LISBON — In Columbiana County Municipal Court, a case against Wilbert E. Faulk, 66, Minerva Street, East Liverpool, was bound over to the county grand jury for two counts of violation of a protection order for allegedly showing up at the apartment of two protected persons in East Liverpool on Sept. 8, in violation of a protection order. He was fined $100 and sentenced to three days in jail, with credit for three days served, leaving zero days to serve for criminal trespass for a July 22 incident when he allegedly trespassed on a Columbiana Metropolitan Housing Authority property in East Liverpool and was seen digging through the trash can at the front of the building.

A case against Thomas R. Welsh Jr., 40, East Fourth Street, Salem, was bound over to the grand jury for burglary, a fourth-degree felony, for allegedly crawling through a window with another person and entering a recently sold residence in Salem on Oct. 17. The owner had taken ownership of the property on Oct. 15 and the owner said the defendant did not live there and the previous owner said the defendant left voluntarily on Oct. 15.

A case against Christopher Dontrae Craft, 32, Mill Street, Rogers, was bound over to the county grand jury for domestic violence, a fourth-degree felony, for allegedly grabbing a woman by the hair and dragging her back into an apartment during a domestic in East Liverpool on Oct. 21.

A case against Arthur Niles Sherin, 48, Wilbert Avenue, East Liverpool, was bound over to the county grand jury for second-degree felony burglary and misdemeanors of theft and criminal trespass for allegedly trespassing in a woman’s apartment in East Liverpool and stealing her phone and financial cards while she was checking her mail and her juvenile daughter was there on Aug 23. He was fined $100 and sentenced to 20 days in prison, with credit for eight days served, leaving a balance of 12 days to serve in jail for criminal trespass for trespassing at the apartments at Woodland Hills in East Liverpool on Oct. 22 after being served with a no trespass notice for all Columbiana Metropolitan Housing Authority properties. He was ordered to serve an additional 127 days in jail for violating the terms of his probation for two 2025 cases for endangering children and domestic violence, to be served consecutively to the other jail term.

A preliminary hearing was set Nov. 6 for James Allen Smith, 53, Brunswick, charged with third-degree felony compelling prostitution and fifth-degree felony possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website of an adult woman trafficking a minor female and arranging to have sexual activity with them for $220, traveling to East Palestine on Oct. 30 for the meeting with the phone used to make the arrangements in his possession. The agent noted in the affidavit that it was believed the defendant deleted the texting application from his mobile device before being stopped.

Timothy W. Tomor, 49, Steubenville Pike Road, Lisbon, was fined $250 and sentenced to two days in jail, with credit for two days served, leaving zero days to serve for aggravated menacing. Tomor threatened another man on Aug. 26 and also threatened to let his dog attack the other man before being physically restrained by a witness in Center Township.

A pretrial was set Feb. 2 for Glenn Bender, 49, Anderson Avenue, Wellsville, charged with cruelty to animals for allegedly leaving two deceased dogs on his property which were discovered by the dog warden on Sept. 26. Bender left the one dog where it passed, in a dog house near the porch of his home, in early stages of decomposition. The other dog was found in advanced stages in a garbage bag. He allegedly claimed the dogs were sick before dying. He did not take them for veterinary care. A search warrant was obtained for the removal of three living dogs on the property. The deceased dogs were taken to Angels for Animals to be cremated.

Mark E. Knight, 25, Pinewood Drive, New Waterford, was fined $200 and sentenced to 90 days in jail, with credit for 10 days served, leaving a balance of 80 days to serve in jail for inducing panic. Knight was accused of standing behind the counter at Speedway in Salem, looking at the camera and saying he was going to lock the doors and rob the place on Oct. 20. In fear for her safety, the cashier activated the hold up alarm and police arrived, finding Knight wearing a ski mask standing at the counter observing the parking lot. He was ordered out of the store and onto the ground. A probation violation hearing was set for Knight for Jan. 27 for a 2025 case of domestic violence.

Amber Lea Dawne Nguyen, 41, Monroe Avenue, Salem, was fined $200 and sentenced to seven days in jail, with credit for seven days served, leaving zero days to serve for unauthorized use of a motor vehicle and for a probation violation. She was accused of taking another woman’s vehicle without authorization on May 16 in Salineville. The probation violation hearing was for a 2023 case for criminal trespass.

Jodi A. Johnson, 27, Cherry Valley Drive, Leetonia, was fined $150 and given a suspended 30-day jail term for criminal trespass for being inside a Salem residence that had been condemned on Aug. 4. She was ordered to complete 40 hours community service.

Olivia Marie Chafins, 21, Youngstown, was ordered to serve five days in jail for violating the terms of her probation for two cases from 2024 for physical control and resisting arrest.

Douglas Charles Toothman, 47, East Fourth Street, East Liverpool, was fined $200 and sentenced to 30 days in jail, with credit for seven days served, leaving a balance of 23 days to still serve in jail for two counts of criminal trespass. A charge of possession of drug abuse instrument was dismissed. Toothman was found trespassing on a condemned property in East Liverpool on Sept. 9 and possessed a used hypodermic needle. On May 8, he was in a tent on a property that he had been trespassed from in East Liverpool.

Ashley Renee Parker, 20, Duncan Avenue, East Liverpool, was fined $260 and sentenced to 20 days in jail, with credit for one day served, leaving 19 days still to serve in jail for obstructing official business and two counts of underage alcohol. Parker was highly intoxicated when found by East Liverpool police officers called Oct. 30 for a woman walking around an apartment building intoxicated. She refused to give officers any information or identify herself and was found to be under 21 once she was identified. On Oct. 31, she was found highly intoxicated after police were called for a noise complaint. She opened a small bottle of alcohol in front of an officer and drank it.

Seraphim A. Laws, 21, was fined $300 for underage consumption for a 2024 incident.

Beau Thomas Smith, 34, Lisbon Dungannon Road, Lisbon, was fined $615 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for operating a vehicle impaired and failure to control. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.

A pretrial was set Jan. 28 for Arthur R. Knox, 59, Monaca, Pa., charged with OVI first offense and speeding.

A pretrial was set Jan. 28 for Keith David Crum, 24, Westville Lake Road, Beloit, charged with OVI first offense, OVI breath first offense and speeding.

A pretrial was set Feb. 4 for Xuelin Lyu, 28, Akron, charged with speeding.

A pretrial was set Jan. 27 for Jack Veon, 47, Kent, charged with driving under suspension and speeding.
