Municipal

LISBON — In Columbiana County Municipal Court, cases against Marques Marquell Kimmie, 29, East Eighth Street, East Liverpool, were bound over to the county grand jury for fourth-degree felony assault and misdemeanor drug paraphernalia for allegedly attempting to run back inside an East Liverpool residence while the Columbiana County Drug Task Force was executing a search warrant and slamming the door shut on a police officer’s wrist, using his body weight to hold the door shut on June 27. Kimmie also allegedly possessed several used digital drug scales with white residue and packaging material near the scales.

Cases against Molly Brown, 18, Wilbert Avenue, East Liverpool, were bound over to the county grand jury for second-degree felony burglary and misdemeanor assault for allegedly entering another woman’s home in East Liverpool and punching her in the head and face on Aug. 31. Once on the ground, she began slamming the woman’s head off of the hard floor.

A case against Elliott Springston, 42, Beachwood Street, East Liverpool, was bound over to the county grand jury for fourth-degree felony domestic violence for allegedly striking a woman in the face and biting her arm on Sept. 1 in East Liverpool.

A preliminary/pretrial hearing was set Sept.15 for Ethan Hill, 22, state Route 154, Lisbon, charged with fifth-degree felony strangulation and misdemeanor domestic violence and aggravated menacing for allegedly placing his hands around a woman’s neck and choking her, then placing her in a headlock and biting her back on Sept. 4 in Lisbon. He also allegedly threatened to kill her and her children after he left following the domestic violence incident.

A preliminary/pretrial hearing was set Sept. 15 for Brandon Green, 32, Lisbon Street, East Liverpool, charged with fourth-degree felony receiving stolen property and misdemeanor criminal trespass for allegedly crashing a stolen vehicle on Aug. 24 in Elkrun Township, with the vehicle reported stolen out of East Liverpool, and trespassing in an East Liverpool property on Sept. 7 after being trespassed from the property in June.

A preliminary hearing was set Sept. 15 for Brett Goughnour, 51, Shadyside, charged with fourth-degree felony burglary for allegedly forcing his way into a residence in St. Clair Township claiming he was being chased on Sept. 8.

A pretrial was set Dec. 1 for Joseph Endicott, 53, Toronto, charged with aggravated menacing for allegedly coming into the Dollar General on state Route 172, Lisbon and yelling at the clerk, then allegedly threatening to come back and shoot her after being told several times to leave on Aug. 12.

A pretrial was set Sept. 18 for Emily Weddle, 23, West Pine Street, Lisbon, charged with domestic violence and endangering children for allegedly hitting a man in the left side of the face and also hitting a 2-year-old child the victim was holding when she attempted to hit him on Sept. 4 in Lisbon. She was also fined $50 for speeding.

Drew Browne, 25, Akron, formerly Hanoverton, was fined $600 and given a suspended 180-day jail term for assault, criminal damaging and two counts of criminal trespass. A charge of disorderly conduct was dismissed. He was ordered to complete 30 hours community service and to have no contact with the assault victim, with Ezio’s Restaurant and the Guilford Lake Estates Mobile Home Park. Browne was accused of swinging at the bouncer at the Foundry in Salem and continuing to fight with him and then beginning to fight with a separate patron on Dec. 20, 2024. On Oct. 24, 2024, he walked into the mailroom of the Guilford Lake Estates without permission in Hanover Township. On Dec. 19, 2024 in Salem, he damaged the rear door of Ezio’s in Salem and was there without permission.

A pretrial was set Sept. 18 for Randy Martin, 39, 10th Street, Wellsville, charged with domestic violence for allegedly shoving a woman during a domestic in Wellsville on Sept. 7, with a call to police about a man hitting a woman and dragging her across the yard.

A pretrial was set Dec. 1 for Edward Alan Michaels, 55, Stoneboro, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover familial ad on a known prostitution website and arranging for sexual activity with the women in exchange for $200, then driving to East Palestine on Sept. 5 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Dec. 2 for Charles E. Jackson, 71, Millmont, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with women in exchange for $180, then driving to East Palestine on Sept. 5 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Sept. 18 for Ronald Grey, 43, Lincoln Street, Calcutta, charged with two counts of violate temporary protection order for allegedly driving by a protected person’s property and yelling at her on Aug 19 in St. Clair Township. On Sept. 6, also in St. Clair Township, Grey allegedly claimed that the protected person was yelling obscenities at him from their property, but video surveillance showed him yelling obscenities at the protected person. Both incidents allegedly violated the protection order in place.

A pretrial was set Dec. 8 for Martin Scott Heater, 46, Kings Court, Leetonia, charged with menacing by stalking for allegedly not leaving a woman alone after being warned multiple times and continuing to make contact on Sept. 6, by sending her flowers and by sending her text messages.

A pretrial was set Nov. 20 for Shantelle Uselton, 37, Wilbert Avenue, East Liverpool, charged with interference with custody, failure to stop after an accident, no valid license and a stop sign violation. On Aug. 16, a man reported his juvenile daughter was permitted to visit with a relative for a few days in East Palestine and he found out she was in East Liverpool with her mother, the defendant, who allegedly isn’t allowed to have unsupervised visits with the girl. After several attempts to get his daughter back, he was allegedly told by the defendant to go to Wilbert Avenue to get her but not to bring police. When police arrived, the girl had walked down the street and officers at the time couldn’t find the defendant’s apartment. The traffic charges stemmed from an incident on Aug. 23.

A pretrial was set Nov. 20 for Jeffrey Gacesa, 62, Clewell Drive, Lisbon, charged with violation of a protection order for allegedly being inside a business within 50 feet of a protected person in Hanover Township on Sept. 5.

A pretrial was set Sept. 18 for Zachary Mumford, 40, Newton Falls, charged with two counts of theft and three counts of possession of a drug abuse instrument for charges from this year, 2022, 2021 and 2020. Mumford was accused of allegedly putting $17 worth of items from Dollar General in East Liverpool in his hoodie and possessing a used syringe on Sept. 5. He also allegedly possessed used syringes on March 14, 2022 and March 30, 2021, both in East Liverpool, and was accused of allegedly taking a large bin of merchandise from the Dollar General in Wellsville and running out the back door on Aug. 8, 2020.

A pretrial was set Dec. 8 for Rodney Makridis, 34, East Canton, charged with telecommunications harassment for allegedly texting and calling a woman repeatedly after being told not to do so on Aug. 4 in the county.

A pretrial was set Dec. 4 for Gwen Thomas, 49, Alliance, charged with disorderly conduct for allegedly showing up at a Knox Township residence, drunk and beating on the door, telling deputies to just arrest her on Sept. 6.

A pretrial was set Sept. 30 for Sherri Salisbury, 61, Canton, charged with criminal trespass for allegedly trespassing on the Smith Oil property in Lisbon on Aug. 26.

A pretrial was set Oct. 27 for Brian Adkins, 42, Spruce Street, Columbiana, charged with failure to disclose personal information and disorderly conduct for allegedly refusing to provide police with his identification when he was stopped while walking in Columbiana and had slurred speech and then resisted when placed into custody recently.

A pretrial was set Nov. 18 for Sonya Andric, 54, Alliance, charged with drug paraphernalia for allegedly possessing a glass smoking device with visible burnt residue during a traffic stop on Aug. 20 in Knox Township. Andric was also fined $350 and sentenced to 180 days in jail, with 179 days suspended, leaving one day to serve in jail for theft and criminal trespass. She was ordered to complete 40 hours community service and have no contact at an Alliance property on Kevin Drive. Andric was accused of coming onto the Kevin Drive property without permission on April 29 and stealing plywood, tools, gardening items, flower pots in baskets and two banisters.

Charles Simpson, 36, Irish Ridge Road, East Liverpool, was fined $50 for menacing for messaging another man nonstop and threatening him on June 4 in East Liverpool.

Nevaeh O’Hanlon, 18, Dunn Road, East Liverpool, was fined $250 for disorderly conduct for fighting outside Rich Oil in Wellsville on Dec. 8, 2024.

Ryan Armstrong, 40, Depot Road, Salem, was fined $200 and sentenced to two days in jail with credit for two days served for criminal mischief for returning to State Street Tattoo on Sept. 6 after being told to stay off of the property, spitting on the windows and dumping out and throwing a container for discarded cigarettes, causing sand to go over the store front in Salem. The container had been in the store entrance.

Joseph Mason, 41, Laurel Lane, East Liverpool, was fined $100 for two counts of open container. A probation violation hearing was set Sept. 18 for Mason for 2025 cases of theft and aggravated menacing for stealing beer in East Liverpool on March 27 and threatening a woman on April 23.

Kevin Miller, 41, Rochester Road, Homeworth, was fined $1,070 and sentenced to 180 days in jail, with 150 days suspended, leaving 30 days to serve in jail for operating a vehicle impaired (merged with another OVI for sentencing) and no seat belt. He was also ordered to serve an additional 55 days of electronically monitored house arrest. His driver’s license was suspended for three years and he was ordered to complete 30 hours community service.

Nichelle Williams, 34, Orchard Street, East Liverpool, was fined $925 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for physical control amended from OVI and left of center. Another OVI charge was dismissed. Her driver’s license was suspended for 180 days and she was ordered to complete 40 hours community service.

Dustin Beadnell, 22, Hammondsville, was fined $1,030 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for no seat belt and physical control amended from OVI. A charge of reasonable control was dismissed. He was ordered to complete 40 hours community service.

Chayla Tipton, 23, Massillon, was ordered to serve five days in the county jail for violating her probation for a case of OVI, driving under suspension and left of center.

Canyon Hrossowyc, 20, Jefferson Street, Lisbon, was fined $500 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program for underage OVI amended from OVI, no valid license and a tail light violation. Hrossowyc’s license was suspended for one year and an order was issued for 20 hours community service.

A pretrial was set Dec. 9 for John Miller, 73, East Park Avenue, Columbiana, charged with OVI first offense, OVI breath first offense and a turn signal violation.

A pretrial was set Dec. 9 for William Staton, 55, East Friend Street, Columbiana, charged with two counts of driving under suspension.

A pretrial was set Dec. 9 for Eric Travis, 43, state Route 14, Columbiana, charged with driving under suspension.

A pretrial was set Nov. 24 for Michael Weir, 48, East Ninth Street, Salem, charged with speeding.

A pretrial was set Dec. 9 for Breanne Nicole Macklin, 38, state Route 14, Columbiana, charged with wrongful entrustment.

A pretrial was set Dec. 8 for John Seddon IV, 40, East Third Street, Salem, charged with physical control.

A pretrial was set Sept. 15 for Mitchell Cyrus, 40, West Main Street, New Waterford, charged with driving under suspension.

Gabriel Cottrell, 20, Rochester Road, East Rochester, was fined $75 for driving under suspension.

Victoria Rios, 32, East Perry Street, Salem, was fined $75 for speeding, with a charge of driving under suspension dismissed.

Keith Smith-Gore Jr., 34, New Brighton, Pa., was fined $50 for speeding.

Grand Jury

LISBON — Jordan Swain, 38, Mattix Road, Lisbon, was served recently with a secret indictment issued by the Columbiana County Grand Jury for aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Jan. 18.
