MUNICIPAL COURT
LISBON — In Columbiana County Municipal Court, cases against Regis Rendell Allgood, 33, Ohio Avenue, East Liverpool, were bound over to the county grand jury for fourth-degree felony domestic violence and misdemeanor domestic violence for allegedly threatening a woman, spitting in her face and pushing her on May 24 in East Liverpool. He also made physical threats to a juvenile when he said he would kick in her door and physically assault her.
A preliminary hearing was set Aug. 29 for David Halko, 62, Erie, Pa., charged with fifth-degree felony possession of drugs for allegedly possessing 1.46 grams of cocaine on March 14 in East Palestine.
A pretrial was set Aug. 13 for Robert Louis Stoll, 59, Monaca, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging to have sexual activity with a female in exchange for $70, traveling to East Palestine on April 10 for the meeting.
Mathew Smith, 45, Lincoln Street, Salineville, was fined $500 and sentenced to 180 days in jail, with 175 days suspended and credit for five days served, for two counts of domestic violence for yelling and threatening a male with physical harm on Jan. 18 in Salineville, and also shoving a woman when she attempted to intervene in a fight between the two. He was ordered to complete 20 hours community service.
Gavin Linden, 22, Crestview Road, Leetonia, was fined $300 and sentenced to 180 days in jail, with 165 days suspended and credit for 13 days served, leaving a balance of two days still to serve in jail for aggravated menacing, harassing a police dog, criminal mischief, criminal damaging and disorderly conduct. He was ordered to complete 40 hours community service. The charges all stem from an incident May 28 in Franklin Township when he allegedly made threats against a woman, put a large amount of dirt in a hot tub, damaged a truck belonging to a man, kicked multiple items at the woman as he was being taken into custody, then spit throughout the sheriff deputy’s cruiser he was placed inside and beat on the kennel and screamed at sheriff’s K-9 Jimmy, causing the dog distress.
A pretrial was set Aug. 12 for James Reich, 51, East Martin Street, East Palestine, charged with assault and criminal trespass for allegedly causing physical harm to another man during an incident on June 8 in East Palestine.
Khrystelle Pavlik, 28, Youngstown, was fined $250 and sentenced to 180 days in jail, with 179 days suspended, leaving one day to serve in jail for theft. She was ordered to complete 40 hours community service and to make restitution of $55.46 to Salem Giant Eagle. Pavlik stole items from Salem Giant Eagle, taking items off of the shelf and placing them in her backpack, then walking out of the store on Jan. 4.
James Choate, 32, Salem Alliance Road, Salem, was fined $300 and sentenced to 180 days in jail, with 163 days suspended and credit for 17 days served, for violating a protection order and criminal damaging. A restitution hearing was set for July 22. He was also ordered to complete 20 hours community service and to stay away from the victim. On May 24 in Salem, Choate was accused of coming to a protected person’s address in violation of a protection order and throwing a coffee cup at a television, causing damage.
A pretrial was set Sept. 10 for Robert Ricks, 44, charged with possession of drugs, open container, OVI first offense, OVI breath first offense and marked lanes. Ricks had a smoking device container containing burnt marijuana and three beers in a vehicle during a traffic stop on May 31 in East Palestine.
Michael Beaver, 36, Opal Drive, Wellsville, was fined $1,300 and sentenced to 90 days in jail, with 85 days suspended and credit for five days served, for OVI, tail lights violation, driving under suspension and two counts of drug paraphernalia. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service. The drug paraphernalia charges stemmed from incidents on Nov. 4, 2023 in Liverpool Township and on Feb. 3 this year in East Liverpool.
James Bollinger, 34, West Martin Street, East Palestine, was fined $500 and sentenced to 180 days in jail, with 172 days suspended and credit for eight days served, for two counts of violation of protection order. He was ordered to complete 20 hours community service and to have no contact with the victim. On Sept. 19, 2023, he was accused of entering a protected woman’s vehicle and refusing to get out and then contacting the woman and coming to her residence, refusing to leave on Feb. 3 this year, with both incidents occurring in East Palestine.
A theft charge was dismissed against Claren Buttman, 19, Saline Street, Salineville, at the request of the prosecutor due to the alleged victim failing to appear. Buttman was accused of giving fake money to purchase a cell phone off of another man on Dec. 27, 2022 in East Liverpool.
Allen Locke, 20, Washington Street, Salineville, was fined $300 for underage consumption and disorderly conduct for fighting and admitting to consuming two Twisted Tea alcoholic beverages on May 31 in Salineville.
A pretrial was set Aug. 13 for Kenneth Colarte, 34, Marienville, Pa., charged with endangering children, operating a vehicle under the influence of alcohol or drugs first offense and marked lanes. Colarte allegedly had a child in his vehicle while impaired during a traffic stop April 4 on state Route 11 in Fairfield Township.
Crystal Smith, 45, Lincoln Street, Salineville, was ordered to pay costs for contempt of court for failing to bring a juvenile witness to court as ordered via subpoena.
A pretrial was set Sept. 10 for Toby Hornbeck, 49, St. Clair Avenue, East Liverpool, charged with drug paraphernalia for allegedly possessing a drug scale with white residue in his pocket during a traffic stop June 6 in East Liverpool. Suspected methamphetamine and suspected drugs were also found on the passenger seat.
Augustina Newman, 50, Cleveland, was fined $200 for assault and criminal damaging and ordered to pay costs for drug paraphernalia. She was sentenced to 90 days in jail, with 80 days suspended and credit for one day served, leaving a balance of nine days to serve in jail. During a traffic stop on May 16 in East Liverpool when she was a passenger, she possessed a burnt glass pipe. During an incident at Anthony’s Bar in Wellsville on Sept. 21, 2022, she was accused of throwing a drink in a man’s face and knocking over his custom motorcycle, causing $6,025 in damages.
A pretrial was set Aug. 12 for Serena Edgerton, 21, Canfield, charged with OVI first offense, marked lanes and open container. She allegedly had an open beer can and vodka bottle in the vehicle during a traffic stop June 10 in Columbiana.
Adam Leaf, 21, East Main Street, East Palestine, was fined $100 for driving under suspension.
A pretrial was set Sept. 9 for Justin Hannum, 47, Salem Alliance Road, Salem, charged with OVI first offense and OVI breath first offense.
Adam Wiles, 28, North Market Street, Lisbon, was fined $1,250 and sentenced to 180 days in jail, with 140 days suspended and credit for 15 days serving, leaving a balance of 25 days to serve in jail, for OVI third offense and driving under suspension. His driver’s license was suspended for three years and he was ordered to complete 20 hours community service.
Elaine Harris, 74, state Route 172, Lisbon, was fined $100 for an equipment violation, amended from speeding.
Matthew Runkles, 38, East Martin Street, East Palestine, was fined $180 for driving under suspension and use of unauthorized plate.
Kenneth Hull, 41, East Euclid Avenue, Salem, was fined $550 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for failure to stop after an accident and assured clear distance. A charge of driving under suspension was dismissed. He was ordered to complete 20 hours community service.
Thomas Switalski, 55, McCracken Road, Salem, was fined $30 for no seat belt.
Tyler Heffner, 20, Blakley Street, East Liverpool, was fined $150 for driving under suspension.
A pretrial was set July 30 for Charlene Milano, 33, Youngstown, charged with improper passing.
