April 7 for Thomas Joseph Duffy, 62, Beaver Falls, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website of two women and arranging for sexual activity with the women in exchange for $140, then arriving in East Palestine on Jan. 29 for the meeting with the phone used to make the arrangements in his possession.

Hela, 51, Murrysville, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $140, arriving in East Palestine on Jan. 30 for the meeting with the phone used to make the arrangements in his possession.
A pretrial was set April 13 for Christopher Lee Norman, 31, Ashtabula, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website of two women and arranging for sexual activity with them in exchange for $300, then arriving in East Palestine on Jan. 29 for the meeting with the phone used to make the arrangements in his possession.
Bobby Maurice Sumrall, 42, Springfield, Mo., was fined $550 and given a suspended 180-day jail term for possessing criminal tools and disorderly conduct amended from engaging in prostitution. He was ordered to complete 30 hours community service and already completed a prostitution prevention course. Sumrall responded to an undercover ad on a known prostitution website and arranged for sexual activity with women in exchange for money to be paid via the Cash App, arriving in East Palestine on March 30, 2025 for the meeting with the phone used to make the arrangements in his possession.
Shawn Ryan Haines, 41, South Lincoln Avenue, Salem, was fined $250 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served for obstructing official business. He was ordered to complete 30 hours community service. On Oct. 23, 2024 in Lisbon, Haines refused to move out of the way and moved officers with his body away from the door when they were attempting to make an arrest.
Lillian Antoinette Simms, 25, Prospect Street, Salem, was fined $150 for disorderly conduct. A charge of criminal trespass was dismissed. Simms was accused of yelling, breaking and throwing items in Perry Township on Aug. 19, 2025. Police had been called to the residence four different times for her failing to stop and told her she would be charged if they had to return.
A pretrial was set April 7 for Stanley Alan Purvis, 51, Goodrich, Mich., charged with possessing criminal tools, possession of drug abuse instrument and drug paraphernalia for allegedly possessing methamphetamine, hypodermic syringes loaded with liquid methamphetamine, a meth pipe, a green snorting straw, and other items when he was caught during an alleged sex sting in East Palestine on Jan. 31. Purvis allegedly arranged for the meeting with an undercover agent of the Mahoning Valley Human Trafficking Task Force and arrived driving a tour bus. The agent learned Purvis dropped off a university swim team somewhere else and was supposed to pick them back up to transport them back to Michigan.
A pretrial was set Feb. 18 for Elizabeth Lynn Coulter, 45, East Fourth Street, East Liverpool, charged with resisting arrest, criminal trespass and disorderly conduct for allegedly becoming disorderly at a counseling office in East Liverpool on Jan. 30 and swinging her belt at passing cars and also yelling and cursing at staff and threatening to harm herself while holding the belt.
A pretrial was set April 13 for Shawn Lee Chapman, 50, Columbia Street, Leetonia, charged with disorderly conduct for allegedly becoming belligerent and using profanity towards Leetonia police after being told it was against the law to shovel snow onto the street from his driveway on Jan. 26. He refused to shovel the snow off of the highway after being ordered to do so.
A pretrial was set April 13 for Connie L. Chapman, 69, Columbiana Street, Leetonia, charged with disorderly conduct for allegedly becoming agitated and calling a police officer a derogatory name during an incident in Leetonia on Jan. 26. She apparently became upset after police approached Shawn Lee Chapman about shoveling snow into the street.
A pretrial was set Feb. 17 for Douglas G. Pridemore, 56, Main Street, Wellsville, charged with theft for allegedly taking 10 items valued at $163 from the Calcutta Walmart on Jan. 30.
Brandon Allen Green, 33, Lisbon Street, East Liverpool, was fined $100 and sentenced to 10 days in jail for criminal trespass for trespassing inside an East Liverpool residence on Sept. 7, 2025 after being told previously by police that he was trespassed from the property
Debra L. Stewart, 63, Dunn Road, East Liverpool, was fined $100 for failure to file tax return, with another count of failure to file tax return dismissed. Stewart failed to file sales tax returns from April 2024 to April 2025 for the Bermuda Tanning Salon in East Liverpool.
John Raymond Fry, 67, Bell School Road, East Liverpool, was fined $700 for distracted driving, driving under suspension, left of center and reckless operation amended from operating a vehicle impaired. His driver’s license was suspended for two years.
Michael D. Bruce, 29, South Broadway Avenue, Salem, was fined $100 for open container.
A pretrial was set April 13 for Stephen G. Yurick, 56, Pittsburgh, Pa., charged with operating a vehicle impaired second offense, OVI breath second offense, driving under suspension and traffic control devices.
A pretrial was set April 8 for Andy Caldwell, 27, Plymouth Street, Hanoverton, charged with failure to stop after an accident and improper turn.
A pretrial was set April 6 for Levi Allen Shields, 29, Avondale Street, East Liverpool, charged with failure to stop after an accident, driving under suspension and reasonable control.
A pretrial was set April 7 for Michael Rutana, 41, Spinnaker Drive, Columbiana, charged with driving under suspension.
Ryan J. Ostander, 37, North Shadylane Drive, East Liverpool, was fined $150 for speeding.
Eilidh Louise Hatherill, 23, Alliance, was fined $80 for a stop sign violation and no seat belt.
Susan G. Dorn, 55, North Avenue, East Palestine, was fined $200 for driving under suspension and failure to control.
Gary McCabe, 52, Steubenville Pike Road, Lisbon, was ordered to pay court costs for fictitious registration.
Michael Lashawn Mann, 53, Cleveland, was fined $50 for driving under suspension.
Brandon D. Watson, 33, Cleveland, charged with $100 for driving under suspension and marked lanes.

LISBON — A jury trial was set April 1 for a weapons charge against E’mory Nazay Chiles, who entered a guilty plea last month to felonious assault in a separate case related to a shooting in Wellsville in April 2025.
Chiles, 20, Independence Square, Wellsville, appeared before Columbiana County Common Pleas Court Judge Megan Bickerton recently for a status hearing in the case for possession of a deadly weapon while under detention, a second-degree felony. He was accused of allegedly possessing a metal shank at the jail on July 25, 2025 while he was in custody for attempted murder and other charges.
Bickerton set a status hearing for 1 p.m. March 16 in the case.
Chiles is scheduled to face sentencing at 10:30 a.m. March 12 for the shooting case. The day he was supposed to face trial on that case he agreed to plead guilty to felonious assault, a second-degree felony with a firearm specification, and tampering with evidence, a third-degree felony.
County Assistant Prosecutor Alec Beech confirmed he’ll be recommending a six-year prison term.
As part of the plea agreement, the first-degree felony attempted murder charge and a fourth-degree felony inducting panic charge will both be dismissed.
Chiles was indicted early in June for the first-degree felony attempted murder charge, a second-degree felony charge of felonious assault, a third-degree felony tampering with evidence charge, a fourth-degree felony inducing panic charge and two firearm specifications all related to the April 27 shooting in Wellsville.
The indictment alleged that Chiles attempted to purposely cause the death of the 15-year-old victim, used a firearm, tampered with evidence and caused the evacuation of a public place, causing serious public inconvenience and alarm.
When asked about the tampering with evidence charge, Beech would only say that it was related to the gun.

— Charles D. Bosel, 36, Maple Street, Salem, was ordered to serve time at the Eastern Ohio Correction Center as a sanction for a positive drug screen Jan. 12 after appearing for drug court on Jan. 8, for aggravated possession of drugs, a fifth-degree felony, for possessing methampethamine on April 25, 2023.
— Quint A. Witherow, 44, Steubenville Pike Road, Salineville, was sentenced to 30 days in the county jail, with credit for five days served, leaving 25 days still to serve after pleading guilty to aggravated possession of drugs, a fifth-degree felony. He possessed methamphetamine on July 8, 2024.
