Columbiana County Common Pleas
Jesub M.D. Carter, was sentenced in Columbiana County Common Pleas Court to 21 months in prison for burglary and possession of drugs. His license was suspended for a year. On Oct. 27, 2014, Carter removed the side window screen, entered the home of Cathy Carter, Erie Street, East Liverpool, and stole a Vizio TV. On July 31, 2014, Carter had less than a gram of heroin.
Leonard L. Davison III, 24, Warren, pleaded guilty to trafficking in drugs for selling less than five grams of cocaine on May 14, 2014. He faces up to a year in prison, a five-year license suspension and a $2,500 fine. Sentencing is set for April 1.
Tyler T. Joy, pleaded guilty to possession of drugs, was found eligible for intervention in lieu of conviction and was placed on a four-year intervention plan. During a search, Joy was found to have about 6.07 grams of cocaine under a toilet brush in the bathroom area of the apartment where he was hiding from law enforcement on Dec. 15, 2014. Court documents state Joy was previously seen making a hand-to-hand drug transaction in the parking lot of the apartment complex on Saltwell Road.

Columbiana County Common Pleas
In Common Pleas Court, Scott A. Helton, 45, Ohio Avenue, East Liverpool, pleaded guilty to domestic violence. On Aug. 11, 2015 Helton punched Michelle Helton in the face. Helton previously pleaded guilty or was convicted of domestic violence in East Liverpool Municipal Court in 2005 and in 1994. This time he is facing up to three years in prison and a $10,000 fine. Sentencing is set for April 7.
Zackery J. Strub, 22, West Lincoln Way, Lisbon, pleaded guilty to possession of drugs with a forfeiture specification and a misdemeanor charge of carrying a concealed weapon. Strub had less than the bulk amount oxycodone, $150 and a pair of brass knuckles on July 1, 2015. He was found eligible for intervention in lieu of conviction and placed on a three-year intervention plan.
Robert D. Buzzard, 42, Ohio Avenue, East Liverpool, pleaded guilty to two counts of illegal conveyance of a drug of abuse onto the grounds of a detention facility after he was found with both cocaine and heroin when he was being booked into the county jail on a failure to appear warrant on Aug. 8, 2014. He is facing up to six years in prison and a $20,000 fine. Sentencing is set for April 7.
Jimmy L. Dubose, 40, Apple Street, Salem, was found to have violated the terms of his community control because of non-payment of fines and court costs. The community control for a 2012 fifth-degree felony possession of drugs charge was dishonorably terminated.
Zachary A. Kenst, 23, Franklin Avenue, Salem, pleaded guilty to receiving stolen property after he had a Colt AR-15 rifle and a Ruger P-85 9 mm handgun belonging to William Moss on Oct. 4, 2015. He was sentenced to seven months in prison consecutive to seven months to which he was sentenced after violating his community control in a previous receiving stolen property case. In that case he had a 2002 Chevy Silverado pickup belonging to Cody Dailey on June 8, 2014.
Joshualee B. Hackney, 36, 18th Street, Wellsville, stipulated to violating the terms of his community control for a previous possession of drugs charge from having less than a gram of heroin. He was sentenced to six months in prison.
Christopher J. Price pleaded guilty in Columbiana County Common Pleas Court to domestic violence for beating and kicking his girlfriend, Emily Everly in the front yard of their home on Oakmont Avenue, East Liverpool, on July 12.
Price had previous convictions for domestic violence in East Liverpool Municipal Court on April 1, 2010 and Jan. 25, 2013. This time he faces up to 18 months in prison and a $5,000 fine. Sentencing is set for April 14.

In Columbiana County Common Pleas Court, Anthony Greathouse, 25, South Market Street, Minerva, pleaded guilty to illegal possession of chemicals for the manufacture of drugs and possession of drugs. He faces up to nine years in prison, a $17,500 fine and a five-year license suspension. On Oct. 9, 2014, Greathouse had a methamphetamine lab in his vehicle in the presence of a 1-year-old and a 15-year-old. Sentencing is set for March 28.
Missie M. Faloba, 35, Trinity Church Road, Lisbon, pleaded guilty to tampering with evidence. Faloba hid a spoon under the sink and a syringe under her dresser when police were at the home to arrest Richard Faloba on a warrant on May 1, 2015. She faces up to three years in prison and a $10,000 fine. Sentencing is set for March 28.

Columbiana County Common Pleas
Frank J. Bursick Jr., 53, East Liverpool Road, East Liverpool, was sentenced by Columbiana County Common Pleas Court Judge Scott Washam to four years probation including up to six months at the Eastern Ohio Correction Center for possession of a dangerous drug.
Bursick had initially been charged with illegal conveyance of a drug of abuse onto grounds of a detention facility, a third-degree felony, which claimed he took methamphetamines to the county jail on Jan. 22, 2014.
The charge was reduced during plea negotiations and he pleaded guilty to the new charge in November.

Charles M. Butler, 42, Youngstown, pleaded guilty in Columbiana County Common Pleas Court to three counts of trafficking in drugs with a forfeiture specification. On June 25, 2014, Butler sold or offered to sell less than five grams of cocaine. Then on Oct. 7, 2014, Butler sold or offered to sell less than five grams of cocaine and less than a gram of heroin while using a 2001 Jeep for the commission of the offenses. He faces up to three and a half years in prison, a $10,000 fine and having his license suspension for 15 years. Sentencing is set for April 7.
Laura L. Kotsch, 43, Carmel Achor Road, Rogers, pleaded guilty to cultivation of marijuana. She was found eligible for intervention in lieu of conviction and placed on a three-year intervention plan. She was accused of growing marijuana on Aug. 22, 2014.
Mark C. Pine, 50, Carmel Achor Road, Rogers, pleaded guilty to cultivation of marijuana. He was found eligible for intervention in lieu of conviction and placed on a three-year intervention plan. He was accused of growing marijuana on Aug. 22, 2014.
James D. Spencer, 23, Willard Road, Hanoverton, stipulated to violating his probation. His intervention treatment plan was dishonorably terminated and he was placed on regular probation with the same terms and conditions as was previously set for the breaking and entering charge. The charge was from when he entered a locked garage belonging to Joseph Dickson and stole several items which he sold for scrap.

Columbiana County Common Pleas
Kimberly I. Mutersbaugh, 49, Ohio Avenue, Salem, pleaded guilty in Columbiana County Common Pleas Court to receiving stolen property and misuse of credit cards. Mutersbaugh had a Key Bank debit card belonging to Verna Cain, 86, and used the card to make purchases at Walmart, Smith Oil and Dollar General totaling $194 beginning on April 23 and continuing on April 24, 2015. She faces up to 12 months in prison and a $2,500 on each charge. Sentencing is set for April 1.
Julius Ruffin, 36, Clark Avenue, Wellsville, pleaded guilty to tampering with evidence and two counts of possession of drugs with forfeiture specifications. He faces up to five years in prison, a $15,000 fine and a 10-year license suspension. Sentencing is set for March 7. On Feb, 12, 2015, while the Drug Task Force was executing a search warrant at the Emerald Motel, Ruffin flushed suspected heroin down the toilet. Additionally, he was found to have .24 grams of heroin and .47 grams of crack cocaine, a 2005 Nissan Maxima for transporting his drugs and $2,800 for use in drug-related crimes.
The grand jury decided not to indict Jamie L. Allen, 41, Fairview Street, East Liverpool, who was accused of domestic violence. The case is dismissed.
Tammy R. Bigelow, 43, Austintown, was placed on four years probation for trafficking in drugs. Her license was suspended for six months. Bigelow was granted 13 days of jail credit. On July 22, 2013, Bigelow offered .82 grams of heroin for sale to a confidential informant for $140.

Columbiana County Common Pleas
Bethany R. Devine, 24, West Pershing Street, Salem, pleaded guilty in Columbiana County Common Pleas Court to illegal manufacturing of drugs, illegal assembly or possession of chemicals for the manufacture of drugs and two counts of possession of drugs.
The U.S. Marshal’s Service, Salem police and the county drug task force went to serve an arrest warrant on two residents at the home at 922 W. Pershing St. on Nov. 5, 2014. After finding evidence of the manufacturing of meth, agents obtained a warrant and found 21 one-pot meth cooks in plastic bottles inside the home, along with finished product, chemicals and other necessary materials. Devine’s clothes were also located in a bedroom where the meth lab was located.
She also had a oxycodone tablet, meth and bottles containing 327.37 grams of liquid with methamphetamine.
Devine faces up to eight years in prison for the second-degree felony illegal manufacture of drugs charge and up to seven years on the other charges combined. Devine could also be fined up to $37,500.

Columbiana County Common Pleas
Amy J. DeLauder, 36, Johnson Road, Wellsville, was sentenced in Columbiana County Common Pleas Court to three years in the Marysville Reformatory for Women for four counts of possession of drugs. Her license was suspended for six months. On Nov. 5, 2014, DeLauder was found to have 45.55 grams of cocaine in her kitchen. Then on Feb. 23, she had less than a gram of heroin, less than five grams of cocaine and less than the bulk amount of oxycodone.
Brandon R. Kessler, 32, Fifth Street, Wellsville, pleaded guilty to possession of drugs for less than five grams of cocaine he had on Oct. 4, 2014. He was found eligible for intervention in lieu of conviction and placed on a three-year probation plan.
Dakota B. Santee, 21, New Garden Avenue, Salem, was placed on three years probation for domestic violence. Santee was further ordered to have no contact with Shari Cross, but was ordered to pay her $1,200 in restitution. On April 17, 2015, Santee grabbed Cross, whom he knew was pregnant, shoved her to the floor, grabbed her by the hair, dragged her across the floor and dropped her on her abdomen, injuring her knee and neck.

Columbiana County Common Pleas
Amanda L. Kackert, 30, Canal Street, Hanoverton, pleaded guilty in Columbiana County Common Pleas Court to assault, obstructing justice and resisting arrest. On May 10, Kackert tried to stop police, who were arresting her boyfriend, Daniel Duncan at the time. Kackert tried to grab the Taser probe wires, which resulted in a shock for Salineville Patrolman Ian McInnes, ordered her dog to attack him and kicked him as she was being placed into the patrol car. Additionally, she struck Deputy Caleb Wycoff in the mouth. She faces up to two and a half years in prison and a $7,000 fine. Kackert is scheduled for sentencing on March 7.
In Columbiana County Common Pleas Court Brandon R. Toothman, 25, Vine Street, Salem, was placed on three-years probation and had his license suspended for six months for two counts of possession of drugs. On Dec. 13, 2013, Toothman had 498.5 grams of marijuana and 1.07 grams tetrahydrocannabinol, both inside a safe along with $915 for use in the purchase or sale of marijuana.
Brandon L. Plum, 33, Claybourne Street, East Liverpool, was credited with 82 days in jail and placed on three years probation after previously pleading guilty to domestic violence. Plum reportedly choked Daniel Plum, who was pregnant at the time and engaged in an altercation in front of her children during which he pulled her back inside the house as she tried to escape, ripped her shirt off outside and struck her with his vehicle as she was running to her mother’s home next door on April 26.
Christian M. Bell, pleaded guilty to robbery and illegal conveyance of a drug onto the grounds of a detention facility. Bell, along with another man, had beaten and robbed Clyde Hunt on Aug. 11, 2015. He also took clonazepam into the county jail on July 20, 2015.
Bell requested immediate sentencing and was ordered to serve three years and nine months in prison, consecutive to time he is already serving in another criminal case. In that case, Bell was sentenced to nine months for a burglary charge after he trespassed into the home of Kayla Mrosco, West Fourth Street, East Liverpool, in order to steal two baby pit bulls on June 26. 2014. He was credited with 60 days already served toward the latest sentence.
A forfeiture ordered of $194 seized from Marques M. Kimmie during the commission of a drug-related crime. Kimmie had about six grams of brown powder containing heroin on Sept. 14, 2014, when authorities were executing a search warrant in Room 111 at the Days Inn in Lisbon. He then attempted to conceal two bags of heroin in a body cavity. He also had $194 being used for drug trafficking transactions. In December, Kimmie was sentenced to two years in prison.
