LISBON — An East Liverpool man accused of stalking young females in the city was bound over to the grand jury recently. Kip Bailey, 36, State Street, is charged with felony-four menacing stalking and misdemeanor child enticement. Bailey allegedly stalked two juveniles on and around July 2. He is accused of hiding in the bushes near an East Liverpool home, watching the juveniles from his vehicle, urinating in front of the minor females and engaging in inappropriate conversation. On July 7, Bailey allegedly stopped his car in front of the residence and offered one juvenile $100 to “meet him down the street.” The incident was reportedly captured on video.

Brian Pearl, 53, East Clark Street, East Palestine, was bound over to the grand jury on charges of fourth-degree felony burglary. Pearl allegedly entered an apartment in Lisbon without permission by using a ladder to access the second-floor, and once in the apartment, began to throw items from the window on June 26. The resident of the apartment was home at the time of the incident. Pearl was recently sentenced to 80 days in jail, with 88 suspended and credit for two days served for criminal damaging. He was also placed on two years probation in that case, in which he kicked the door open and caused damage at the same Lisbon residence on June 23. Pearl was ordered to have no contact with the victim. Pearl also was fined $200 for failure to stop amended from failure to report an accident.

A pretrial/preliminary hearing was set for Aug. 15 for Corey Schutte, 30, Uniontown, charged with fourth-degree felony OVI, texting while driving and left of center. During a traffic stop by the Ohio Highway Patrol, Schutte allegedly had an empty pill bottle and several pills on his lap and exhibited signs of overdosing. EMS later transported Schutte to a local hospital where he refused a urine test. Schutte has three prior OVI convictions (2023, 2020 and 2017).

Stacy Ferguson, 53, was fined $250 and sentenced to 180 days in jail with 171 suspended and credit for nine days served for possession of drugs. She was also ordered to perform 10 hours of community service and placed on two years probation. Four alprazolam pills were found in her possession during a traffic stop on Dec. 12 in Lisbon.

Joel Gardner, 26, Minerva, was fined $350 and sentenced to 30 days in jail with 27 suspended and credit for three days served for reckless operation and speed amended from OVI. He was also ordered to perform 40 hours of community service and had his license suspended for one year.

A pretrial hearing was set Oct. 3 for Michael Johnson, 46, First Street, Wellsville, charged with drug paraphernalia. White powder and pills were allegedly found in his vehicle during a traffic stop on July 19 in St. Clair Township.

A pretrial hearing was set Oct. 10 for Cheslea Dackiewicz, 37, Lincoln Avenue, Salem, charged with OVI and reasonable control.

A pretrial hearing was set for Oct. 10 for Denise Ferrebee, 62, Market Street, East Liverpool, charged with drug paraphernalia. A cut plastic straw was allegedly found in her possession during a traffic stop on July 19 in St. Clair Township.

A pretrial hearing was set Oct. 21 for Kurtis Materna, 44, East Fifth Street, Salem, charged with theft. Materna allegedly took a camera valued at $1,000 in Salem around June 19. He reportedly was seen on camera footage before he took it.

Trevor Reno was fined $250 for assault and sentenced to 180 in jail with 166 suspended and credit for 14 days served for assault amended from domestic violence. Reno was also ordered to perform 40 hours of community service and placed on two years probation. Reno pushed a woman and another female on July 26 in Salem.

A pretrial hearing was set Oct. 1 for Evan Dieringer, 25, Bradshaw Avenue, East Liverpool, charged with failure to file and pay city income taxes from 2019 to 2021.

A pretrial hearing was set for Nov. 19 for Joshua Michael, no age provided, Ohio Avenue, East Liverpool for failing to pay city income tax in 2017, 2018, 2020, 2021, 2022 and 2023.

A pretrial was set Nov. 19 for Nathan Kaufman, 29, East State Street, Salem, charged with OVI, driving under suspension, no seat belt and brake light.

A pretrial was set Nov. 14 for John Yoder, 24, Millersburg, charged with engaging in prostitution and possessing criminal tools. Yoder allegedly agreed to exchange $160 for sexual activity with an undercover agent and traveled to Salem on July 30 to do so.

Michael Souers, 37, Vine Street, Salem, was fined $200 and sentenced to 20 days in jail and credit for four days served for two counts of criminal trespass. Souers trespassed on a property in Salem on June 23. He trespassed again on the same property on Aug. 4.

Tyler Coil, 28, Church, Salineville, was fined $150 for driving under suspension and loud exhaust.

A pretrial hearing was set Oct. 10 Justin Sprout, 43, Sophia Street, East Liverpool, charged with drug paraphernalia and left of center A burnt pipe was allegedly found in her possession during a traffic stop on July 19 in St. Clair Township.

A pretrial hearing was set Oct. 15 for Jacob Ruchdeschel, 26, East North Avenue, East Palestine, speed.

Rodney Swihart, 55, Bellville, was fined $200 for disorderly conduct, for public intoxication outside of a restaurant in Calcutta around July 22.

Julie Underwood, 46, Main Boulevard, East Liverpool, was fined $535 and sentenced to 30 days suspended and credit for 18 days served for drug paraphernalia, possession of a drug abuse instrument, no turn signal, left of center and tinted glass. Underwood admitted to being in possession of cocaine, fentanyl and methamphetamine during a traffic stop in St. Clair Township on April 24.

Aaron Board, 22, Broad Street, East Liverpool, was fined $350 for reckless operation, no motorcycle endorsement and no safety equipment.

LISBON — Brittany Flowers, 34, Akron, sentenced to nine months in a state correctional facility for aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine on Dec. 28, 2022. She received credit for 91 days served in jail. Flowers was originally placed on a treatment plan for three years after pleading guilty to the offense in December of 2023 but failed to comply with terms and conditions of probation.

Grand Jury

LISBON — Terry Sonntog, 49, Etruria Street, East Liverpool, was served Thursday with a secret indictment issued by the Columbiana County Grand Jury for felony-four grand theft and felony-five breaking and entering. Sonntog allegedly deprived another of two barge propellers valued at $30,000 each by removing them from a property without permission.
