LISBON — An East Liverpool man who violated the terms of his probation for domestic violence must serve 12 months in prison.

Robert Simms, 33, Ohio Avenue, appeared recently in Columbiana County Common Pleas Court for a probation violation hearing and resentencing for the fourth-degree felony. His participation in drug court was dishonorably terminated due to the violations.

Simms received credit for 57 days already served in jail.

The charge stemmed from an incident May 22, 2024 when he attempted to cause physical harm to a woman.

Also in Common Pleas Court:

— Phillip Norfleet, 22, Cora Street, East Liverpool, was sentenced to serve a term at the Eastern Ohio Correction Center until the program is complete after he was found in violation of the terms of his probation for unlawful sexual conduct with a minor, a fourth-degree felony. His probation or community control was dishonorably terminated. He was accused of engaging in sexual conduct with a child victim who was 14 years old at the time when the sexual conduct began from Sept. 23, 2022 to Sept. 23, 2023.

— Albert McVay, 63, Foundry Hill Road, Hanoverton, was sentenced to a term at the Eastern Ohio Correction Center until the program is complete, for violating the terms of his probation for fifth-degree felony breaking and entering and misdemeanor theft. He was ordered held at the county jail until a bed is available at the EOCC. McVay was accused of entering Dollar General and taking a table and chairs on Oct. 26, 2024.

–Christy Lynn Dawson, 47, Lee Street, East Liverpool, pleaded guilty to charges from two separate indictments, including fourth-degree felony endangering children, misdemeanor domestic violence and fifth-degree felony aggravated possession of drugs. A felony strangulation charge will be dismissed. Sentencing was set for Oct. 6. Dawson was accused of choking and assaulting a juvenile on June 30, 2024 in East Liverpool and possessing methamphetamine on Nov. 24, 2024.

— Cassandra Badini, 36, Rootstown, pleaded guilty to having weapons while under disability, a third-degree felony, and fifth-degree felony aggravated possession of drugs, with sentencing set for Aug. 11. Badini was accused of possessing methamphetamine and having a gun on Nov. 16, 2023 when she was prohibited from having a weapon due to a previous conviction.

— Paul Kloh, 54, Newton Falls, was placed on a treatment plan for two years after pleading guilty to possession of a fentanyl-related compound, a fifth-degree felony, for possessing fentanyl on June 26, 2024.

LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Aug. 14 for Anthony Carosiello, 39, Hillcrest Road, Wellsville, charged with felonious assault, a second-degree felony, for allegedly hitting another man with his vehicle after an alleged road rage incident on June 3 in Wellsville. The victim said he was standing in the grass next to the exit ramp on state Route 7 when the defendant allegedly drove over the curb and hit him with the vehicle.

A pretrial was set Aug. 14 for James Elliott, 34, Beechwood Street, East Liverpool, charged with violation of a protection order and obstructing official business for allegedly hiding in the attic insulation in the home of a protected person in St. Clair Township on Aug. 4. The woman had a concern that he might be there and arrived with police to find all the doors nailed shut and windows locked and blacked out. Officers entered the house, found a blanket on the attic door and pepper balled the attic, making entry and seeing someone’s leg coming out of the insulation. An officer gave multiple commands, the person did not comply and two cartridges were deployed from a taser, with the officer having to pull the person from the insulation.

Richard P. Austin, 35, Alice Street, East Palestine, was fined $400 and given a suspended 180-day jail term for violation of a protection order and disorderly conduct amended from domestic violence. He was ordered to complete 20 hours community service. Austin was accused of going to the workplace of a protected person who has a protection order against him on Oct. 9, 2024. On Oct. 4, 2024, he became physically aggressive with her and made threats to harm her, with videos showing him making threats to harm her and physically assault her by forcing his body against hers and forcefully taking her phone from her hands in East Liverpool.

Caiden Grace, 44, Center Street, Wellsville, was fined $400 and given a suspended 180-day jail term for assault and theft. Grace was ordered to complete 20 hours community service and to make restitution of $89.95 to Marathon Gas in East Palestine. Grace was accused of causing physical harm to a juvenile on Feb. 22 in Wellsville and stealing vape pens from the Marathon gas station in East Palestine on Dec. 20, 2024.

Rick Willis, 61, Spring Street, Salineville, was fined $450 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for menacing and disorderly conduct amended from domestic violence. He was ordered to complete 20 hours community service and to stay away from the victim. He was accused of a domestic with a woman and then threatening to hit the responding police officer and push him to the ground on March 28 in Salineville.

Thomas Wilson, 55, Washington Street, Salineville, was fined $200 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for falsification. He was ordered to complete 20 hours community service. Wilson gave false information to police investigating a complaint of suspicious drug activity on May 15 in Salineville.

Christine Ryhal, 32, McKinley Avenue, Lisbon, was fined $200 and given a suspended 180-day jail term for endangering children. She was ordered to complete 20 hours community service. Ryhal was accused of failing to feed a child who was admitted to a hospital for suspected failure to thrive and neglect in Lisbon on May 17, 2024.

Linda Elliott, 38, West Martin Street, East Palestine, was fined $150 and given a suspended 30-day jail term for drug paraphernalia and ordered to complete 20 hours community service. She possessed a glass bubble pipe with white powder residue and burn marks on May 10 during a traffic stop in East Palestine.

A pretrial was set Aug. 11 for Bambi Woodworth, 42, Granite Avenue, Salem, charged with illegal use or possession of drug paraphernalia for allegedly possessing a clear plastic container with residue during a traffic stop when she was the passenger on Aug. 3 in Salem.

A pretrial was set Nov. 13 for Thomas Summers, 46, Haiti Road, Salineville, charged with criminal mischief for allegedly taking the doors apart to gain entry into an outbuilding at the Salineville Assembly of God Church on July 16 in Salineville.

A pretrial was set Oct. 16 for Jodi Johnson, 27, Cherry Valley Drive, Leetonia, charged with criminal trespass for allegedly trespassing in a condemned property on East Perry Street, Salem, on Aug. 4.

Mitchell Lacey, 62, Pennsylvania Avenue, East Liverpool, was fined $500 each for four counts of failure to pay city income tax, with all of the fines suspended under the terms that he file all returns and make remittances and follow the payment plan. Lacey failed to pay East Liverpool city income tax in 2021, 2022, 2023 and 2024.

A pretrial was set Sept. 25 for Jenna Bates, 40, East Lincoln Way, Lisbon, charged with no valid license and left of center.

A pretrial was set Oct. 16 for Elizabeth Anne Anchondo, 26, East Main Street, East Palestine, charged with wrongful entrustment.

A pretrial was set Nov. 6 for Patricia Carnes, 66, Maplewood Avenue, East Liverpool, charged with failure to stop after an accident.

A pretrial was set Nov. 17 for Aaron Short, 18, Pennsylvania Avenue, East Liverpool, charged with a stop sign violation.

Birt Underwood, 55, Brookfield, was fined $75 for an equipment violation amended from speeding.

Elizabeth Coulter, 44, Erie Street, East Liverpool, was fined $50 for open container.

Brandi Reasbeck, 44, Mingo Junction, was ordered to pay fine and costs of $73 for no seat belt.

Dennis Edmond, 70, Irondale, was fined $150 for driving under suspension.

Kyle Gatrell, 30, Smith Street, East Liverpool, was fined $150 for driving under suspension and unauthorized plate.

Grayson Corbin, 23, Ellwood City, Pa., was fined $50 for speeding.
