Cab driver arrested for drug paraphernalia found during traffic stop

EAST LIVERPOOL –Edith Martin, 57, Sunnyside Street, East Liverpool was arrested and charged for drug paraphernalia during an Aug. 20 traffic stop on College Street.

According to Chief John Lane officers had been notified of possible drug activity involving a vehicle with a Tri-County cab sticker near College and Sugar streets.

Officer George Anderson located a vehicle that matched the description provided. In is report, Anderson said that when he attempted to catch up to the vehicle, he observed the driver later identified as Martin, fail to use a turn signal 100 feet prior to a stop sign.

Anderson noted that Martin came to the stop sign then turned on her right turn signal to turn onto Walnut from E 4th St.

It was at that point that Anderson turned on his emergency lights to conduct a traffic stop.

According to the police report, Martin told the officer that she normally uses her turn signal, but she was in a rush to pick up another customer.

Anderson requested consent to search the vehicle due to multiple drug tips about the vehicle in the College and Sugar streets area.

Martin refused to give consent telling the officer saying she needed to get to the next pick-up. Anderson then requested K-9 unit and a female officer to conduct a check of the female.

Anderson asked Martin to step out of her car and stand at the rear of it until a female unit arrived.

As Anderson was finishing the citation for no turn signal a K-9 unit from Hancock County Sheriffs and Officer Izzy Perez, St. Clair Township Police Department arrived.

Martin was checked for weapons and an open-air sniff of the vehicle was done.

Anderson was told by the K-9 handler that the K-9 gave a positive alert near the center console of the vehicle.

Anderson then conducted a probable cause search of the vehicle and located a pink bag on the driver’s side floor which contained two burnt glass pipes, unknown crystal-like rock substance, a paper with unknown residue and a pencil with unknown residue on it.

When Martin was told to step over to the officer and put her hands behind her back. She started to pull away, refusing to place her arms behind her back.

Anderson, and the K-9 handler were able to place both hands behind her back and take her into custody with no further incident, according to Anderson’s report.

Martin was told she was under arrest for drug paraphernalia and issued a citation for no turn signal. She was released with a summons to appear in the Columbiana County Municipal Court on Aug. 29 at 8:30 a.m. Additional charges are pending BCI lab results.
