LISBON — In Columbiana County Municipal Court, a case against Rusty Ray Altman, 51, Cream Ridge Road, Lisbon, was bound over to the county grand jury for violation of a protection order, a fifth-degree felony, for allegedly entering a protected person’s Lisbon property, knocking on his door and calling him outside on Sept. 14, in violation of a protection order the man has against him.

A pretrial was set Dec. 2 for Jena Smith, 35, Midland, Pa., charged with assault for allegedly shoving another woman to the ground, causing her to hit the back of her head off of the brick roadway on July 23 in East Liverpool, striking the other woman in the face and kicking her legs as she got up to defend herself.

A pretrial was set Nov. 5 for Justin Theodore, 29, state Route 45, Lisbon, charged with assault for allegedly striking a woman in the head during a domestic dispute on Sept. 21 on Grant Street, Lisbon.

A pretrial was set Oct. 3 for Jason Miller, 35, Garfield Avenue, East Palestine, charged with domestic violence for allegedly pushing a woman’s face with his hands, pulling her hair and drawing her head backwards during an altercation on Sept. 21 in East Palestine.

A pretrial was set Oct. 3 for Braden Phillips, 24, New Middletown, charged with domestic violence, criminal damaging and unlawful restraint for allegedly pushing a woman multiple times, causing minor scratches, trying to prevent her from leaving a residence in Hanover Township, and causing damage to a candle warmer by throwing it on Sept. 22.

A pretrial was set Oct. 1 for Nicole Odie, 44, state Route 558, Salem, charged with domestic violence and disorderly conduct for allegedly punching and slapping a man in the face during an argument at a state Route 558, Salem property on Sept. 21. While at Salem Regional Medical Center receiving medical clearance before going to the jail, she allegedly created a disturbance with her alleged foul language.

A pretrial was set Jan. 13 for Duane Helman, 56, state Route 558, Salem, charged with domestic violence for allegedly pushing a woman around when she had severe pain in her ribs on Sept. 21 at a state Route 558, Salem property. The ribs were broken earlier in the week and were healing.

A pretrial was set Nov. 25 for Robert P. Acri, 30, Canfield, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $100 from an undercover agent, driving to Salem on Sept. 20 for the meeting with the phone used to make the arrangements in his possession.

Paul Young, 35, Wheeling, W.Va., was fined $150 and given a suspended 30-day jail term for disorderly conduct amended from engaging in prostitution, with a charge of possessing criminal tools dismissed. He was ordered to complete 20 hours community service and an online prostitution prevention course. Young was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $240, arriving in East Palestine for the meeting on Feb. 9 with the phone used to make the arrangements in his possession.

David Fry, 58, Independence Square, Wellsville, was fined $100 and sentenced to 30 days in jail, with 14 days suspended and credit for 16 days served in jail, for one count of public indecency-expose private parts. Four counts of public indecency-expose private parts were dismissed. He was ordered to complete 40 hours community service and to have no contact with the juvenile victims. Fry was accused of a recent incident in Wellsville when he was outside screaming at kids and he pulled down his pants and exposed himself to two women and multiple juveniles.

A pretrial was set Jan. 6 for Harleigh Louann Crawford, 22, Wilbert Avenue, East Liverpool, charged with two counts of theft, two counts of criminal trespass and a single count of drug paraphernalia. Crawford was accused of allegedly trespassing at Dollar Tree in East Liverpool on Sept. 20 and concealing items under her clothing and handing over four items valued at $5. On Sept. 18, she allegedly entered the same store and allegedly stole makeup valued at $2.68. During a traffic stop on Sept. 16 in East Liverpool, she allegedly possessed a backpack containing used syringes, a cut straw with white residue and a drug scale.

A pretrial was set Nov. 25 for Karly Golden, 21, Wyoming Avenue, East Liverpool, charged with obstructing official business and disorderly conduct for allegedly interfering with the arrest of another person by trying to pull police away on Sept. 21 in East Liverpool. She was also disruptive by yelling and refusing to desist when ordered by police while she was allegedly intoxicated.

A pretrial was set Nov. 26 for Madalyn Betteridge, 23, Edwards Street, East Liverpool, charged with obstructing official business for allegedly interfering with the arrest of another person by trying to pull police away on Sept. 21 in East Liverpool.

Aaron Fisher, 35, state Route 534, Salem, was fined $150 and received a suspended 30-day jail term for disorderly conduct amended from violating a protection order for sending a message through a juvenile to two people protected by a protection order against him on Feb. 23. He was ordered to complete 20 hours community service and to have no contact with two juveniles and two adults.

A pretrial was set Oct. 17 for Jason Call, 31, Avondale Street, East Liverpool, charged with criminal trespass for allegedly being in a condemned house in East Liverpool on July 27.

A pretrial was set Dec. 5 for Myron Youngblood, 43, listed as homeless, East Liverpool, charged with criminal trespass for allegedly being at a Grove Alley property in East Liverpool on Nov. 8, 2023 after being told several times he can’t be there and being given several chances to move his belongings.

A motion hearing was set Nov. 4 for Georgeann Railing, 48, East Liverpool Road, Lisbon, charged with operating a vehicle impaired second offense, OVI refusal with prior within 20 years, stop sign violation and endangering children for allegedly having a juvenile passenger while driving impaired on April 9 in East Liverpool.

Brent Simmons, 37, Kingsridge Drive, East Liverpool, was fined $20 for misconduct at an emergency for causing a disturbance at the scene of a fire on Kingsridge Drive, Liverpool Township on Sept. 17, yelling and cursing at neighbors and attempting to run back inside the burning structure to attempt to look for his dog, pushing away from a firefighter trying to stop him and yelling at a police officer.

A pretrial was set Jan. 6 for Laurena Boso, 30, Steubenville Pike Road, Lisbon, charged with possession of a drug abuse instrument for allegedly possessing a used syringe during a traffic stop on Sept. 16 in East Liverpool.

Kassie Snay, 26, Malone Road, Salineville, was fined $300 and received a suspended 60-day jail term for possession of drug abuse instrument and two counts of drug paraphernalia. She was ordered to complete 40 hours community service. Snay was accused of possessing a red cut straw, burnt glass pipe and hypodermic needle after police were called to Speedway in Salem for a woman passed out in her vehicle on June 7.

A pretrial was set Dec. 2 for Olivia Chafins, 20, Avery Circle, East Liverpool, charged with resisting arrest and physical control for allegedly refusing to step out of her vehicle and resisting by pulling her arms away from officers trying to handcuff her after a traffic stop on Sept. 21 in East Liverpool.

Alexandria Smith, 29, Euclid, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle impaired and marked lanes. Her driver’s license was suspended for one year, with driving privileges granted. She was ordered to complete 40 hours community service.

Zackary Jacobs, 30, Alliance, was fined $800 and sentenced to 90 days in jail, with 80 days suspended, leaving a balance of 10 days to serve in jail for OVI and speeding. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.

A pretrial was set Dec. 16 for Sanda Diamond, 61, Beaver Falls Pa., charged with OVI first offense, OVI breath first offense and traffic control devices.

A pretrial was set Dec. 2 for Miah Kathleen Coviello, 30, Steubenville, charged with OVI first offense, driving under suspension and tail lights.

A motion hearing was set Nov. 25 for Chad Slagle, 51, Maple Street, Salem, charged with OVI first offense, OVI refusal with prior within 20 years and speeding.

A pretrial was set Jan. 6 for Nathaniel Byrd, 56, Youngstown, charged with driving under suspension.

Nancy Piper, 32, state Route 45, Lisbon, was fined $445 and given a suspended 180-day jail term for failure to stop after an accident and a stop sign violation. She was ordered to complete 20 hours community service.

Michael Jones, 52, Youngstown, was ordered to pay costs after a charge of reasonable control was dismissed.

Vanessa Marmolejo, 21, Steubenville, was fined $75 for speeding.

Bethany Ogozaly, 20, Fairfield School Road, Columbiana, was ordered to pay costs for an equipment violation amended from speeding.

David Litwin, 41, Hubbard, was fined $75 for speeding.

Michael Sparks, 45, Bears Den Road, Leetonia, was ordered to pay costs after a failure to use turn signal charge was dismissed.

Charles Hodge, 54, Malvern, was fined $30 for an equipment violation amended from assured clear distance.

Fredda Hawkins, 61, North Pearl Street, Columbiana, was fined $150 for no license amended from driving under suspension.

Rowan Exum, 20, Aetna Street, Salem, was fined $250 and given a suspended 60-day jail term for noncompliance.

Hayden Patton, 26, Midland, Pa, was fined $25 for speeding.

Jodi Bussard, 56, Signal Road, Columbiana, was fined $100 for speeding.

Grand Jury

LISBON — A Salem man accused of preparing for sale and possessing methamphetamine was served Saturday with a secret indictment issued by the Columbiana County Grand Jury for drug charges.

Shane Knepper, 53, Ohio Avenue, was charged with aggravated possession of drugs and aggravated trafficking in drugs, both second-degree felonies, with specifications for forfeiture of money in a drug case.

Knepper allegedly possessed $363 and methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk on Jan. 13, 2024.

Also served with secret indictments were:

— Kimberly M. Jackson, 39, Old state Route 558, Salem, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on July 29, 2023.

— Samantha Yvonne Stewart, 39, Wilson Street, Salem, illegal use of supplemental nutrition assistance program benefits or WIC program benefits, a third-degree felony, for allegedly misusing the monetary benefits from Dec. 1, 2021 to June 30, 2023.
