Cameras to be installed at Scenic Vista Park
LISBON — The Columbiana County Park Board plans to install cameras at Scenic Vista Park in an effort to deter vandals and visitors dumping trash that should not be dumped in the portable toilets.
Board Chairman Eileen Dray-Bardon explained it’s becoming an issue with people putting trash into the portable toilets, which then creates a huge problem when the company comes to pump them out because the beer bottles and other trash have to be removed.
Two board members are providing the cameras that will be installed within the park to keep an eye on everything. She said the local wildlife officer from the Ohio Department of Natural Resources also plans to do some extra patrols at Scenic Vista Park.
Dray-Bardon said the hope is if people realize they’re being watched, they won’t dump trash anymore.
She pointed out that the board discussed whether trash cans should be installed, but the revenue isn’t there to support it, so they’ll continue the policy of park users carrying out what they carry in.
In other business, Dray-Bardon said bids will be opened at 2 p.m. Aug. 28 for a project to replace three culverts on the Little Beaver Creek Greenway Trail, with two located just north of the Teegarden area and one south of Teegarden. The board will then hold a special meeting at 3 p.m. Aug. 28 to award the contract for the project which is being funded with $157,000 from state capital budget money. She said the project will be required to be completed in 60 days after the contract is awarded. That section of trail will be closed during the project.
During the recent board meeting on Wednesday, bids were opened for the sale of a 12-foot landscape trailer and an 18-foot car hauler. Only two bids were received for the 12-foot landscape trailer, which the board agreed to sell to the high bid for $550. The other bid was $375. No bids were received for the car hauler, so Dray-Bardon said she’ll talk with the prosecutor’s office about their options.
She recently learned that the park district’s allocation of state money for paving driveways and parking lots was increased, so she’s applying for two projects to be done by the Ohio Department of Transportation with the $97,908 that’s available. She said the the plan is to repave the parking lot at the state Route 7 Supreme Court site and also improve the driveway at the Leetonia Trailhead off of Washington Street in Leetonia. She said these projects won’t occur until next year.
Lastly, Dray-Bardon reported being called by ODNR with an offer to name Hellbender Bluff as an Ohio River Birding Trail. The board approved the agreement, which won’t cost the park district anything. She said ODNR will develop the program, similar to the Lake Erie Birding Trail.
She said it’s exciting to be part of that and there’s a good diversity of bird varieties at Hellbender.
The next regular meeting of the county park district will be one week later than normal, at 3:30 p.m. Sept. 16.
