LISBON — An indictment against Ryan Thompson, 41, whose address was listed as homeless, has been dismissed without prejudice, with the court noting he has not been restored to competency.

Thompson remains subject to ongoing procedures in Stark County Probate Court and has been housed at the Heartland Behavioral Health Care facility.

Previously in Columbiana County Common Pleas Court, he had been ordered to be transferred to Heartland based on an evaluation by the Forensic Psychiatric Center of Northeast Ohio when he was found not competent to stand trial.

The court said there wasn’t a substantial possibility that he’ll become competent to stand trial.

Thompson had been charged with a fourth-degree felony assault and misdemeanors of disorderly conduct and criminal trespass for allegedly attempting to gain access to the Call Sign Alpha gun store in Salem on May 27, 2022, showing signs of impairment and trying to walk away from officers. After being detained, he allegedly made multiple threats towards officers, fire department medics and EMT personnel, then when being taken out of the cruiser, he flung both legs out and kicked a Salem police officer.

Also in Common Pleas Court:

— Kira Jackson, 34, Vale Street, East Liverpool, pleaded guilty to drug charges from three separate indictments including two counts of fifth-degree felony possession of cocaine, third-degree felony illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility and fourth-degree felony possession of cocaine, with sentencing set for Sept. 8. Jackson was accused of possessing cocaine and taking it into a facility on March 12, 2022 and also possessed an amount of cocaine equal to or exceeding 5 grams but less than 10 grams on April 1, 2022.

— Tobias Menough, 45, Lisbon Road, Salem, was sentenced to 163 days in jail, with credit for 133 days served, leaving a balance of 30 days jail time to serve for violating his probation for aggravated possession of drugs, a fifth-degree felony. The charge dates back to his possession of amphetamine on Jan. 14, 2018.

— Zane Risalti, 24, Carrollton, pleaded guilty to attempted illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, a fourth-degree felony, aggravated possession of drugs, a fifith-degree felony, and a misdemeanor conspiracy charge. Risalti was placed into the drug court program until completion and received credit for two day served in jail. The charges stemmed from an incident Oct. 13, 2021 when Risalti possessed oxycodone.

— An indictment issued last year and warrant issued May 26 this year have been dismissed due to the death of the defendant, Keyatta Riley, 36, Youngstown, who had been charged with promoting prostitution, a fourth-degree felony, possessing criminal tools, a fifth-degree felony, and a misdemeanor soliciting charge for a May 14, 2022 incident in East Palestine. She had last appeared in court on May 4 this year.

— A Wellsville woman was placed on a treatment plan for three years after pleading guilty to two felony drug charges recently in Columbiana County Common Pleas Court.

Amber Ice, 30, Opal Drive, entered the guilty pleas to aggravated possession of drugs and possession of LSD, both fifth-degree felonies, with forfeiture specifications for money from a drug case. She received credit for nine days already served in jail and $792 was ordered forfeited.

Ice was accused of possessing methamphetamine and LSD, along with $792 on March 10, 2021.

Also in Common Pleas Court:

— Dustin Brooks, 36, Vine Street, East Liverpool, was sentenced to six months in prison after pleading guilty to fifth-degree felony violating a protection order and misdemeanor aggravated menacing for violating a protection order in East Liverpool and causing the victim to believe he would cause him physical harm on April 6. He was given credit for 88 days already served in jail.
