LISBON — In Columbiana County Municipal Court, Raymond D. Talbert, 49, Center Street, Wellsville, was fined $600 and sentenced to 180 days in jail, with 174 days suspended and credit for six days served, for assault amended from domestic violence and obstructing official business amended from falsification. He was ordered to complete 40 hours community service. Talbert was accused of grabbing a woman by her neck during an argument and throwing her into the metal head board on the bed on July 16, 2021 in Yellow Creek Township. On March 18 this year, he provided false identifying information during a traffic stop in St. Clair Township. He was also fined $100 for no license. Charges of operating a vehicle impaired, no seat belt and reasonable control from a 2012 case were dismissed.

A pretrial was set Nov. 13 for Jerrett Lee Carroll, 19, Idaho Avenue, East Liverpool, charged with assault for allegedly grabbing another person around the neck and throwing him down on Nov. 6 in St. Clair Township.

A pretrial was set Nov. 13 for Romellow Marquice McKnight, 30, Youngstown, charged with violation of a protection order and aggravated menacing for allegedly text messaging a woman who has a protection order against him on Oct. 28 in East Liverpool. He was also accused of making threats against her on Sept. 15.

A pretrial was set Feb. 9 for Reggie Scott Milton, 43, Akron, charged with disorderly conduct and illegal use or possession of drug paraphernalia for allegedly walking in the street yelling for help and talking to himself loudly, causing alarm to residents in the area of Sunset Drive, Hanover Township on Nov. 5. A deputy found him confused and paranoid and believed he was under the influence of a controlled substance. A charred glass pipe was found in his bag in his vehicle.

A sentencing hearing was set Feb. 3 for Doris Smith, 56, Riverview Street, East Liverpool, who pleaded no contest and was found guilty of six counts of failure to file city income tax return for failing to file East Liverpool city income tax returns from 2020 to 2025.

Robyn E. Smeltzer, 45, Cleveland Street, Salem, was fined $350 for theft for skip scanning numerous items and failing to render payment for $229 on June 25 at the Salem Walmart.

A pretrial was set Nov. 17 for Francisco R. Solorzano, 59, North Broadway Avenue, Salem, charged with receiving stolen property for allegedly being in possession of stolen air pod head phones on Oct. 16 in Salem.

A pretrial was set Feb. 2 for Kelly I. Cooper, 30, Somer Street, Leetonia, charged with endangering children while operating a vehicle, OVI first offense, OVI breath first offense and reasonable control for allegedly having a child in the vehicle which she was allegedly driving while impaired and crashing on Oct. 30 in Elkrun Township.

A pretrial was set Feb. 4 for Elijah Payne Suznevich, 18, Thompson Avenue, East Liverpool, charged with endangering children while operating a vehicle, OVI first offense, OVI breath first offense and reasonable control for allegedly having a juvenile in the vehicle while driving impaired and crashing on Nov. 1 in Middleton Township.

A pretrial was set Feb. 3 for Rickey L. Smith, 70, Warren, charged with illegal use or possession of drug paraphernalia for allegedly possessing a corner bag tear off coated in white residue and a marijuana container coated in white residue during a traffic stop when he was the passenger on Nov. 6 in Columbiana.

Landon Loren Lipply, 20, West Chestnut Street, Lisbon, was fined $350 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program, for underage OVI and failure to display sticker. Another OVI charge was dismissed. Lipply’s driver’s license was suspended for two years, with driving privileges granted and he was ordered to complete 50 hours community service.

A pretrial was set Feb. 4 for Rebekka E. Gennett, 28, Malvern, Ohio, charged with wrongful entrustment.

A pretrial was set Feb. 4 for James A. Oakes, 40, Malvern, Pa., charged with no valid license.

A pretrial was set Feb. 4 for Richard Allen Powell, 37, Campground Road, Wellsville, charged with suspended operator’s license, white lights to rear/forward motion, and speeding.

A pretrial was set Feb. 9 for Mark A. Thompkins, 56, East Martin Street, East Palestine, charged with driving under suspension.

A pretrial was set Feb. 3 for Brandon Lamar Adams, 31, Morgantown, W.Va., charged with speeding-school zone.

A pretrial was set Dec. 2 for Brittany Lynn Ruf, 31, East Grant Street, East Palestine, charged with driving under suspension.

Robert Joseph Powell, 18, New Middletown, was fined $75 for possessing marijuana.

Cody Steven Wilt, 34, Aten Avenue Extension, Wellsville, was fined $155 for unauthorized plate, no valid sticker and lighted lights.

Grand Jury

LISBON — Jessie M. Endicott, 43, Georgetown Road, Beloit, was served with a secret indictment issued by the Columbiana Grand Jury for failure to appear as required by recognizance, a fourth-degree felony, for allegedly failing to appear on Aug. 22 as required for a hearing related to a felony offense after being released by her own recognizance.
