COLUMBIANA COUNTY MUNICIPAL
LISBON — In Columbiana County Municipal Court, a preliminary hearing was set July 8 for Brandi Pardell, 38, Irish Ridge Road, East Liverpool, charged with fifth-degree felony theft for allegedly stealing silver from a man on Dec. 21, 2023 and allegedly selling it at a pawn shop for $1,680.
A preliminary hearing was set July 15 for Peter John Oyler, 64, Mechanicsburg, Pa., charged with third-degree felony compelling prostitution and fifth-degree felony possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website of an adult female and a juvenile and arranging for sexual activity with both in exchange for $280, arriving in East Palestine on June 17 for the meeting.
Nicholas Wright, 22, Elmwood City, Pa., was fined $500 and given a suspended 30-day jail term for disorderly conduct, amended from engaging in prostitution, and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour online prostitution prevention course which was already done. Wright was accused of responding to an undercover ad on a known prostitution website and after claiming to verify the female in question wasn’t in law enforcement, he arranged to have sexual activity with her in exchange for $140. He then traveled to East Palestine on April 24 for the meeting.
Haley Worden, 21, Palissey Street, East Liverpool, was fined $300 and sentenced to 180 days in jail, with 178 days suspended and credit for two days served, for assault amended from domestic violence. She was ordered to complete 20 hours community service and to stay away from the victim. She was accused of shoving a woman and threatening her during a domestic on March 13 in East Liverpool.
Jeffrey Marvin McGaffick, 62, Mentor, was fined $500 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour online prostitution prevention course. McGaffick was accused of requesting sexual conduct for an agreed upon price of $180 from an undercover agent via a telecommunications device, then driving to Salem for the meeting on April 24.
Thomas Witherow, 63, Dallas, Texas, was fined $1,300 and sentenced to 10 days in jail for engaging in prostitution, possessing criminal tools, physical control amended from operating a vehicle under the influence of alcohol or drugs, and improper backing. His driver’s license was suspended for one year. Witherow responded to an undercover ad on a known prostitution website and arranged for sexual acts with a female in exchange for $140, arriving in East Palestine on June 12 for the meeting.
A pretrial was set Aug. 12 for Gary Michael Bartko, 40, Pittsburgh, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $180, traveling to East Palestine on June 16 for the meeting.
Willie Chung, 61, Beallsville, Pa., was fined $500 and given a 30-day suspended sentence for two counts possessing criminal tools, with one count amended from engaging in prostitution. He was ordered to complete 20 hours community service and a 12-hour online prostitution prevention course, which was already completed. Chung was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $240, traveling to East Palestine on Feb. 20 for the meeting.
A restitution hearing was set Sept. 12 for Charles Shelva Lee Bell II, 20, Blakely Street, East Liverpool, who was fined $900 and sentenced to 180 days in jail, with 150 days suspended and credit for 10 days served, leaving a balance of 20 days to serve in jail for assault, criminal damaging and criminal trespass. He was ordered to complete 20 hours community service and to stay away from the victims. Bell was accused of discharging a pellet gun at a vehicle on Ohio Avenue in East Liverpool on March 4, shooting from an upstairs window as the vehicle was pulling up to the house. The driver’s side windshield and driver’s side front window were damaged and a woman in the vehicle said she was hit in the face with glass and was scared for her life. The assault case had been bound over to the grand jury originally, but was sent back to Municipal Court. The trespass charge stemmed from a Nov. 9, 2023 incident in East Liverpool.
A pretrial was set June 27 for Jonathan Gbur, 35, state Route 517, Lisbon, charged with domestic violence and violating a protection order for allegedly striking a woman with a fist on June 19 in Leetonia while there was an active protection order against him.
A pretrial was set Sept. 3 for Jordan Miller, 43, Renkenberger Road, Columbiana, charged with violate temporary protection order for allegedly being at a protected person’s residence on June 20 in Columbiana.
Angela Nalley, 45, Mulberry Street, East Liverpool, was fined $300 and given a suspended 180-day jail term for theft. She was ordered to complete 40 hours community service. Nalley selected five items valued at $84.85 and left the Calcutta Walmart without paying for them on Dec. 23, 2023.
Shawn McKinnon, 27, Fisher Avenue, East Liverpool, was fined $500 each for six counts of failure to pay city income tax, with all but $100 of the total fine suspended. McKinnon was accused of failing to pay East Liverpool city income tax with his returns from 2018 through 2023.
A charge of violation of chapter rules was dismissed against Donald Everson, 81, Canfield, who was accused of failing to maintain a septic system in proper working order on Sept. 2, 2022 on North Ellsworth Avenue, Salem.
A pretrial was set Aug. 20 for Richard A. Richards Jr., 48, Sherman Street, Lisbon, charged with operating a vehicle under the influence of alcohol or drugs first offense and speeding.
Jenessa Mathias, 30, state Route 172, East Rochester, was fined $600 and sentenced to 180 days in jail, with 170 days suspended, leaving 10 days to serve, for OVI and failure to control. Her driver’s license was suspended for two years, with driving privileges granted. He was ordered to complete 50 hours community service.
Preston Snedeker, 19, state Route 154, Negley, was found not guilty of failure to yield right of way to public safety vehicle after a trial to the court on June 3, with Judge Tim McNicol recently releasing his decision on the case. He found that the officer did not witness the collision, but according to testimony, there were eyewitnesses, including the ambulance driver, who could have provided a direct account of what happened. He said without any eyewitness testimony, that was available to the state, and in light of the defendant’s testimony, “reasonable doubt exists in this case.” Costs were taxed to the state. The incident occurred on Jan. 25 in St. Clair Township.
A pretrial was set Aug. 12 for Joseph Englander, 56, Teegarden Road, Lisbon, charged with reasonable control and no seat belt.
James Lamp, 49, Foundry Hill Road, Summitville, was fined $200 for driving under suspension, no license and speeding, with no fine for no tail lights.
A probation violation hearing was set Aug. 13 for Alicia Pipes, 32, Moore Street, East Liverpool, for charges of OVI first offense, failure to appear-or unpaid fine suspension and marked lanes from 2016.
Terrance Hobbs, 35, Michigan Boulevard, Salem, was fined $100 for driving under suspension, with no fine for expired registration.
Sarah Wise, 29, Canton, was fined $100 for driving under suspension, with no fine for loud exhaust.
William Barrett Jr., 43, Grant Street, Lisbon, was ordered to pay court costs only for no license and expired plates.

COLUMBIANA COUNTY COURT NEWS
LISBON — A Lisbon man accused of stealing a trailer, giving a false name and stealing supplemental nutrition assistance program benefits entered a guilty plea to multiple charges in Columbiana County Common Pleas Court.
Andrew Brown, 40, Elmwood Drive, pleaded guilty to fifth-degree felonies of theft, illegal use of supplemental nutrition assistance program benefits or WIC benefits and three counts of nonsupport of dependents and misdemeanors of falsification, theft and drug paraphernalia.
Sentencing was set for Sept. 9.
Brown was accused of stealing a cage-enclosed trailer on Sept. 8 in Salem and giving police a false name when approached, besides possessing paraphernalia. The illegal use of benefits and theft were part of a prosecutor’s information that accused of misusing and stealing $217.76 worth of SNAP benefits.
He was also accused of failing to pay child support for three children from Dec. 26, 2021 to Dec. 14, 2023.
Also in Common Pleas Court:
— Lance Morris, 38, Hilltop Drive, Lisbon, pleaded guilty to two counts possession of cocaine, a fifth-degree felony, along with one specification for forfeiture of money from a drug case, with sentencing set for Sept. 9. Morris possessed cocaine and $805 on March 16, 2021 and possessed cocaine on April 6, 2023.
COLUMBIANA COUNTY GRAND JURY
LISBON — A Wellsville man accused of theft from the Veterans Affairs Office was served recently with a secret indictment issued by the Columbiana County Grand Jury.
Kenneth Zellers, 58, Main Street, was charged with fifth-degree felony theft for allegedly depriving the Veterans Affairs Office of $4,000 from Dec. 1, 2022 to July 31, 2023.
Also served with secret indictments were:
— Jamie Patterson Tice Jr., 23, Malone Road, Salineville, third-degree felony aggravated possession of drugs for allegedly possessing methamphetamine in an amount equal or exceeding bulk but less than five times bulk on June 30, 2023.
— Amanda Mead, 45, East Main Street, East Palestine, fourth-degree felony illegal use of supplemental assistance program benefits or WIC program benefits for allegedly illegally using the benefits from July 1, 2022 to Oct. 31, 2022.
