Municipal

LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set Sept. 26 for Seth Mora, 30, Grant Street, Rogers, charged with fourth-degree felony disrupting public services and misdemeanor domestic violence. On Aug. 18 in Rogers, he allegedly was intoxicated, got mad and punched a woman in the eye three times. When she told him she was calling 911, he allegedly took her cell phone out of her hand and threw it on the ground, damaging it.

A preliminary hearing was set Sept. 23 for Rusty Ray Altman, 51, Cream Ridge Road, Lisbon, charged with fifth-degree felony violation of a protection order for allegedly entering the property of a protected person, knocking on the door and calling him outside on Sept. 14 in Elkrun Township.

A preliminary/pretrial hearing was set Oct. 15 for Daniel Fitzgerald, 21, Kelly Park Road, Leetonia, charged with fifth-degree felony improper handling of firearms in a motor vehicle and misdemeanors of operating a vehicle impaired first offense, OVI breath first offense and marked lanes. During a traffic stop on Sept. 13 in Columbiana, Fitzgerald allegedly possessed a loaded handgun in the vehicle while impaired.

Anna Marie Deibel, 40, Grafton Road, Leetonia, was fined $200 and sentenced to 180 days in jail, with 172 days suspended and credit for eight days served for domestic violence, amended to a misdemeanor from a felony. She was ordered to complete 10 hours community service. Deibel bit another woman in the arm, leaving deep teeth marks during an altercation on Sept. 8 in Salem Township.

A pretrial was set Sept. 26 for Charles Henderson, 29, Foundry Hill Road, Salineville, charged with domestic violence for allegedly assaulting a woman on Sept. 13 in Salineville.

A pretrial was set Sept. 26 for Francisco Jose, 38, East Third Street, Salem, charged with domestic violence for allegedly striking a woman in the head with a closed fist, shoving her to the ground and kicking her in the torso on Sept. 15 in Salem.

A pretrial was set Nov. 19 for Stephen Merritt, 55, Ohio Avenue, East Liverpool, charged with domestic violence for allegedly attempting to strike a juvenile in the head with a closed fist, grabbing him and placing him up against the wall by his neck on Feb. 8 in East Liverpool.

A pretrial was set Nov. 18 for Alexis Dobritz, 26, West Martin Street, East Palestine, charged with cruelty to animals and obstructing official business for allegedly causing the death of a kitten on Sept. 14 in East Palestine by failing to provide necessary sustenance and care. The kitten was taken to a veterinary clinic and had to be euthanized due to health conditions, with an affidavit noting severe sickness, dehydration and malnutrition. Dobritz had been prohibited from owning companion animals due to previous charges of animal cruelty. Dobritz also allegedly gave police false medical information about the kitten, claiming the veterinarian advised her the kitten had a blood disorder, which was false and delayed the investigation.

Michael Herron, 33, Ohio Avenue, East Liverpool, was fined $50 for disorderly conduct, amended from domestic violence, for an incident on July 4 in East Liverpool when he was accused of grabbing another man around the neck, pinning him against the wall and pushing him to the ground.

Matthew L. Parsons, 41, Tallmadge, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour prostitution education course. Parsons requested sexual conduct for an agreed upon price of $140 from an undercover agent, then traveled to Salem on March 29 for the meeting with the phone used to make the arrangements in his possession.

A case was continued for George L. Baughman, 53, Toronto, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $100, traveling to East Palestine on April 19 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Nov. 21 for Adam Goff, 39, Weirton, W.Va., charged with criminal damaging for allegedly breaking the windows out of another man’s vehicle in East Liverpool on Sept. 13.

Brandon Lee Jones, 23, West Eighth Street, East Liverpool, was fined $200 for two counts of disorderly conduct for walking in the middle of the road in East Liverpool twice on Sept. 15 after being told multiple times by police to stay out of the road.

Benjamin Kuhlen, 27, North Ellsworth Avenue, Salem, was ordered to jail for 30 days, with credit for 11 days served, leaving a balance of 19 days still to serve for violating his probation on a criminal damaging charge. Kuhlen threw a brick through a window in Center Township on Jan. 25, 2022.

A pretrial was set Sept. 26 for Madison Clark, 20, Washington Street, Salem, charged with receiving stolen property and misuse of credit cards for allegedly using stolen credit cards at the Dollar General in Lisbon, McDonald’s in Lisbon and online at Temu for $491.70 in charges with another woman after credit cards were stolen out of a vehicle in Lisbon on Aug. 25.

A pretrial was set Oct. 3 for Jamie Tice Jr., 23, Malone Road, Salineville, charged with theft for allegedly stealing a container filled with 22 miscellaneous vapes valued at $350 at Barnetts Market in Salem on Sept. 8.

A pretrial was rescheduled Dec. 10 for John Muschweck, 66, Stagecoach Road, East Liverpool, charged with domestic violence for allegedly grabbing an 8-year-old child by the chin and throat area, then throwing the child onto the ground from a stool at a St. Clair Township residence on July 7. The case was transferred to Judge Tim McNicol.

Nichelle Williams, 33, Orchard Street, East Liverpool, was fined $100 and given a suspended 30-day jail term for disorderly conduct, amended from obstructing official business, and reasonable control for failing to identify herself during a traffic stop on March 16 after East Liverpool police kept asking for her registration and identification.

Michael Fowler, 52, West Clark Street, East Palestine, was fined $1,050 and sentenced to 90 days in jail, with 84 suspended and credit for three days served for a driver intervention program, leaving a balance of three days to serve in jail for operating a vehicle impaired and traffic control devices. An OVI breath charge was dismissed. His driver’s license was suspended for two years and he was ordered to complete 40 hours community service.

Diana Souders, 62, Cream Ridge Road, Lisbon, was fined $925 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program for physical control, amended from OVI, and reasonable control. A charge of OVI breath was dismissed. Her driver’s license was suspended for one year with driving privileges granted and she was ordered to complete 20 hours community service.

A pretrial was set Dec. 10 for Robert Walters, 31, Petersburg Unity Road, Petersburg, charged with wrongful entrustment.

A pretrial was set Dec. 16 for Samuel Mangual, 55, Austintown, charged with driving under suspension and no seat belt.

A pretrial was set Nov. 21 for Joseph Macry, 65, Ray Avenue, Columbiana, charged with stop sign-school bus.

Richard Horan, 77, Mission Viejo, Calif., was fined $150 for speeding-school zone.

Michael Moore, 26, Petersburg Unity Road, Petersburg, was fined $100 for expired license and speeding.

Brian Specht, 35, Etruria Street, East Liverpool, was fined $100 for driving under suspension and marked lanes.

Court News

LISBON — A Wellsville man accused of harming a woman, endangering children and intimidating someone was sentenced to 30 months in prison, with credit for 402 days served in jail.

Shawn Osborn, 44, state Route 39, appeared for sentencing recently in Columbiana County Common Pleas Court.

Last month, he pleaded guilty to third-degree felonies of burglary, domestic violence and violating a protection order, misdemeanor domestic violence, fourth-degree felony endangering children and misdemeanor intimidation of an attorney, victim or witness in a criminal case. Two counts of violating a protection order and a strangulation charge were dismissed.

Most of the charges stemmed from an incident Aug. 4, 2023 when Osborn allegedly choked, strangled and suffocated a woman and cut her face in the presence of a child in East Liverpool. The endangering children charge occurred from Aug. 17, 2023 to Aug. 19, 2023, with the intimidation allegedly occurring Aug. 15, 2023 to Aug. 22, 2023.

Also in Common Pleas Court:

— Jesse McGuire, 37, Monroe Avenue, Salem, was sentenced to two 12-month terms in prison to be served consecutively for a total of 24 months in prison for two counts of gross sexual imposition, a fourth-degree felony. Two additional charges of gross sexual imposition were dismissed. McGuire was designated a Tier I sex offender required to report his address to the sheriff’s office. The indictment alleged the incidents occurred from Jan. 1, 2019 to May 24, 2022 involving sexual contact starting when one child was 10 years old and when another child was 12 years old.

— Kristal Keyes, 40, Claibourne Street, East Liverpool, was sentenced to nine months in prison and ordered to pay restitution of $1,130.58 for a lesser-included offense of attempted felonious assault, a third-degree felony. She was originally charged with felonious assault, a second-degree felony, for allegedly being one of three people who assaulted a man on July 15, 2023 in East Liverpool.

— Anthony Michael Beavers, 51, Altoona, Pa., was sentenced to eight months in prison for fourth-degree felonies of attempted compelling prostitution and attempted unlawful sexual conduct with a minor. Charges of possessing criminal tools and engaging in prostitution were being dismissed. He received credit for one day served in jail and was designated a Tier II sex offender required to register his address with the sheriff’s office. He was accused of responding to an undercover ad on a known prostitution website and arranging for sexual conduct and activity with a 15-year-old in exchange for $280, arriving in East Palestine on Nov. 6 for the meeting.

— Tyler Kolesar, 22, Crestview Road, Columbiana, was ordered to spend up to six months at the Eastern Ohio Correction Center and remain on community control after violating his probation for a lesser fourth-degree felony burglary charge. He was originally charged with third-degree felony burglary for the Jan. 22, 2023 incident when he and two others were found inside a South Market Street, East Palestine property after police discovered it was barricaded from the inside with a back door open.

— Sihe R. McCurdy, 43, Sharon, Pa., was ordered to spend 45 days in the county jail as part of three years community control for fifth-degree felony obstructing official business, amended from third-degree felony tampering with evidence, and fifth-degree felony possession of cocaine and misdemeanor engaging in prostitution. McCurdy threw suspected crack cocaine out of the window of his vehicle after arriving in East Palestine on March 19, 2023 to March 20, 2023 for a sex-for-hire meeting arranged through an undercover ad.

— Jillian Lockwood, 39, Eric Drive, Lisbon, was placed under community control for two years after pleading guilty to misdemeanor endangering children. As part of her probation, she was ordered to spend 180 days in the county jail, with 136 days suspended, leaving a balance of 44 days to serve in jail. One count of endangering children was dismissed. A child was put at risk on April 6, 2023.

— Lorena Cope, 59, state Route 558, Leetonia, was placed under community control for three years after pleading guilty to fifth-degree felony aggravated possession of drugs and misdemeanor possession of drugs for possessing methamphetamine and clonazepam on June 17, 2023.

— Stephanie Savin, 32, Valley Avenue, East Liverpool, was placed under community control for three years and fined $5,000 for third-degree felonies of illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility and aggravated possession of drugs. A misdemeanor charge of illegal use or possession of drug paraphernalia was dismissed. She received credit for one day served in jail. The charges stemmed from an incident on Feb. 11, 2022 for possessing methamphetamine and taking drugs onto the grounds of a detention facility.
