In Columbiana County Municipal Court a Jan. 4 preliminary hearing and pretrial was set for Matthew J. Crowl, 37, U.S. Route 3, Lisbon, charged with receiving stolen property after he allegedly took a vehicle owned by Jennings Morris on Saturday. He was also charged with obstructing official business after he allegedly ran from police, leaping fences and going between several houses in Salem.
Additionally, a Jan. 21 pretrial was set for Crowl, who has previously pending charges of criminal trespassing and two counts of theft for allegedly concealing a bottle of automobile fluid in his pants and leaving the Super USA store in Salem on Aug. 16. He is also accused of shoplifting at the Salem Walmart on Aug. 21, taking $103 in merchandise after he had been previously warned against being in the store.
Norris Gocher, 58, Cleveland, was fined $100 and credited with a day served in jail for disorderly conduct. Gocher was intoxicated, admitted to drinking a 24-pack of beer himself and appeared to be attempting to get down from a porch roof of a home on West Wilson Street, Salem, at 3:19 a.m. Wednesday.

A Jan. 4 pretrial was set for John M. Poling, 36, Campbell, cited with OVI third offense, OVI refusal with prior within 20 years, driving under OVI suspension, headlights, failure to control, failure to comply, resisting arrest and obstructing official business. Poling allegedly ran when Salem police attempted to pull him over when they reportedly saw him driving without headlights on Christmas.
A Jan. 4 pretrial was set for Zachary A. Kenst, 23, Franklin Avenue, Salem, charged with theft for allegedly having two back packs containing a 19-inch TV worth $200 and a Coleman power converter worth $59, which were taken from a semi truck on Sunday morning.
A Jan. 26 pretrial was set for Carolyn A. Curran, 48, Ogden Street, East Liverpool, cited with OVI first offense and failure to reinstate a license.
A Feb. 29 pretrial was set for Kevin D. Secka, 42, state Route 154, Lisbon, charged with domestic violence for allegedly slapping his 3-year-old son in the face causing bruising.
In Columbiana County Municipal Court, an East Palestine man accused of breaking into a rural church was bound over to the grand jury this week on a breaking and entering charge. Jonathan M. Weaver, 28, Bye Road, East Palestine, is accused of breaking into the Union Ridge Baptist Church on Dec. 19. The crime was reportedly discovered after he allegedly was involved in an accident in a borrowed vehicle where highway patrol troopers found items in the vehicle belonging to the church. Bond was set at $300,000 cash or surety.
Sandy M. Boggs, 53, Goshen Road, Salem, was bound over to the grand jury on an obstructing official business charge. Boggs allegedly lied to Salem police numerous times when they were trying to serve her son, Michael A. Boggs, with a felony warrant on Dec. 22.
Donald J. Williams, 52, Shady Lane, Lisbon, was found in violation of his probation for a previous conviction of OVI first offense, failure to reinstate a license and improper registration. He was credited with 95 days served in jail, sentenced to 25 additional days and required 30 hours community service.
Michael M. Nagle Jr., 31, Brenda Lane, Columbiana, was fined $450 and was credited with 120 days served in jail for resisting arrest and two counts of menacing. He was found indigent and his fines and costs were suspended. Nagle threatened two clerks at the Sunoco store in Columbiana, Autumn Davis and Kassi McCoy, on Aug. 24 and then refused to obey police commands to stay on the ground.
Christopher R. Barrett, 37, Canton, was fined $300 and had his license suspended for 180 days for possession of marijuana and lighted lights amended from speeding.
Ryan K. Stanley, 29, Sharp Street, Salem, was fined $250, credited with two days served in jail and ordered 30 hours community service for theft for stealing a pair of shoes and a pair of insoles valued at $69 at the Salem Walmart on Aug. 22 after entering the store in slippers and attempting to walk out wearing the shoes.
Chad R. Null, 35, state Route 170, East Palestine, was fined $250 and sentenced to 90 days in jail for domestic violence for grabbing Nichole Boles by the hair, slamming her head against items in the house and kicking her several times in the ribs on May 18.
Sean Chappell, 33, Union Street, Columbiana, was fined $150 for disorderly conduct for being publicly intoxicated on Aug. 15.
Wayne P. Lyons, 47, Prospect Street, Salem, was fined $150 for disorderly conduct after he refused to listen to police investigating a domestic situation on Sept. 25.
Andrew W. Harmon, 22, South Market Street, East Palestine, was fined $150 and required 10 hours community service for falsification for providing police an insurance document following an accident on June 5 when he did not have insurance.
Walker J. Trayes, 19, Quincy Avenue, Columbiana, was fined $330 and required 35 hours community service for three counts of driving under suspension, two counts of failure to control and one count each of speeding and seat belt violation.
Matthew A. Parkes, 34, Woodbine Avenue, East Liverpool, was fined $100 for speeding.
A Feb. 9 pretrial was set for Corey D. Balderson, 22, North Lincoln Avenue, Alliance, cited with OVI first offense and speeding.

A Feb. 16 pretrial was set for Logan M. Barnby, 28, Bayard Road, Minerva, cited with OVI first offense, marked lanes and open container.
A Feb. 22 pretrial was set for Gina M. Vizzo, 34, Allen Avenue, Minerva, cited with OVI first offense and marked lanes.
A Feb. 29 pretrial was set for Michael L. Mercer, 27, New Philadelphia, cited with fictitious plates.

In Columbiana County Municipal Court, Christopher J. Mills, 35, Washington Street, Washingtonville, was fined $750, credited with 17 days in jail, sentenced to an additional 28 days in jail and ordered to pay $10 to ASAP Taxi and $120 to Charles Corbett within 30 days of his release from jail for aggravated menacing, assault and theft. In lieu of paying his taxi fare, Mills threatened to kill and slit the throat of the driver Corbett, pulled him by his arm and punched him.
Devon Oliver, 19, East Chestnut Street, Lisbon, was fined $1,005, was sentenced to three days in jail, required 30 hours community service and had his license suspended for 180 days for marijuana possession, marijuana paraphernalia, OVI first offense, driving under suspension and speeding.
A Feb. 18 pretrial was set for Jason N. Givens, 35, state Route 7, Lisbon, cited with carrying a concealed weapon, possession of a controlled substance, drug paraphernalia and loud exhaust. Givens allegedly on Sunday had an unloaded Ruger 44-caliber handgun under the front seat of the vehicle, 10 rounds of ammunition for the gun in the center console, a baggie of suspected marijuana and a marijuana pipe with him when his vehicle was pulled over in East Palestine.
Savanah E. Wiles, 27, Oyster Road, Alliance, was fined $725, had her license suspended for 180 days, sentenced to seven days in jail and required 30 hours community service for OVI first offense and failure to control.
Michael J. Lottman, 21, West Eighth Street, Salem, was fined $550, credited with one day served in jail and sentenced to an additional three days for hit skip, failure to control and resisting arrest. On Nov. 18 Lottman drove away after hitting a curb in the intersection of Jennings Avenue and West Eighth Street, hid his vehicle in the garage and pulled away from police attempting to take him into custody. An obstructing official business citation was dismissed.
Jeffrey McClellan, 32, Youngstown, was fined $130 and required 40 hours community service for driving under suspension and speeding.
Curt Arnott, 37, state Route 165, East Palestine, was fined $150 for lighted lights required amended from speeding.
Christopher J. West, 37, South County Road, Washingtonville, was fined $150 and had his license suspended for 180 days for possession of marijuana on Dec. 11.
Mindy Joe West, 32, Park Avenue, Columbiana, was fined $100 and required 10 hours community service for driving under suspension and rules for turns at intersections.
Clifford W. Poynter Jr., 30, Prospect Street, Salem, was fined $100 and required 25 hours community service for driving under suspension.
Charles J. Grimm Jr., 38, Toronto, was fined $100 and required 25 hours community service for driving under suspension and a stop sign violation.
Elaine A. Mauro Pappas, 53, South Range Road, Salem, was fined $100 and required 10 hours community service for driving under suspension and registration violation.
Paul A. Evans Jr., 25, Pittsburgh, Pa., was fined $100 for a headlights violation amended from a stop sign violation.
Harold Winnale III, 48, North Elm Street, Columbiana, was fined $100 an equipment violation amended from traffic control devices.
Gerald Johnson, 74, East High Street, Salineville, was fined $100 and required 10 hours community service for driving under suspension and brake lights.
Nicole R. Thompson, 39, Sherman Street, Lisbon, was fined $100, but credited with $100 for two days served in jail. She was intoxicated and causing an inconvenience to others on Thursday.
A Jan. 4 pretrial was set for Matthew D. Brown, 32, North Madison Avenue, Salem, charged with unauthorized use of a motor vehicle for allegedly taking the vehicle of James Brown Jr. without permission on Sunday.

In Columbiana County Municipal Court Thursday, Angel Dawn Robertson, 34, Mechanicstown, Carroll County, was fined $100, sentenced one year probation and required 25 hours community service for failure to reinstate.
Ronald A. Hodge, 44, state Route 558, New Waterford, was fined $500, given credit for three days served, placed on two years probation and required 30 hours community service for physical control, lane violation and driver obstruction.
Mark A. Devinney, 45, Akron, was fined $130, sentenced one year probation and required 10 hours community service for driving under suspension and speeding.
Gerald W. Yerkey III, 22, North Lima, Harrison County, was fined $250, sentenced seven days jail and placed on two years probation for falsification.
Gregg A. Balint, 40, U.S. Route 30, Hanoverton, was fined $20 for failure to control.

Dylan J. Tasker, 24, Louisville Street, Homeworth, was fined $250 for persistent disorderly conduct for assaulting Jeremy Shafer on July 19 by coming at him from behind and punching him multiple times.
Jordan D. Dowling, 24, Township Road 297, Hammondsville, signed a waiver of extradition so he can be returned to West Virginia where there is a warrant.
A Jan. 19 pretrial was set for Colette E. Steiginga, 20, Walnut Grove Drive, New Waterford, cited with disorderly conduct while voluntarily intoxicated and resisting arrest after she allegedly knocked on the door of a woman on Lower Elkton Road asking for a ride and was found stumbling along the side of the road intoxicated and barely able to speak coherently on Sunday Steiginga then allegedly attempted to run from a deputy.
A Feb. 29 pretrial was set for Matthew A. Barr, 25, Niles, cited with possession of alprazolam.
In Columbiana County Municipal Court, Joseph A. Mitchell Jr., 24, West North Avenue, East Palestine, was bound over to the grand jury on a failure to verify charge for allegedly not living where he was registered on Hamilton Road on Oct. 29.
Charles A. Fuller, 48, state Route 172, Lisbon, was bound over to the grand jury on a notice of residence change charge after a woman living at his registered address told deputies on Nov. 25 he threw a bag out the back window a week earlier and never came back.
Michael M. Nagel Jr., 31, Brenda Lane, Columbiana, was bound over to the grand jury on a theft charge for allegedly breaking into his grandmother’s home, taking her car keys and stealing her 2015 Chevy Equinox. She was also injured during the incident. A Dec. 28 pretrial was set for Nagel for charges of resisting arrest and two counts of menacing. He is accused of threatening two clerks at the Sunoco in Columbiana also on Aug. 24.
Kenneth E. Reynolds, 68, state Route 172, Kensington, was fined $725, had his license suspended for six months, was required to attend a three-day counseling program and ordered to perform 30 hours community service for OVI first offense and marked lanes.
Michael W. Hover Jr., 25, Fair Avenue, Salem, was sentenced to 45 days in jail for possession of drug abuse instruments for syringes in his vehicle on Sept. 17, 2014.
Gerald W. Yerkey III, 23 Youngstown Pittsburgh Road, Petersburg, was fined $250, credited with three days served and sentenced to seven more for falsification for giving his brother’s information during a traffic stop on June 14, 2014.
Cory Sean Walter, 26, Ford Cliff, Pa., was fined $300, required to attend a three-day counseling program and to perform 30 hours community service for failure to control and second offense reckless operation amended from OVI first offense.
Sean Leon, 41, Salem Unity Road, Salem, was fined $250 and required 40 hours community service for driving under suspension.
Keith B. James, 48, Cleveland, was fined $400 and required 25 hours community service for fictitious plates, non compliance driving under suspension and expired registration.

A Dec. 28 pretrial was set for Quinn J. Schied Jr., 57, Georgetown Road, Homeworth, charged with aggravated menacing for allegedly on Dec. 18 making threats to several girls waiting for the school bus, calling them degrading names and telling them if he could get his hands on them he would “slit their throats.”
A Jan. 7 pretrial was set for Kevin L. Ring, 57, Prospect Street, Salem, charged with criminal mischief for allegedly putting a bar of soap in the microwave at the Columbiana County Jail on Nov. 22, causing smoke and the Lisbon Fire Department to be called.
A Feb. 11 pretrial was set for Mary T. Driscoll, 53, Youngstown-Salem Road, Salem, cited with failure to reinstate a license and speeding.
A Feb. 18 pretrial was set for Paige E. Bennett, 18, Orchard Grove Avenue, East Liverpool, charged with OVI first offense, possession of instruments to ingest/inhale controlled substances and two tail lights required.
A Feb. 26 pretrial was set for Adalee G. Moore, 23, High Street, Washingtonville, cited with driving under suspension, improper registration and two counts of driving under a 12-point suspension.

A Dec. 28 preliminary hearing and pretrial was set in Columbiana County Municipal Court for Jonathan M. Weaver, 28, Bye Road, East Palestine, charged with a felony breaking and entering after the vehicle he was driving during an accident on Saturday was found to contain items taken from the Union Ridge Baptist Church. Weaver is also charged with misdemeanor charges of possession of drug abuse instrument, possession of drugs, possession of instruments to ingest/inhale a controlled substance, driving under suspension, unsafe vehicle, failure to control and a seat belt violation.
A Jan. 12 preliminary hearing and pretrial was set for Jonathan S. Percy, 24, state Route 46, New Waterford, charged with a felony assault charge for allegedly kicking Patrolman David Beavers in the leg on Dec. 16. Percy is also charged with resisting arrest, obstructing official business and public indecency for allegedly attempting to urinate next to the road.
n Kasey J. Blackburn, 24, Carrollton, was fined $1,100, sentenced to three days in jail, required to attend a three-day counseling program, had his license suspended for180 days and ordered to perform 30 hours community service for possession of marijuana, possession of benzodiazepines, OVI first offense and lane violations.
Rebecca H. Hostetter, 54, Benton Road, Salem, was fined $675, had her license suspended for 180 days and required to attend a three-day counseling program for OVI first offense and open container.
Chaippele List, 31, Berlin Center, was fined $500 and required 80 hours community service for two counts of driving under suspension.
Tori L. Needham, 38, McGavern Road, Salineville, was fined $250, credited with one day served in jail and sentenced to two additional days for theft. She also was required to pay $200 in restitution to Kevin Morrison and to perform 25 hours community service. Needham took money as a result of the sale of firewood.

In Columbiana County Municipal Court, a Dec. 22 preliminary hearing was set for Charles A. Fuller, 48, state Route 172, Lisbon, charged with notice of residence change for allegedly moving out of his registered address on Nov. 17 and not returning. Fuller is reportedly required to register as a sex offender after a charge of aggravated indecent assault in Pennsylvania. Fuller was fined $30 for a redlight violation.
Thomas A. Hurst, 52, Salem-Unity Road, Salem, was fined $310 and required 30 hours community service for driving without a valid license, failure to display a valid sticker and failure to control.
Gregory L. Conner, 38, Cleveland, was fined $280 for driving under FRA suspension and speeding.
Kevin J. Willis II, 28, Ninth Street, Wellsville, was fined $280 for driving under suspension and tail lights.
Austin Bolen, 20, Boardman Street, New Waterford, was fined $250 for driving under FRA suspension.
Scott E. Scheesley, 41, Lisbon-Dungannon Road, Lisbon, was fined $200 and required 20 hours community service for speeding.
Vincent Paul Fink, 46, South Park, Lisbon, was fined $150, required 40 hours community service, credited with seven days served and sentenced to three days in jail for violating a temporary protection order for hiding outside his ex-girlfriend’s apartment on Dec. 10

A felony domestic violence charge against Joshualee B. Hackney, 35, Broadway, Wellsville, was dismissed. However, a Jan. 6 court trial was scheduled for Hackney charged with three counts of assault and one count of resisting arrest and violating a temporary protection order.
A Jan. 5 pretrial was set for Michelle C. Jones, 30, Grant Street, Lisbon, cited with failure to reinstate a license and improper registration.
A Jan. 28 pretrial was set for Bryan C. Candle, 28, West Garfield Road, Salem, charged with criminal damaging for allegedly opening bottles of Burnett’s Pink Lemonade Vodka and Smirnoff Sorbet Light Pomegranate Vodka, resealing them and placing them back on the shelf causing Gene’s Drive Thru in Salem $20 in damages.

A Jan. 28 pretrial was set for Ashley D. House, 27, East Sixth Street, Salem, charged with two counts of obstructing official business for allegedly turning in questionable community service sheets, unsigned by the person reportedly supervised and without the proper dates on them.
A Feb. 4 pretrial was set for Gary W. Michael, 20, Wilbert Avenue, East Liverpool, cited with driving under FRA suspension and speeding.
A Feb. 11 pretrial was set for Kenneth R. Bigley Jr., 59, state Route 154, Negley, cited with driving under FRA suspension, speeding and a tail lights violation.
A Feb. 16 pretrial was set for Donald E. White, 31, state Route 164, Lisbon, cited with driving under suspension and a seat belt violation.
A Feb. 25 pretrial was set for Brian A. Groves, 40, First Street, Hanoverton, cited with OVI first offense and lane violations.

In Columbiana County Municipal Court, Jamie L. Allen, 40, Fairview Street, East Liverpool, was bound over to the Common Pleas Court grand jury on a domestic violence charge. Allen allegedly threatened Melissa Jones that he would blow her head off and burn down her house. He then climbed through the passenger window of her vehicle, took her phone away, smashed it and punched her vehicle windshield.
A Dec. 21 preliminary hearing and pretrial was set for Jonathan S. Percy, 24, state Route 46, New Waterford, charged with a felony assault charge and cited with misdemeanor charges of resisting arrest, obstructing official business and public indecency. Wednesday, Percy allegedly exited a vehicle in which he was the passenger while police had it stopped for a traffic violation, exposed himself and attempted to urinate. He then pulled away from police and kicked one patrolman, David Beavers, who was behind him.
Cassidey A. Sandoe, 22, East Seventh Street, Salem, was credited with nine days served, sentenced to 21 additional days, fined $200 and required 50 hours community service for domestic violence for attacking his brother striking him 20 or 30 times in the head.

Brett L. Nickerson, 22, Youngstown, was fined $150 and had his license suspended for six months for possession or use of controlled substances for hashish.
Nico A. Baker, 23, West Main Street, East Palestine, was fined $130 for driving under FRA suspension and a seat belt violation.
Justin A. Homan, 31, Dover, was fined $232 including court costs for speeding.

Ross allegedly was attempting to walk north on North Market Street in East Palestine near the railroad crossing while intoxicated, was spotted staggering and eventually fell while talking to police.

A Feb. 2 pretrial was set for Melissa R. McCartney, 36, Plymouth Place, Salem, cited with OVI first offense and speeding.
A Feb. 4 pretrial was set for Jerry L. Malone II, 35, Canton, cited with OVI first offense and marked lanes.
A Feb. 8 pretrial was set for Alfred J. Black Jr., 31, West Third Street, Salem, cited with two counts of driving under FRA suspension.
A Feb. 9 pretrial was set for Donnie L. Greathouse, 37, Berry Road, Kensington, cited with driving under suspension.
A competency evaluation was ordered for Vicki A. Waite, 55, Saltwell Road, Lisbon, charged with menacing for allegedly threatening to stab someone with a pair of scissors at the Applegrove Apartments on Nov. 10. She has been ordered not to have contact with anyone at Applegrove.
A seat belt violation citation was dismissed against Tommy J. LeMasters, 39, Malone Road, Salineville.
Columbiana County Municipal
A Jan. 28 pretrial was set for Shawn Biggar, 45, Center Road, Homeworth, cited with OVI first offense, seat belt and lane violations.
Richard A. Faloba, 46, Trinity Church Road, Lisbon, appeared in Columbiana County Municipal Court for preliminary hearing on Tuesday and Judge Chris Amato determined there was probable cause to bind Faloba over to the county grand jury on a theft charge. Steven J. McVay, 34, Trinity Church Road, Lisbon, waived his right to a preliminary hearing and was also bound over on a theft charge. McVay and Faloba are accused of taking AT&T copper wire from the poles in Springhill Cemetery in Wellsville and burning it.
Brianne L. Trump, 24; and Dawnitta M. Wright, 26; and Robert Crespo, 29, North Beaver Street, Lisbon, waived their right to a preliminary hearing and were bound over to the grand jury each on two counts of robbery and two counts of assault. They are accused of luring Jonathan Cunning and Timothy Beaver back to the apartment where the three of them reportedly assaulted and robbed the two men of their belongings on Dec. 5.
Timothy J. Davis, 47, state Route 518, Lisbon, was fined $700, had his license suspended for six months and was sentenced to three days in jail for OVI first offense. A lane violations citation was dismissed.
John W. Burke, 56, West Spruce Street, Lisbon, was fined $600 and had his license suspended for six months for possession of drug paraphernalia, possession of marijuana, open container, driving under suspension, lighted lights required and a seat belt violation.
Margie S. Lindsay, 72, state Route 170, East Palestine, was fined $250 and credited with three days in jail for aggravated menacing. The H&R 22 Caliber revolver and ammo was ordered destroyed. Lindsay reportedly told a 16-year-old boy she had one bullet and it was for him while pointing the revolver at his head. The gun was later located by police and found to contain two live rounds.
Thomas A. Barton, 32, Broadway, Wellsville, was fined $200, required 50 hours community service, credited with 14 days served and sentenced to six additional days for receiving stolen property. Barton was in the vehicle where 12 stolen items valued at $230 from Tractor Supply in Salem were found on Aug. 23.

Calvin D. McCon, 46, Beaver Street, Lisbon, was fined $280 for driving under FRA suspension and traffic control devices.
Gary M. Copley, 45, Ridge Street, Leetonia, was fined $250 and credited with three days in jail for disorderly conduct amended from domestic violence for grabbing Melissa Copley, pulling her out of bed by her hair and slamming her head on the floor in March.
Shaun A. Taylor, 35, state Route 172, Kensington, was fined $250, sentenced to three days in jail and required 20 hours community service for jacklighting deer prohibited.

William A. Grey, 54, state Route 172, Lisbon, was fined $250, credited with one day served in jail and sentenced to five additional days for disorderly conduct amended from assault. Grey was involved in harming Jeremy Johnson outside the Guilford Grille on Feb. 28.
Cheyenne M. Konkle, 19, Rose Avenue, Salem, was fined $150, credited with a day in jail and required 30 hours community service for obstructing official business for telling police she did not know anyone by the name of Michael Pierre, who came out of the back door of her home a few minutes later.
Rhonda L. Griffith, 43, East Sixth Street, Salem, was fined $100, credited with three days served in jail and required 20 hours community service for disorderly conduct. Police went to her home on Friday where she was at first unresponsive and then eventually agitated about police and first responders being there to check on her well being.

William J. Blocksom, 68, East Lincoln Way, Lisbon, was fined $50 for miscellaneous wildlife violation for hunting a deer from an ATV on Nov. 30.

A Dec. 21 preliminary hearing was set in Columbiana County Municipal Court for Anthony L. Jackson, 28, Cleveland, charged with having weapons while under a disability and receiving stolen property. Jackson was the passenger in a vehicle on state Route 11 Sunday evening, which was stopped for a traffic violation and a loaded handgun was allegedly found in the glove box. Jackson reportedly told patrol trooper Brian M. Kavanagh he purchased the handgun for his girlfriend, the driver of the vehicle. The handgun has been reported stolen.
A Jan.21 preliminary hearing was set for Joseph A. Mitchell Jr, 24, West North Avenue, East Palestine, charged with failure to verify a residence. A Tier I sexual offender, Mitchell reportedly registered a Hamilton Road, East Palestine, address as his home address on Aug. 14, but was not living there when deputies followed up on Oct. 29.
John W. Savage Jr., 60, Darlington, Pa., was fined $775, had his license suspended for six months, required 50 hours community service and ordered to attend a three-day counseling program for OVI first offense and assured clear distance.
Robert D. Parks, 51, East Martin Street, East Palestine, was fined $655, sentenced to three days in jail, had his license suspended for six months and required 50 hours community service for OVI first offense, seat belt and improper registration.
Tracy L. Mattern, 44, Bye Road, East Palestine, was fined $630, credited with one days served, sentenced to five additional days in jail and required 40 hours community service for resisting arrest, OVI first offense and speeding.

A Jan. 25 pretrial was set for Evan J. Wooding, 28, East Third Street, Salem, charged with possession of drug abuse instrument for a capped syringe in the waistband of his boxer shorts on Nov. 22 when he was transported unresponsive to the Salem Regional Medical Center.
A Feb. 8 pretrial was set for Robert Marcin III, 41, Esther Avenue, Wellsville, cited with OVI first offense, OVI refusal with prior within 20 years, seat belt and lane violations.
A Feb. 8 pretrial was set for Robert D. White Sr., 64, Lisbon Street, Columbiana, charged with domestic violence for allegedly harming his daughter, Kayla L. White, on Nov. 30.
A Feb. 18 pretrial was set for Daniel A. Hostetter, 58, Pine Hollow Road, Rogers, cited with OVI first offense, driving without a valid license and a stop sign violation.
William A. Grey, 54, state Route 172, Lisbon, was sentenced to six days in the county jail, with credit for one day already served, on an assault charge that was pleaded down to disorderly conduct.
Grey, who was accused of assaulting Jeremy Johnson at the Guilford Grill, was also fined $250. A hearing is scheduled for Jan. 29 to determine whether Grey must pay $2,667 in restitution.
In other court news, the prosecutor’s office dropped a charge of failure to verify address filed against Edward B. Bailey, 32, last known address state Route 45, Lisbon, because the charges were filed in error by the sheriff’s office.
Frank Smith, 70, an inmate at the federal prison in Elkton, waived extradition back to Pennsylvania, where he is wanted on a parole violation.
Robert Marcin III, 41, Esther Avenue, Wellsville, pleaded not guilty to OVI and lane violations, and a pretrial hearing is scheduled for Feb. 8. Marcin was cited after the state highway patrol was alerted there was a vehicle in a ditch off state Route 45 in Madison Township at 2:58 a.m. Wednesday.
A pretrial hearing date of Dec. 17 was scheduled in the case of Cassidey A. Sandoe, 22, East Seventh Street, Salem, who is charged with domestic violence for reportedly hitting Avery Sandoe 20 to 30 times about the head and face on Tuesday.
The driver’s license of Arthur J. Frantz, 57, Berry Road, Kensington, was ordered forefeited after he failed to show up for a probation violation hearing on a drug paraphernalia charge.
Andy L. Spooner, 40, state Route 517, New Waterford, was sentenced to three days in the county jail for OVI, drug possession, failure to control, and a seatbelt violation. He was also fined $1,005.
The case of Jack L. Dunham Jr., 54, Riffle Road, New Waterford, was bound over to the county grand jury for further proceedings. Dunham is charged with receiving stolen property after he was found driving a stolen vehicle following a motor vehicle crash on Dec. 2.
A pretrial hearing is scheduled for Jan. 7 for Vessie L. Ward, 29, who was charged with criminal damaging for destroying Christmas decorations and breaking other items at the American Health Care facility, Beard Road, New Waterford, on Dec. 4.
Columbiana County Municipal
In Columbiana County Municipal Court, a Dec. 17 preliminary hearing and pretrial was set for Joshualee B. Hackney, 35, Broadway, Wellsville, charged with a felony domestic violence for slapping Jodi Joy, 38, on the right side of her face and throwing her to the ground. He is additionally facing misdemeanor charges of resisting arrest, violating a temporary protection order and three counts of assault. Joy reportedly had a protection order against him when he came to assault her. He then allegedly assaulted her mother Deborah K. Wellington, 55; April D. Joy, 31; and a 16-year-old; at the Broadway apartment on Sept. 27. Additionally, he fought with police placing him under arrest.
A Dec. 17 preliminary hearing was set for Jamie L. Allen, 40, Fairview Street, East Liverpool, charged with domestic violence. Allen allegedly threatened to “blow her head off” and “burn down her house” referring to Melissa Jones on March 25, 2014. Additionally, he allegedly climbed through the passenger side window of her vehicle while she was dropping off some of his belongings, smashed her phone and punched her vehicle’s windshield all in front of their 1-year-old daughter and Jones’ 3-year-old daughter.
A Dec. 17 preliminary hearing was set for Edward B. Bailey, 32, last known address state Route 45, Lisbon, charged with failure to verify an address after sheriff’s deputies reportedly found his last registered address vacant on Oct. 29.
James Jeffries, 34, Sherrodsville, waived his right to a preliminary hearing and was bound over to the grand jury on a charge of failure to notify the sheriff of a change in address. On Nov. 5 Jeffries was reportedly released from the county jail and ordered to register his new address in three days, but had allegedly failed to do so by Nov. 16.
Frank Smith, 70, Federal Correction Institution of Elkton, Lisbon, signed a waiver of extradition allowing him to be returned to Pennsylvania where he is accused of a probation violation.
Andy L. In Columbiana County Municipal Court, Gary E. Blare, 34, Main Street, Wellsville, waived his right to a preliminary hearing and was bound over to the grand jury on a charge of improper handling of a firearm in a motor vehicle. Blare was allegedly stopped by Trooper Mathew Boyer for an alleged speeding violation on Nov. 29. Blare also was charged with OVI. While searching his vehicle, a Highpoint .380 handgun was found near the center console with a loaded magazine inside. Blare later tested .277 on the BAC Datamaster machine.
Shane L. Potts, 25, Dunn Road, East Liverpool, was bound over to the grand jury after Judge Mark Frost found probable cause of a theft charge. Potts is alleged to have tried to take a Jeep owned by Paul Joy on Nov. 29.
Tracy L. Sauders, 49, East Martin Street, East Palestine, was found guilty of disorderly conduct while voluntarily intoxicated following a trial to the court on Wednesday. She was fined $100.
Columbiana County Municipal
The third person allegedly involved in the robbery and assault of two men early Saturday was arraigned Tuesday morning in Columbiana County Municipal Court. A Dec. 15 preliminary hearing and pretrial was set for Brianne L. Trump, 24, North Beaver Street, Lisbon, charged with two counts of robbery and two counts of assault.
Her alleged co-defendants, Robert L. Crespo, 29, and Dawnitta Wright, 26, also both of North Beaver Street, Lisbon, were arraigned on similar charges on Monday. Like her co-defendants, Trump is being held on a $50,000 cash or surety bond.
Trump is accused of luring Jonathan R. Cunning, 24, Youngstown, and Timothy A. Beaver, 20, East Palestine, to her apartment by sending them a text message and then along with Crespo and Wright, assaulting them and taking their belongings.
Andrea Evette Walters, 19, Youngstown, was bound over to the Columbiana County Common Pleas Court grand jury on a charge of theft. Walters allegedly had a loaner 2015 Chevy Malibu belonging to Columbiana Buick Cadillac Chevrolet for 24 days beyond when she was notified her vehicle was ready for her to pick up, driving it 4,182 miles and causing $3,931 in damages to the vehicle.
Rubin L. Williams, 35, state Route 154, Rogers, was bound over to the grand jury on a charge of having weapons while under a disability. Williams was reportedly found by members of the county drug task force to be in a home on state Route 154 on Nov. 13 with a loaded and available .40 caliber semiautomatic handgun along with suspected heroin, cocaine, cash and other evidence of drug trafficking.
Amber G. Jones, 37, Steubenville Pike, Lisbon, was credited with 22 days in jail, sentenced to two additional days and fined $250 for obstructing official business for impeding Perry Township police from determining the name of the driver of a stolen vehicle she was riding in on July 16. A receiving stolen property citation was dismissed.
Michaele N. Thorne, East Pidgeon Road, Salem, was fined $250 and required 50 hours community service for obstructing justice for being at Circle K in Perry Township with someone she was previously asked about by police and warned by police to tell them where he was at.
Derek J. Thompson, 21, Hazel Alley, East Liverpool, was fined $200 and had his license suspended for 180 days for possession of marijuana and marijuana paraphernalia.
James W. Andrews Sr., 46, Riggs Drive, East Palestine, was fined $150 and credited with two days served for assault for pushing Tracey Lemley to the ground, hitting her with a 12-pack of diet Coke, kicked her, pushed her down the stairs and stuffed rocks in her mouth on Oct. 20.
Victor Jay Tucker, 53, Dayton, was fined $150 for an equipment violation amended from failure to control.
Bridgett A. Gallagher, 50, Waterford, Mich., was fined $150 for lighted lights required amended from speeding.
Matthew J. Armstrong, 34, Depot Road, Salem, was fined $100 and had his license suspended for 180 days for drug abuse for marijuana on Oct. 26.
Michael A. McCauley, 28, Lisbon Street, Wellsville, was fined $100 and required 25 hours community service for driving under suspension.
Khbair A. Tisdale, 34, Chaffin Avenue, East Liverpool, was fined $100 and required 25 hours community service for driving under suspension and a stop sign violation.

John P. Powell, 25, Etruria Street, East Liverpool, signed a waiver of extradition so he can be returned to Pennsylvania where he faces an endangering the welfare of children charge. Powell reportedly failed to appear in Beaver County for a preliminary hearing on Aug. 25.
A driving under suspension citation against Terry L. Beabout, 26, South Green Street, Lisbon, was dismissed. Beabout was fined $30 for a seat belt violation.

Plunkett was also ordered to attend anger management counseling.
Thomas N. Hight Jr., 48, Youngstown, and Demetrius A. Lockett, 30, Youngstown, were each bound over to the grand jury for charges of having weapons while under a disability and obstructing official business for allegedly fleeing from a home on Dutchtown School Road in Elkrun Township when ordered by member of the Columbiana County Drug Task Force and the Special Response Team to lay on the ground on Oct. 1. Three guns, suspected illegal drugs, cash and digital scales were found in the home after the two men allegedly fled.
Andrew J. Duko, 24, Vine Street, Salem, was bound over to the grand jury for charges of possession of drug abuse instrument and aggravated robbery, for allegedly using a handgun to convince the clerk at Smith Oil to give him money from the register on Nov. 22.

Crespo, 29, North Beaver Street, Lisbon, was fined $250, credited with eight days in jail and required 40 hours community service for a misdemeanor domestic violence for hitting Dawnitta Wright in the face, throwing her into a door and kitchen table, knocking her to the ground and kicking her on Nov. 19.

A Dec. 3 pretrial was set for Mary E. Kiehl, 31, Park Avenue, East Palestine, charged with an unauthorized use of a motor vehicle charge, possession of drug abuse instruments and two counts of possession of drug paraphernalia. Kiehl allegedly had a hypodermic needle, three silver spoons with burn marks and two glass pipes on Nov. 21 and a hypodermic needle with a spoon with residue on Nov. 25.
A Dec. 17 pretrial was set for Stephen T. Westover, 25, Clarkson Road, Rogers, charged with driving under suspension, failure to control and unauthorized use of a motor vehicle for allegedly taking a truck belonging to Pat Palmer on Nov. 25.
A Dec. 21 pretrial was set for Marlin R. Catlos, 53, West Pershing Street, Salem, charged with OVI first offense and domestic violence for allegedly punching his girlfriend Donna Bryan in the face on Nov. 25.
A Jan. 4 pretrial was set for Chad B. Bash, 23, Maple Street, Salem, charged with domestic violence for allegedly pushing Rebecca Thomas down three times and striking her in the mouth on Nov. 24.

A Jan. 14 pretrial was set for Robert M. Guesman Jr., 21, East Main Street, East Palestine, charged with OVI second offense, driving under suspension and marked lanes.

Stephen R. Thomas, 65, Canfield, was fined $150 for lighted lights required amended from speeding.
Alan K. Bott, 49, Canfield, was fined $100 for speeding.
A Dec. 7 preliminary hearing was set in Columbiana County Municipal Court for Gary E. Blare, 34, Main Street, Wellsville, charged with having weapons while under a disability for allegedly having a Highpoint .380 handgun near the center console of his vehicle with a loaded magazine during and OVI traffic stop on state Route 7 in Yellow Creek Township on Sunday. Blare pleaded no contest to OVI first offense, speeding, seat belt, open container and disorderly conduct for a can of Natural Light in the cup holder and for pulling down his pants and urinating the patrol car. He was fined $815, had his license suspended for six months, credited with two days served in jail, sentenced to eight additional days in jail and required 60 hours community service.
Malcolm Gilford, 29, Niles, was fined $400, credited with 32 days served in jail and sentenced to an additional 58 days for three counts of driving under FRA suspension, failure to display a valid sticker, criminal trespassing, violating a temporary protection order, telephone harassment and obstructing official business. Gilford went to Roseland Commons on Nov. 10 when he had already been served with an order not to go there. On Sept. 8 he went to see Christie Felger, who had a protection order against him. He also made threatening phone calls to Felger in June. During a DTF raid on April 30, Gilford refused to cooperate with agents, yelling over them to others inside the home.
Garry L. McDaniel, 55, Maple Street, Minerva, was fined $675, ordered to attend a three-day counseling program, had his license suspended for 180 days and required 30 hours of community service for physical control amended from OVI first offense. A failure to control citation was dismissed.
Gareth L. White Jr., 34, Youngstown, was fined $300 for driving under suspension and speeding.
Rebecca L. Grimm, 19, Canton, was fined $250, credited with three days served in jail and required 30 hours community service for theft for shoplifting $91 in merchandise in her purse at the Walmart in Salem on Oct. 6.
Robert J. Kastanek, 31, North Madison Avenue, Salem, was fined $450, sentenced to five days in jail and had his license suspended for 180 days for hit skip, reckless operation, failure to control and marked lanes. Kastanek’s vehicle was involved in driving through Centennial Park and striking a home, before Kastanek fled on Oct. 13.
Angel D. Robertson, 34, East Main Street, Salineville, was fined $200, credited with three days served, sentenced to seven additional days and ordered to perform 40 hours community service for assault for punching Kristina Matter in the face over a boyfriend both were seeing.
Dickenson Louis, 45, Roselle, N.J. was fined $150 for an equipment violation amended from a stop sign violation.
Columbiana County Municipal
A Jan. 21 pretrial was set for Casey M. Jones, 26, Beard Road, New Springfield, cited with driving under OVI suspension.
A Jan. 26 pretrial was set for Eric Saeger, 54, U.S. Route 62, Damascus, cited with OVI first offense, driving under OVI suspension and speeding.
In Columbiana County Municipal Court, Megan C. Ripley, 22, U.S. Route 30, Lisbon, was credited with 11 days served, sentenced to an additional 49 days in jail and fined $100 for theft after shoplifting several items inside her purse at the Super USA in Salem on Aug. 16.
Kendra S. Chestnut, 27, Depot Road, Lisbon, was sentenced to 45 days in jail with work release granted for obstructing official business. Chestnut attempted to give the court a fake community service sheet in August.
Justin Briones, 52, Lyons Avenue, East Palestine, was fined $880, sentenced to four days in jail, required 40 hours community service and had his license suspended for six months for OVI first offense and lane violations. A signals over reversible lanes violation citation was dismissed.
Charles E. Smith, 61, Canton, was fined $305, credited with two days served in jail, ordered to attend a three-day counseling program and to complete 30 hours community service for lane violations, seat belt and reckless operation amended from OVI first offense.
William J. Robb, 29, Independence Square, Wellsville, was fined $250 for driving under FRA suspension. A speeding citation was dismissed.
Norman Fitch III, 39, Peake Street, East Liverpool, was fined $250 and required 40 hours community service for driving under suspension.
Gary A. White Jr., 25, South Lundy Avenue, Salem, was fined $200 and required 30 hours community service for disorderly conduct amended from domestic violence after he told Amber N. Tuttle he would kill her, then came to her home on Aug. 10 intoxicated, punched a hole in the bedroom wall and broke her laptop.
Kendall L. Smith Jr., 21, Youngstown, was fined $200 for disorderly conduct amended from obstructing official business for running toward members of the Columbiana County Drug Task Force during the execution of a search warrant when they were yelling for him to get on the ground on Feb. 23.
Philip A. Argiro Jr., 39, Youngstown, was fined $180 for a seatbelt violation, expired license amended from commercial license required.
Britney N. Turner, 27, Canal Winchester, was fined $150 and required 25 hours community service for driving under suspension.
Mark S. Williams, 44, Pleasant View Drive, Lisbon, was fined $150 after he was found guilty of a stop sign violation following a court trial.
Isaac Jonathan Klug, 21, Wintersville, was fined $150 for lighted lights amended from speeding.
Heather M. Wainer, 37, South Union Street, Salem, was fined $100 and credited with two days served in jail for disorderly conduct amended from assault for injuries to Casey P. Huffman on Nov. 22.
A Dec. 10 pretrial was set for Rodney Frank Smith, 28, Green Tree Place, Lisbon, charged with assault and possession of drug paraphernalia. Smith was allegedly found with a silver tobacco grinder with marijuana residue and threw David Wales against a door on Thursday.

A Dec. 3 preliminary hearing was set in Columbiana County Municipal Court for Robert J. Crespo, 28, North Beaver Street, Lisbon, charged with domestic violence for allegedly hitting Dawnita Wright in the face, blackening her eye, and throwing her into a door and the kitchen table, before knocking her to the ground and kicking her.
A Dec. 7 preliminary hearing was set for Shane L. Potts, 25, Dunn Road, East Liverpool, charged with theft for allegedly trying to steal a Jeep.
Christian M. Bell, 19, First Street, East Liverpool, was credited with 53 days served, sentenced to an additional 127 days in jail for aggravated menacing and criminal damaging. Bell threatened to slit the throat of Wanda Burris, and to kill her family after she requested he leave her property on Church Hill Road, Lisbon, on July 11. He also destroyed mailboxes at the end of her driveway.
Chris C. Woolley Jr., 28, Roselyn Avenue, Wellsville, was fined $1,300, required 50 hours community service, had his license suspended for two years and sentenced to 30 days in jail for OVI third offense and two lights required.
Robert G. Jackson Jr., 68, Rose Drive, Lisbon, was fined $1,025, credited with three days in jail, sentenced to another 27 days in jail and required 60 hours community service for OVI first offense, failure to reinstate a license and use of an unauthorized plate.
Samantha I. Sisco, 26, state Route 154, Rogers, was fined $100, credited with 11 days served in jail and sentenced to 49 additional days for theft after placing items from Dollar General in Rogers into her shorts and bra on Sept. 17.
Darren Daniel Parchem, 28, Farrell, Pa., was fined $250 for driving under suspenison.
Antonio Ramos, 28, Rose Avenue, Salem, was fined $250 and sentenced to three days in jail for obstructing official business after he used a fake ID to buy a case of Corona at Circle K on East State Street.
Gary E. Joiner, 35, Fink Road, Kensington, was fined $230 and had his license suspended for 180 days for possession of marijuana and possession of paraphernalia for a pipe.
Jennifer L. Simons, 52, West Chestnut Street, Lisbon, was fined $200 for assault for beating Britania Turick’s head off a cement wall at the Columbiana County Jail in June of 2000 when both were inmates.
Sharon R. Mitcham, 42, Warren, was fined $180 and required 25 hours community service for driving under suspension and marked lanes.
Frederick W. Heldmen Jr., 59, 15th Street, Wellsville, was fined $100 and had his license suspended for 180 days for marijuana possession and failure to display a valid plate.
Jeffrey D. Davis, 40, West Lincoln Way, Lisbon, was fined $100 and required 15 hours community service for driving under suspension.
Charges of carrying a concealed weapon and possession of a drug abuse instrument against Robert J. Anderson III, 36, Dutchtown School Road, Rogers, were dismissed so they can be presented directly to the grand jury. Anderson is accused of having three knives and a hypodermic syringe in his vehicle in August.
A Dec. 8 pretrial was set for Andrea Evette Walters, 19, Youngstown, charged with theft. Walters allegedly was granted use of a 2015 Chevy Malibu by Columbiana Buick-Oldsmobile-Cadillac-Chevrolet while her vehicle was being repaired on Aug. 5. Walters was reportedly told not to drive the vehicle more than 999 miles and to return it in the same condition she received it. However, she was notified on Aug. 7 her vehicle was ready, but she reportedly did not return to the dealership with the loaned vehicle until Aug. 31 when the vehicle allegedly had been driven 4,182 miles and had $3,931 in damage.
A Dec. 8 pretrial was set for Terry L. Beabout, 26, Green Street, Lisbon, cited with failure to reinstate a license and a seat belt violation.
A Dec. 10 pretrial was set for Garett L. Bowling II, 22, Wells Hollow Road, Wellsville, charged with theft for allegedly stealing the tip jar from Nick’s Pizza on Saturday.
A Dec. 21 pretrial was set for Shannon S. Bosworth, 33, West 14th Street, Salem, charged with domestic violence after she allegedly pushed Dean Bosworth on Saturday causing him to hit the ground and hurt his back.
A Jan. 14 pretrial was set for Kevin A. Simpson, 22, Silliman Street, New Waterford, cited with criminal trespassing for allegedly pushing an ATV along the railroad tracks on Nov. 16.
A Jan. 21 pretrial was set Benjamin M. Kuhlen, 19, East Lincoln Way, Lisbon, cited with use of an unauthorized plate.
