LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set Oct. 14 for Frederick E. Kruger, 34, Shelby Road, Lisbon, charged with felonious assault, a second-degree felony, and misdemeanor domestic violence for allegedly punching a woman multiple times in the face with both hands on Oct. 4. She was taken to St. Elizabeth Hospital by Hanover Township EMS. Kruger was found laying on his belly in a wooden area on the property in Center Township trying to hide from deputies.
A preliminary/pretrial hearing was set Oct. 14 for Josh C. Kersey, 43, New Cumberland, W.Va., charged with third-degree felony strangulation and misdemeanors of domestic violence and aggravated menacing for allegedly grabbing a woman by both of her arms on Sept. 26 in Wellsville and grabbing her sweatshirt, twisting it and choking her until she became dizzy and had a hard time breathing. He also allegedly sent threatening text messages to the woman and a photo of a gun, saying this week was her last and she was dead.
A preliminary/pretrial hearing was set Oct. 14 for Rachel R. Mazza, 36, West Fourth Street, East Liverpool, charged with two counts of escape, a fifth-degree felony, and misdemeanor obstructing official business for allegedly escaping twice from East Liverpool City Hospital while she was an inmate of the Columbiana County jail. The first incident allegedly occurred on Sept. 14 when she took off her ankle bracelet and left the hospital, returning to resume treatment after a deputy sheriff and East Liverpool police searched the area. On Sept. 15, she tried to escape by running out of her hospital room door by pretending to take a shower and pulling a curtain across the door. She was caught by a nurse in the hallway and taken back to the room by a deputy sheriff who handcuffed her wrist to the bed and double locked the cuffs. While the deputy stepped outside the door in the hallway to call a supervisor to report what happened, Mazza allegedly slipped her cuffs and ran down the hallway to the exit elevator, riding the elevator to the emergency room and escaping out the main doors. Deputies were called on Oct. 4 to a residence on Anderson Avenue, Wellsville for the escapee at the location. She allegedly refused multiple announcements to surrender and was located hiding under a bed by a police K-9. She allegedly refused to come out and was apprehended by the K-9 after the mattress and box spring were lifted.
A preliminary/pretrial hearing was set Oct. 14 for Paskal Nkumba, 26, Windsor Mill, Md., for third-degree felony tampering with evidence and misdemeanors of engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging to have sexual acts with a woman for $140, traveling to East Palestine on Oct. 3 for the meeting. While being removed from his box truck, he allegedly deleted the message thread between himself and an agent with the Mahoning Valley Human Trafficking Task Force from his cell phone that was used to make the arrangements. The affidavit said that while being handcuffed, he urinated himself on the agent. He also allegedly possessed a digital scale and suspected LSD mushrooms.
A pretrial was set Jan. 5 for Claire A. Randall, 29, Morris Avenue, Salem, charged with two counts of assault for allegedly shoving a woman and causing her to fall during an argument at her house on July 29 in Salem.
Sentencing was set Oct. 16 for Kirk Robert Bloss, 66, Alliance, who pleaded no contest and was found guilty of discharging a firearm on or near a prohibited premises, upon or over a public road or highway for allegedly firing shots from his vehicle towards a house on Georgetown Damascus Road on Oct. 3 and other houses. He was caught by Sebring Police during a traffic stop and a Ruger .380 semi automatic pistol was found on him along with several spent casings inside the vehicle in plain view.
Jay A. Frantz, 36, East Chestnut Street, Lisbon, was fined $400 and given a suspended 90-day jail term for obstructing official business and menacing. Charges of assault and inciting to violence were dismissed. He was ordered to complete 40 hours community service. Frantz was accused of striking another man in the face in Lisbon on Oct. 23, 2024 and then hiding in his house and leaving and hiding underneath the porch to continue hiding from officers. On Oct. 28, 2024, he jumped onto a moving vehicle and proceeded to punch it in Lisbon.
A pretrial was set Oct. 23 for Ryan Gillespie, 43, West Fourth Street, East Liverpool, charged with domestic violence for allegedly being involved in a domestic at the Wendy’s in St. Clair Township on Oct. 3.
Asia Marie Williams, 37, East Liverpool Road, East Liverpool, was fined $150 for disorderly conduct amended from domestic violence for kicking and punching a man while he was driving a vehicle in East Liverpool on April 5.
Patrick J. Geho, 55, Cannonsburg, Pa., was fined $750 and given a suspended 90-day jail term for two counts of possessing criminal tools, with one count amended from engaging in prostitution. He was ordered to complete 20 hours community service and a prostitution prevention course. Geho was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with two women in exchange for $250, then drove to East Palestine on March 7 for the meeting with the phone used to make the arrangements in his possession.

A sentencing hearing was set Oct. 27 for Jennetta Maldonado, 44, Union Avenue, Alliance, who pleaded no contest and was found guilty of criminal damaging for causing damage to a 2014 GMC Sierra by hitting the truck with her purse several times after an argument with the truck owner on Front Street in Leetonia on Dec. 6, 2024.
A pretrial was set Jan. 7 for Allen S. Vancooney, 30, last known address Franklin Avenue, Salem, charged with theft for allegedly pushing a cart of $351 worth of merchandise from the Salem Giant Eagle without rendering payment on Oct. 3.
A pretrial was set Jan. 6 for Cody S. Reckner, 30, South Main Street, Columbiana, charged with signal devices on bicycle, resisting arrest and disorderly conduct for allegedly riding his bicycle at 12:15 a.m. Oct. 5 without lights and then screaming profanities at a Columbiana police officer, lifting his bike off the ground as if he was going to throw it and then screaming as loud as he could. When officers were attempting to place him in handcuffs, he was resisting.
A pretrial was set Jan. 7 for Terrianne P. Hiehle, 29, Cortez, Colo., charged with possession of drug abuse instruments and drug paraphernalia for allegedly possessing multiple used syringes, items with unknown residue and suspected heroin during a traffic stop on Oct. 5 in East Liverpool.
A charge of criminal mischief against Jakob D. Bell, 35, Campbell Road, Hanoverton, was dismissed by the state at the request of the victim. Bell was accused of smacking the dashboard of the victim’s vehicle on May 5 in Salem, causing damage.
Richard R. Vecchio, 63, state Route 164, Lisbon, was sentenced to 30 days in jail, with 15 suspended and credit for one day served, leaving a balance of 14 days still to serve in jail for two counts of criminal trespass and one count of disorderly conduct. He did not receive any fines. The disorderly conduct stemmed from an incident at the Salem Walmart on July 22 when police were called for an intoxicated person stumbling around the store drinking an alcoholic beverage. He left the store and was in the parking lot and when officers arrived, he was told several times to calm down and stop being belligerant due to him causing an annoyance to others in the parking lot. After several attempts to calm him down and find a ride for him, he was taken into custody. The criminal trespass charges stemmed from him trespassing at apartments on East Lincoln Way and at the Lisbon Laundry Basket, both in Lisbon on Sept. 16, after previously being trespassed from the properties.
Katie Riley, 35, St. George Street, East Liverpool, was fined $250 and sentenced to 10 days in jail, with credit for one day served, leaving a balance of nine days to serve for obstructing justice. She was accused of concealing a juvenile wanted on an active warrant on June 12 in East Liverpool.
Mary F. Judy, 56, Blakely Street, East Liverpool, was fined $350 for driving under suspension and failure to stop after an accident. A charge of obstructing official business was dismissed. Judy was accused of initially admitting that she struck a utility pole with her vehicle, then refusing to identify herself after an accident on Oct. 15, 2024 in Lisbon when she fled. She was also ordered to serve 30 days in the county jail for violating her probation for a 2024 operating a vehicle impaired case and a 2023 case for theft, possessing criminal tools and resisting arrest.
Randall R. Richards Jr., 48, state Route 45, Lisbon, was fined $1,050 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program for operating a vehicle impaired and lighted lights required. With completion of the program, $500 of the fine will be suspended toward the cost. Another charge of OVI was dismissed. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 25 hours community service.
Daniel Belich II, 66, Chestnut Street, Leetonia, was fined $1,100 and sentenced to 180 days in jail, with 174 days suspended and credit for six days served in a driver intervention program, for OVI and improper passing. With completion of the program, $500 of his fine will be suspended toward the cost. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 40 hours community service.
