COLUMBIANA COUNTY MUNICIPAL
LISBON — In Columbiana County Municipal Court, Brent Taggart, 55, Holliday Street, East Liverpool, was fined $250 and sentenced to 30 days in jail, with 27 days suspended, leaving three days to serve, for disorderly conduct. He was also permitted to buy out 50 hours community service.
Taggart showed up at the East Liverpool football banquet at East Liverpool High School intoxicated on Nov. 15. An employee of the school district, Taggart admitted to East Liverpool police who were called to the scene that he had been consuming alcohol during the event and that a water bottle contained gin. Attendees noticed his erratic behavior during a presentation at the banquet.
Sentencing was set Dec. 22 for Brandy Dean, 38, East State Street, Salem, who pleaded no contest and was found guilty of assault for knowingly causing physical harm to a juvenile student at Robert Bycroft School on state Route 172, Lisbon, while working at the school on May 23, 2022. The defendant slapped the victim in the face, which was seen on surveillance video.
Diana Baringer, 57, Kent, was fined $150 for disorderly conduct, amended from telecommunications harassment, and ordered to complete 20 hours community service for harassing and making contact with her grandchildren and daughter on May 12, 2022 after being told not to contact them.
Kai Nelson, 40, Chagrin Falls, was fined $750 for engaging in prostitution and possessing criminal tools, received a suspended jail term and was ordered to complete 20 hours community service. Nelson solicited sexual conduct in exchange for $130 from an undercover agent and arrived in East Palestine for the meeting May 13, 2022.
A pretrial was set Feb. 28 for Sarah Kidder, 22, Avondale Street, East Liverpool, charged with criminal trespass for allegedly trespassing in a condemned house on Daisy Alley, East Liverpool on Nov. 18, 2022.
Clifton Roush, 55, Continental Drive, Salem, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for criminal trespass for an incident Dec. 4 at Giant Eagle in Salem when he attempted to take beer with no way of rendering payment after already being trespassed from the store for the same reason previously.
A pretrial was set Feb. 6 for David Liebhart, 63, South 14th Street, Sebring, charged with engaging in prostitution and possessing criminal tools for allegedly soliciting sexual conduct in exchange for $140 from an undercover agent and arriving in East Palestine for the meeting Nov. 29.
A pretrial was set Feb. 6 for Harry Williams Watkins II, 45, Hadley, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly soliciting sexual conduct in exchange for $180 from an undercover agent and arriving in East Palestine for the meeting Nov. 28.
A pretrial was set Feb. 23 for Joseph D. Lucas, 54, Mentor, charged with engaging in prostitution and possessing criminal tools for allegedly soliciting sexual conduct in exchange for $100 from an undercover agent and arriving in East Palestine for the meeting Nov. 28.
Dakota Lovell, 26, West Pershing Street, Salem, was fined $500 and received a suspended jail term for engaging in prostitution and possessing criminal tools. He was ordered to forfeit $140 to the Mahoning Valley Human Trafficking Task Force and permitted to buy out 40 hours community service. Lovell solicited sexual activity in exchange for $140 from two females advertised in an undercover ad and arrived in East Palestine on Oct. 9 for the meeting.
A pretrial was set Feb. 9 for Kylie Kreefer, 26, Idaho Avenue, East Liverpool, charged with theft for allegedly failing to scan and pay for $351 worth of merchandise at the Calcutta Walmart on Nov. 28.
A motions hearing was set Feb. 14 for David M. Baker, 57, Annesley Road, East Liverpool, charged with three housing code violations related to alleged litter, failure to keep the yard clean and failing to maintain a roof in good repair for a property in East Liverpool on Bradshaw Avenue.
James Kraft, 58, Sprucevale Road, East Liverpool, was fined $650 and sentenced to 180 days in jail, with 160 days suspended, leaving 20 days to serve, for operating a vehicle under the influence of alcohol or drugs second offense and failure to control. He was permitted to buy out 50 hours community service. His driver’s license was suspended for two years.
Justin Richards, 40, Athens, was fined $455 for unauthorized plate, speeding, no seat belt and two counts driving under suspension.
Nathan Bloor, 42, Riverside Avenue, Wellsville, was fined $150 for speeding and possession of marijuana during a traffic stop on Dec. 6, 2022 on state Route 7, Wellsville. A pretrial was set Feb. 23 for a separate charge of criminal trespass for allegedly being at the Fawcett Apartments in East Liverpool on Nov. 11 after previously being trespassed from the property.
Jason Marshall, 37, South Market Street, East Palestine, was fined $915 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for OVI and speeding. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 40 hours community service.
A pretrial was set Feb. 27 for Edward McElroy, 37, Youngstown, charged with driving under suspension and speeding.
Eric Hebb, 51, McCalla Street, East Palestine, was fined $650 and sentenced to 15 days in jail for driving under suspension and use of unauthorized plate.
A pretrial was set Feb. 6 for Derrick Braden, 38, Youngstown, charged with OVI first offense and OVI breath first offense.
A pretrial was set Feb. 2 for Natalie Breckner, 45, McDonald, charged with OVI first offense, OVI breath first offense and speeding.
A pretrial was set Feb. 27 for Tosca Kemp, 47, North Market Street, East Palestine, charged with OVI first offense, OVI breath first offense, improper/expired registration and failure to control.
Charges of driving under suspension and speeding were dismissed against Early Simko, 27, Auburn Street, East Liverpool.

A pretrial was set Feb. 27 for Samuel Vigilante, 44, Berea, charged with speeding.

Shahna M. Roberts, Industry, Pa., was sentenced to 90 days in jail (85 suspended), fined $300, placed on two years probation and ordered to complete 20 hours community service and a mental health evaluation for making false alarms for reporting her vehicle stolen in East Liverpool Sept. 28 than abandoning it in Pennsylvania.
Denise A. Michael, Ohio Avenue, East Liverpool, was fined $50 for five counts of failure to pay East Liverpool city income tax.
Rebecca Dillen, 49, Warren, was fined $200 for assured clear distance ahead and no driver’s license.
Ciera Dawn Hilderbrand, 29, Toronto, Ohio, was fined $150 for disorderly conduct for public intoxication in East Liverpool Oct. 15.
James M. Metzgar, 49, Youngstown, was sentenced to 30 days in jail (suspended), fined $750, placed on two years probation and ordered to complete 40 hours community service and an online anti-prostitution class for engaging in prostitution and possession of criminal tools for traveling to Salem Oct. 7 where he had arranged to pay $140 for sex with an adult female in response to an online ad posted by a Mahoning Valley Trafficking Task Force agent.
Justina M. DeSarro, 32, Cannons Mill Road, East Liverpool, was sentenced to eight days in jail (credited) and fined $200 for disorderly conduct amended from domestic violence for a physical altercation with a family member June 18 in St. Clair Township.
Leanna Rayna Arnold, 25, Louisville Street, Minerva, was fined $150 for equipment violation amended from speed.
Benjamin Jamaal Wallace, 35, Montville, Ohio, was fined $150 for driving under suspension.
James E. Peck, 35, Olive Street, Salem, was sentenced to three days in jail (credited) and fined $150 for criminal trespass for being found in a vacant home in Salem Dec. 2.
Michael Tullis, 45, Youngstown, was sentenced to 90 days in jail, fined $500, placed on two years probation and ordered to complete 20 hours community service and an online anti-prostitution class for engaging in prostitution for traveling to East Palestine April 27 where he had arranged to pay $100 for sex with an adult female in response to an online ad posted by a Mahoning Human Trafficking Task Force agent. A charge of possession of criminal tools was dismissed.
Jodi Johnson, 24, Cherry Valley Drive, Leetonia, was fined $150 for driving under suspension. A headlights violation was dismissed.
Joseph W. Castelucci, 60, South Lincoln Avenue, Lisbon, was fined $150 for driving under suspension. An expired plate violation was dismissed.
Christian C. Eva, 20, West Wilson Street, Salem, was sentenced to 90 days in jail (suspended), fined $500, placed on two years probation and ordered to complete 20 hours community service and substance abuse evaluation for physical control. A charged or underage consumption was dismissed.
Keilia L. Sine, 32, McDonald Street, East Liverpool, had a charge of failure to reinstate dismissed.

LISBON — Drug defendants recently served with secret indictments issued by the November session of the Columbiana County Grand Jury included:
— Rhiannon Ikirt, 23, Mattix Road, Lisbon, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on May 2, 2022.
— Indya Spann, 22, Commerce Street, Wellsville, possession of drugs, a fifth-degree felony, for allegedly possessing buprenorphine on Nov. 25, 2021.
— Michael Swiger, 43, Weirton, W.Va., possession of a fentanyl-related compound and aggravated possession of drugs, both fifth-degree felonies, for allegedly possessing methamphetamine and a fentanyl-related compound on Feb. 3, 2022.
— Kira Jackson, 34, Washington Street, Lisbon, possession of cocaine, a fifth-degree felony, and illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, a third-degree felony, for allegedly possessing cocaine in a facility on March 12, 2022.
