A Jan. 8 pretrial was set for Scott A. Powell Jr., 34, last known address Lyons Avenue, East Palestine, charged with assault and aggravated menacing for allegedly punching Christopher Calhoun three times in the face on Wednesday and then threatening to go back and kill Calhoun and shoot him in the face whenever he would be released from jail.

A Feb. 2 pretrial was set for Michael W. Hopper, 46, Romeo, Mich., cited with a special deer or wildlife permit violation, as well as three counts of miscellaneous wildlife violation. Hopper is accused on Monday of hunting deer without a permit, taking more than one antlered deer, providing false information at a deer checking station and using a deer permit for a deer taken before the deer was issued.

A Feb. 2 pretrial was set for Jerad J. Chestnut, 25, McCallister Road, Lisbon, cited with driving under suspension.

A March 5 pretrial was set for Janaea N. Armstrong, 35, Hawley Avenue, Salem, charged with theft for allegedly attempting to shoplift $135 in merchandise from Walmart on Wednesday.

A March 9 pretrial was set for Thomas G. Piatt, 20, West Pershing Street, Salem, cited with OVI first offense and traffic control devices.

A March 10 pretrial was set for Daniel P. Cruise Jr., 30, Cemetery Road, Hanoverton, cited with OVI second offense, OVI refusal with prior within 20 years, hit skip private property, driving under FRA suspension and failure to control.

A March 24 pretrial was set for Stephen W. Bell, 28, North Lincoln Avenue, Salem, charged with obstructing official business for allegedly fleeing when police arrived at his home on Sept. 11 to serve a warrant.

Two people were charged in Columbiana County Municipal Court for their alleged involvement in a fire deliberately set in a home on Cedar Alley in Wellsville.

A Jan. 5 pretrial was set for Amber N. Jones, 34, of Wellsville, charged with arson, resisting arrest, criminal trespassing and possession of drug paraphernalia. Jones is accused being one of two people seen by a witness walking out of an abandoned home on Cedar Alley, which caught on fire.

A Jan. 5 pretrial also was set for Christopher J. Thomas, 29, of Toronto, charged with arson and criminal trespassing.

According to court documents, there was a fire started in a metal container in the house on Monday.

Nicholas P. Sanlo, 34, Sharp Street, Salem, was fined $705, had his license suspended for 180 days, was required 25 hours community service and required three days in a counseling program for OVI first offense, a seat belt violation and failure to control.

Robert James Crespo, 28, Roberts Road, Leetonia, was fined $430 and required 25 hours community service for driving under suspension, speeding and failure to reinstate a license.

Samson Crowl, 30, Cherry Street, Salem, was fined $280 and required 25 hours community service for driving under suspension and speeding.

Justin M. Bell, 25, Cambridge Street, Alliance, was fined $250 and credited with nine days served in jail for domestic violence for throwing Dishelle Carchide with his hand, throwing her outside and kicking her twice in the face.

James L. Cunningham, 32, West Street, Salineville, was fined $160 for driving under suspension, plate light and failure to display a valid license.

Matthew Metts, 25, South Lincoln Avenue, Salem, was fined $150 and had his license suspended for 180 days for possession of marijuana and drug paraphernalia.

David W. Gamble, 19, Garfield Avenue, East Palestine, was fined $150 and had his license suspended for 180 days for marijuana paraphernalia.

Corey Welsh, 19, Chamberlain Street, Negley, was fined $170 and had his license suspended for 180 days for possession of marijuana paraphernalia and speeding.

Laura I. Parsons, 29, Diamond, was fined $100, credited with one days served in the county jail and required 20 hours community service for disorderly conduct for lying on the ground, flipping about and refusing to cooperate with deputies on Dec. 23.

Timothy W. Adkins, 38, North Market Street, Lisbon, was fined $100 and had his license suspended for 180 days for marijuana paraphernalia.

Timothy Lesnick, 41, Montana Avenue, East Liverpool, was fined $100 for fictitious plates, no license and expired plates.

Gene A. Cope Jr., 40, Darlington, Pa., was fined $50 and credited with one day in jail for persistent disorderly conduct after deputies were called about him being intoxicated and in a vehicle with a handgun demanding to go to his son’s mother’s home to harm her.

Matthew R. Russell, 31, Armour Street, Alliance, was fined $100 for lights required amended from speeding.

A Jan. 5 preliminary hearing was set in Columbiana County Municipal Court for Michael Lamar Ratliff, 33, Youngstown, charged with tampering with evidence for attempting to hide narcotics from police in a toilet on Saturday.

David Starkey, 45, Township Line Road, Wellsville, was fined $735, had his license suspended for 180 days and ordered to attend a three-day school for OVI first offense, marked lanes and a seat belt violation.

Elizabeth K. Hoover, 35, South Range Road, Salem, was fined $150 and required 40 hours community service for driving under suspension.

Charlene M. Sias, 34, Elkton Road, Lisbon, was fined $130 and required 25 hours community service for driving under suspension and speeding.

Cheyne Jeffrey White, 28, Somer Street, Leetonia, was fined $100 and required 25 hours community service for driving under suspension.

Sterling Hughey, 26, Steubenville, was fined $100 for an equipment violation amended from speeding.

A Jan. 8 pretrial was set for Daron C. Nesbitt, 35, East Pershing Street, Salem, cited with obstructing official business for allegedly running from police on Aug. 10.

Columbiana County Municipal

In Columbiana County Municipal Court, a Dec. 30 preliminary hearing and pretrial was set for Morgan R. Cox, 28, Wilson Street, Salineville, charged with felonious assault, criminal damaging and menacing for allegedly breaking out the windows and damaging two interior doors at a home on Broadway in Wellsville, entering the home and assaulting Jason Halloway with a screwdriver on Nov. 23. Halloway reportedly needed 17 staples in his head to close the wound. Cox also allegedly grabbed Rebecca Ammon by the throat and threatened to harm her if she told what he had done.

Anarean O. Robinson, 38, Pennsylvania Avenue, East Liverpool, was fined $80 and had her license suspended for six months for speeding and possession of drugs for marijuana.

A Dec. 29 arraignment was set for Julio Lopez Velasquez, 26, South Lincoln Avenue, Salem, physical control, physical control with a prohibited content of alcohol and license expired less than six months.

A Jan. 29 pretrial was set for Joshua J.L. Lapin, 25, East State Street, Salem, charged with obstructing official business after he allegedly ran from police and refused to drop to the ground when instructed on Wednesday.

A March 5 pretrial was set for Fredrick J. Lyda, South Stateline Road, Petersburg, charged with driving under FRA suspension, failure to display a valid sticker and use of an unauthorized plate.

n In Columbiana County Municipal Court, Tremaine D. Cowan, 24, Cleveland, was bound over to the grand jury on a tampering with evidence charge for allegedly ingesting cocaine on Dec. 15 and then vomiting it up in the trash can in the Salem police station booking room.

n Dale B. Neiswanger III, 25, East Columbia Street, Alliance, was fined $1,025, credited with three days served, sentenced to an additional three days, required 50 hours community service and had his license suspended for six months for OVI first offense, hit skip and assured clear distance.

n Stephen J. Clunk, 55, U.S. Route 62, Beloit, was fined $750 and sentenced to 90 days in jail for obstructing official business after attempting to falsify a drug test by bringing a plastic container of urine to the court on May 28.

n Jason Monroe Grimmett, 31, Darner Road, Lisbon, was fined $350 and sentenced to 180 days in jail for intoxicated pedestrian and obstructing justice for making threats toward a patrol trooper and refusing to follow orders.

n Jennifer L. Townsend, 33, South Washington Street, East Palestine, was fined $250, sentenced to one day in jail and required 25 hours community service for persistent disorderly conduct for refusing to cooperate during a custody dispute and pulling out of the parking lot of the police station with a child unrestrained in the backseat. An obstructing official business charge was dismissed.

n Marshella L. Richards, 44, Union Ridge Road, Negley, was fined $150, required 30 hours community service and credited with one day in jail for criminal damaging for breaking the glass out of Robert Thouvenin’s camper at the Threshing Floor Campground on May 26. A restitution hearing was set for Feb. 24.

n Karen K. Dysert, 46, Bulger, Pa., was fined $100 for an equipment violation amended from speeding.

n Richard C. Wagner Jr., 21, West Garfield Road, Columbiana, was fined $100, credited with one day served in jail and required 30 hours community service for disorderly conduct for refusing to listen and causing a scene when Salem police were called to a dispute on Monday at 1156 E. State St. where he was found to be intoxicated.

n A Dec. 29 pretrial was set for Laura I. Parsons, 29, Diamond, cited with disorderly conduct while intoxicated after she allegedly laid on the ground and flopped about, told deputies multiple stories, became enraged, cursed at deputies and beat on the interior of their vehicle on Dec. 23.

May, 19, state Route 9, Hanoverton, charged with obstructing official business for allegedly running from deputies after he had been ordered to drop a long barreled gun he was holding when they arrived at the home of Jenessa M. Mathias, state Route 172, East Rochester.

Columbiana County Municipal

In Columbiana County Municipal Court, Heather J. Glosser, 38, West Egypt Road, Minerva, pleaded no contest to prohibitions concerning companion animals for allegedly confining a lab retriever mix and a beagle terrier mix outside on an 11-degree day with a wind chill below zero and without food, water or shelter. Sentencing was set for March 2.

James R. Willison Jr., 29, Jennings Avenue, Salem, was fined $900 and required 25 hours community service for three counts of driving under suspension and one count each of loud exhaust, fictitious plates and expired registration.

Andrew T. Minich, 22, Votaw Drive, Lisbon, was fined $250 and required 25 hours community service for driving under suspension.

Daniel McDonald, 42, Canton, was fined $200 for driving under suspension and failure to reinstate a license amended from driving under suspension.

Charles S. Heiney, 55, Seventh Street, Wellsville, was fined $150 for an equipment violation amended from traffic control devices.

A burglary charge against Tyler T. Joy, 36, Harvard Avenue, East Liverpool, were dismissed. Joy had allegedly been inside Tina Spann’s apartment without her permission on Dec. 15.

A Dec. 29 pretrial was set for David C. Earich, 28, Jefferson Street, Salineville, charged with domestic violence for allegedly grabbing Sam Earich by the neck, squeezing it and then slamming him to the floor on Sunday.

A Dec. 29 pretrial was set for Justin M. Bell, 25, U.S. Route 62, Salem, charged with domestic violence for allegedly striking Dishelle Carchide across the face, throwing her to the ground and kicking her twice in the face on Saturday.

In Columbiana County Municipal Court, a Dec. 29 preliminary hearing was set for Hope L. Phillips, 30, Lynn Street, East Liverpool, charged with three counts of theft for allegedly stealing items including debit card and credit cards from the purses of Cassie Moore, Stacey Treadway and Sarah Davis, which were in the break room of Dollar General in Lisbon on two different dates, Dec. 7 and Sept. 21. Surveillance video from the store reportedly shows her taking the purses from the breakroom into the women’s restroom where the items were removed. Phillips was also ordered to pay costs only for an unrelated failure to control citation.

A Dec. 29 preliminary hearing was set for Kennith R. Jordan, 41, West Pidgeon Road, Salem, charged with two counts of theft for allegedly providing a lookout for Phillips when she was taking cards from the purses of Moore and Treadway on Dec. 7 and then entering the women’s restroom where the purses were found.

Giovanne I. Vincent, 24, Cleveland, was fined $130 and required 25 hours community service for driving under suspension and a seat belt violation.

Ronald E. Conley, 26, Atwater, was fined $50 for disorderly conduct for walking out into the roadway while on Railroad Street in Salem.

Brandon A. Hoschar, 19, East Main Street, Washingtonville, pleaded no contest to assault for grabbing his 17-year-old girlfriend in a bear hug multiple times during an argument, pulling her hair and pushing her to the ground while they were at Arsuffi’s Laundromat in Columbiana on Dec. 10.

A March 10 pretrial was set for Scott J. Best, 37, Tomahawk Drive, Negley, cited with violating a temporary protection order for allegedly going to the home where Lucinda Best is staying to drop off a package and leaving a handwritten letter for her on Thursday.

A Jan. 12 pretrial was set for Keith A. Callahan, 35, Baldwin Avenue, Alliance, charged with domestic violence for allegedly throwing a cell phone at Jawna Stokes, whom he has a child with, and then for punching the window of her home causing it to shatter and cut his hand on Dec. 5.

A Feb. 9 pretrial was set for Joshua Killing, 19, Gurlea Street, Hanoverton, charged with aggravated menacing for allegedly firing a 20-gauge shotgun at or near Corey Ozengher after telling him he would “blow your head off.”

In Columbiana County Municipal Court, Jacob Brown, 28, Spillway Road, Lisbon, was fined $700, had his license suspended for 180 days, sentenced to three days in jail and required to attend a three day school for OVI first offense and a turn signal violation.

Audrey L. Wylie, 30, last known address Church Hill Street, Lisbon, was fined $300, had her license suspended for 180 days, credited with one day served in jail and sentenced to 89 additional days in jail for possession of a drug abuse instrument for heroin syringes and receiving stolen property for a circular saw belonging to her father, which she sold at Cashland in December 2013.

William Tondo, 22, Garfield Avenue, East Palestine, was fined $280 and required 25 hours community service for driving under suspension and speeding.

Jessyca A. Chamberlain, 37, West North Avenue, East Palestine, was fined $250 and required 40 hours community service for wrongful entrustment.

Marcus Randall, 34, New England Square, New Waterford, was fined $250 and required 40 hours community service for driving under suspension.

In Columbiana County Municipal Court, a Jan. 8 preliminary hearing and pretrial was set for George Porschner III, 48, Salem Warren Road, Salem, charged with felony OVI and headlights required. Porschner reportedly has five prior OVI convictions between 1996 and 2012.

Gregory A. Hostetter, 42, Pancake Clarkson Road, Rogers, was fined $250 and required 25 hours community service for driving under suspension.

Robert Moore, 62, Heck Road, New Waterford, was fined $150 for an equipment violation amended from a stop sign violation.

Taylor N. Sullivan, 21, state Route 517, Lisbon, was fined $100 and had her license suspended for six months for marijuana paraphernalia possession.

Sean Michael Haines, 20, South Union Avenue, Salem, was fined $100 and required 25 hours community service for driving under suspension.

Dawn M. Johnson, 43, Buffalo Road, Kensington, was fined $50 and credited with two days served in jail for persistent disorderly conduct for playing the stereo so loudly a deputy could hear it down the roadway and then turning the music back up within three minutes of the deputy’s departure.

Mark A. Conroy, 45, East Third Street, Salem, was fined $50 and credited with four days served in jail for persistent disorderly conduct for passing out on the front porch of the home of a neighbor, who did not know him, on Friday.

Craig Fleming Harn, 53, Vale Road, Negley, pleaded no contest to domestic violence for striking Brenda Chase in the face and attempting to strangle her with her sweatshirt in a vehicle on the way home from a bar on Sunday. Sentencing is set for Jan. 6.

A Jan. 15 pretrial was set for Ronald K. Roach Jr., 44, McKinnon Avenue, East Liverpool, charged with theft for allegedly shoplifting from Fullers True Value in East Palestine on Thursday. Roach was ordered to pay costs only for failure to control in a separate incident on Nov. 19.

In Columbiana County Municipal Court, a Dec. 23 preliminary hearing was set for Tremaine D. Cowan, 24, Cleveland, charged with tampering with evidence for allegedly ingesting a bag of cocaine about the size of a sucker to avoid Salem police finding it Monday. The cocaine reportedly caused him to vomit in the police department trash can.

A Dec. 22 preliminary hearing was set for Tyler T. Joy, 36, Harvard Avenue, East Liverpool, charged with burglary for allegedly entering the apartment of Tina Spann in Lisbon without her knowledge or permission on Monday.

Amber Rohm, 35, state Route 517, Lisbon, was fined $130 and required 25 hours community service for driving under suspension, a seat belt violation and expired plates.

Elizabeth J. Dillon, 56, Pancake-Clarkson Road, Rogers, was fined $250, sentenced to 30 days in jail and had her license suspended for 180 days for drug paraphernalia.

Benjamin Morgan, 28, Main Street, Hanoverton, was fined $200, required 25 hours community service and had his license suspended for 180 days for marijuana paraphernalia, driving under suspension and a lights violation.

Kevin W. Zimmerly, 52, East Main Street, East Palestine, was fined $150 and credited with two days served in jail for violating a temporary protection order for contacting Lori Zimmerly by coming to her apartment in Salem.

Ethan J. Redmond, 25, New Philadelphia, was fined $150 for unsafe vehicle amended from speeding.

Jon P.T. Straney, 18, West Main Street, New Waterford, was fined $150 for unsafe vehicle amended from assured clear distance.

Teresa S. Cassinger, 37, Rose Avenue, Salem, was sentenced to 90 days in jail for obstructing official business for attempting to convince the court’s probation officer she had done more than a 1,000 hours of community service with a false letter.

Daniel D. Nye, 39, Jersey Street, Alliance, was ordered to pay costs only for failure to file a financial disclosure statement.

Gregory Scott Cummings, 24, Madison Drive, East Liverpool, signed a waiver of extradition and will be returned to Pennsylvania, where he is accused of failure to appear.

Cassandra F. Garrett, 23, Boston Street, Washingtonville, pleaded guilty to theft and sentencing was set for Jan. 5. Garrett placed $50 in merchandise from Walmart in her purse. While booking her, police also found additional stolen items inside a baby’s car seat, a child she was watching for a friend.

Chris A. Parker, 50, North Sumner Street, East Palestine, pleaded no contest to violating a temporary protection order for contacting Marla Parker and checking on her through third party sources. Parker will be sentenced on Jan. 27.

Paul D. Reed, 46, Sumerduck, Va., was fined $775, required 40 hours community service, had his license suspended for six months and ordered to attend a three-day counseling program for OVI first offense, possession of marijuana and drug paraphernalia. Lane violations and open container citation were dismissed.

Michael Dean Mason, 47, Steubenville, was fined $755, had his license suspended for six months, required 30 hours community service and ordered to attend a three-day counseling program for OVI first offense, driving under suspension and speeding.

Cindy L. Catlett, 54, Kelly Park Road, Columbiana, was fined $675, had his license suspended for 180 days and required to attend a three-day counseling program for OVI first offense and failure to control.

Austin M. Sudol, 19, Homewood Avenue, Salem, was fined $500 and sentenced to three days in jail for two counts of driving under suspension.

Jordan Scott Bell, 24, West Main Street, Washingtonville, was credited with two days served in jail, fined $200 and required 40 hours community service for assault for striking another bar patron in the face with a pool ball during a fight at 496 S. Broadway on Sept. 5.

Brandon C. Heckathorn, 29, state Route 164, Lisbon, was fined $250, credited with one day served in jail, sentenced to an additional 20 days in jail and required 30 hours community service for unauthorized use of property for selling a handgun belonging to his brother to another person. He was further ordered pay his brother $550 in restitution.

Victoria Cochran, 24, Prospect Street, Salem, was fined $250 and required 25 hours community service for driving under suspension.

Joshua T. Brady, 37, Carrollton, was fined $160 and required 25 hours community service for driving under suspension, speeding and a seatbelt violation.

Kerry Cox, 39, and Phillip St. Esprit, 45, Main Street, Wellsville, were each fined $150, required 30 hours of community service, ordered to relinquish all dogs to the Wellsville Animal Control and pay the organization $1,337 in restitution for three counts cruelty to animals. On July 4, Cox and St. Esprit had a sharpei mix, an English mastiff and a pitbull mix confined in their home without sufficient food and water.

Joseph Frantz III, 32, Adams Road, Lisbon, was fined $150 for driving under suspension amended from driving under a 12-point suspension.

Tani Henry Lily, 42, Clayburn Place, East Liverpool, was fined $100 and required 25 hours community service for driving under suspension.

Martia Pereira, 39, Parshall Road, Wellsville, was fined $100 for disorderly conduct for screaming loudly and refusing to go inside to stay on Sept. 7.

In Columbiana County Municipal Court, Brandi L. Cope, 21, Holmeswood Drive, Winona, was fined $900, required 40 hours community service and sentenced to 15 days in jail for resisting arrest, disorderly conduct, expired registration and two counts of driving under suspension. Cope was outside of a home on West Lincoln Way in Lisbon on Aug. 22 screaming and acting in a disorderly manner after being told several times to calm down and pulled away from police several times while being arrested.

Preston S. Beagle, 25, U.S. Route 62, Salem, was fined $260 and required 25 hours community service for driving under suspension, failure to control, a tail lights violation, backup lights required and two counts of driving without a valid license.

John Thomas Krupa, 38, Industry, Pa., was fined $250, credited with three days served in jail, had his license suspended for six month and required 30 hours community service for reckless operation amended from OVI first offense. A marked lanes citation was dismissed.

Christopher M. Snay, 37, state Route 7, Rogers, was fined $200 for disorderly conduct amended from domestic violence for choking Shannda Todd in front of her 10-year-old daughter on May 16.

Lawrence E. Hall III, 34, West Cambridge Street, Alliance, was credited with three days served in jail and fined $50 for driving under FRA suspension and failure to control.

Clay J. Smith, Canton, was fined $105 and had his license suspended for 180 days for possession of marijuana and traffic control devices.

Eric A. Wentz, 39, Emerick Road, Kensington, was fined $150 for no plate light amended from a red light citation.
