Wellsville Police Reports
A Wood Street resident reported at 10 a.m. Thursday, at the request of herself and neighbors, that trucks from Associated Pipelines have been driving through Lisbon Street too fast and running people off the road. She said that it is especially bad during morning hours. She was advised that officers would check the area more often.

While at the Italian Festival at 11 p.m. Aug. 7, officers were advised of a fight in front of My Bar on Main Street. Officers arrived and witnessed Alexandria Mason and Reagan Duck fighting, both throwing punches. Mason and Duck were taken to the station and cited for assault.
While at the Italian Festival at 12:12 a.m. Aug. 9, officers were advised of a fight in the 300 block on Main Street near My Bar. Officers arrived and found James D. Kemp, 29, Main Street, New Middletown, who was identified as one of the parties that had been fighting. A vendor told police that while fighting, Kemp ripped off the mirror of her truck. Kemp was reported to being heavily intoxicated, smelling of alcohol, having glossy eyes and had trouble balancing while standing. After he refused to follow numerous requests to stop yelling obscenities with families nearby, Kemp was then escorted to a police cruiser. Then he refused to enter the car, became combative with officers, attempted to pull away and bit one officer on the forearm before being tased. The officer did not suffer any puncture wounds although teeth marks and bruising were visible. While at the station for processing, Kemp was asked to empty his pockets and remove his shoes and belt. After removing his belt, he attempted to hit another officer in the face with it. That officer ducked away and Kemp was taken to the ground. Altogether, Kemp was cited for persistent disorderly conduct, criminal damaging, resisting arrest and assault on a police officer.

Police were called to the flood wall near the King’s Carry Out on Riverside Avenue around 5:50 p.m. Friday regarding two people passed out in that area. Officers found Tiffany Walls and Christopher Lee there and located several open containers of alcohol laying around that had to be dumped out. Both had been cited a day earlier for the same infraction and had an odor of alcohol coming from both of them.

Police were called around 2:04 a.m. July 21 to an Independence Square residence for a domestic dispute between Robert Simms and Chasta Cromer. Officers found Simms coming out of the home holding his 1-year-old son, smelling of alcohol, and the child was given to Cromer. Cromer was very upset and crying when she informed an officer that the two split up and Simms is not supposed to be on the property per a no trespass order April 22 from the Columbiana Metropolitan Housing Authority. Cromer said that Simms came into her residence demanding food, then threw her to the ground and punched her in the left eye, and was attested by a witness. North Star Ambulance checked Cromer on her injuries. She did not wish to be transported to the hospital but did ask for an ice pack. Simms, meanwhile, told officers he was dizzy and wanted to go to the hospital. Simms was taken to East Liverpool City Hospital, and was then cited for domestic violence and criminal trespass.
Police were called Wednesday to a Riverside Drive residence, where Anthony Pugliano reported that he went to bed just before midnight, and found the next morning that a vehicle struck and knocked over his fence.
Police were called at 12:20 p.m. Wednesday to an Independence Square residence where Taylor Adkins of Anderson Avenue said she gave James Bushman $200 to rent a vehicle through Enterprise Car Rental in Calcutta, but found out he will not rent the vehicle and she wanted her money back. After discussion, Bushman agreed to give back her money.
Raymur and Tracy Sickelsmith, Nevada Street, reported at 12:45 p.m. Wednesday they advertised to sell their truck on Craigslist, and a man named Maxwell Henry agreed to buy it. He sent them a check and told them to send $1,500 to a woman in Dallas, Ore., so that she could could deliver the truck to him. The Sickelsmiths said that when they tried to send money orders and moneygrams, they were told it was a scam. They then got a check from the bank and had it made out to the Oregon woman. They filed paperwork with Chase and Morgan Stanley and want their money returned as the original check came back as counterfeit.
Jesse Ketchum of Salineville reported at 4:50 p.m. Wednesday someone had entered his property on Broadway Avenue through a small window on the south side of the home. The resident, Larry Ketchum, said he left the house earlier in the day and returned to find the screen to the window was on the floor in his laundry room, and four articles of women’s clothing was found throughout the apartment. Inside a pair of shorts was a suspected crack pipe, an Ohio identification card and an Ohio direction card belonging to an East Liverpool woman who had recently stayed with Larry. Officers attempted to contact the woman with the number Ketchum provided but it was disconnected. An investigation is pending.
Christopher Joy, Danbury Avenue, reported at 2:21 a.m. that his wife, Heather Joy, from whom he is separated, came to Mr. Joy’s residence, opened the door and took their daughter from the residence to an Oakgrove Road address. An officer spoke with Ms. Joy, who said she received a message from the girl that she wanted to be with Ms. Joy for the night. Ms. Joy said she and two other people went to Mr. Joy’s house, and all three said the door was open so they entered, tapped Mr. Joy’s mother, Kathey Joy, on the shoulder and told her they were taking the girl for the night, to which Kathey said OK. Kathey said she felt someone tap her on the shoulder and heard the girl cry, and when Kathey woke up, the girl was gone. Mr. Joy said the door was shut and she had to open it to get in. No signs of forced entry were noticed by an officer, and Mr. Joy said the door must have been unlocked. Around 4:49 a.m., Mr. Joy called back and said he found a mark on the door and a dog that got out near 21st Street, and an officer noticed a small mark on it where some wood was pushed up.
Judy Buzzard, owner of Buzzard Trailer Court, reported at 2:23 p.m. Thursday she has received complaints about Christopher Lee being in the mobile community begging for money and that he was at a burned trailer, and Buzzard wanted him removed from the premises and charged. Officers found Lee cooking hot dogs outside the trailer, and also found Tiffany Walls hiding in a shed. A six pack of beer, a bottle of vodka and some opened beer was found in the shed. Lee and Walls were cited for criminal trespassing and intoxication. Earlier in the day, officers received calls from residents that Lee was trying to sell tennis shoes and had also begged for money as he told people his house was burned down, which has turned out not to be the case. Lee was warned to stop begging for money from village residents.
Shelly Roberts, a supervisor for the Wellsville Post Office, reported at 2:58 p.m. Thursday that female mail carrier Amber Marie Piatt, Main Street, Follansbee, W.Va., was bit by a dog of a pit bull breed at the corner of 12th and Commerce streets as she attempted to deliver mail. Piatt said a pit bull was in the yard of a 12th Street house and on the top rail of the fence when it bit her in her right shoulder. She said the dog’s teeth had apparently gone through her mailbag strap and blouse and into her skin, and two puncture marks were spotted on her shoulder. The dog belonged to Chelsea D. Edmundson, of 12th Street, who said she gave the dog, whose name is Miley, its up-to-date shots sometime between this past November and December.
Kevin J. Willis II, Ninth Street, reported at 10:10 p.m. Thursday he was assaulted by Brandi Willis after he parked his vehicle in front of his residence. Mr. Willis said Mrs. Willis ran up to him from another vehicle and started to strike him on the left side of his face as well as “punch, kick and claw” at him. Officers noticed a red mark on the right side of Mr. Willis’ neck and face below his ear, along with three distinct nail scratches on his forearm. A neighbor witnessed the assault and told police that Mrs. Willis struck Mr. Willis multiple times before falling to the ground, running to her vehicle and leaving the scene. A domestic violence warrant was issued for Mrs. Willis, and Mr. Willis was advised on how to obtain a protection order.
