Trustees continue momentum on blighted properties

LIVERPOOL TOWNSHIP — Township trustees Tuesday adopted resolutions to supplement the appropriations in the General Fund line item for tax collection fees in the amount of $4,093.94, and the reallocation of appropriations in the Police District Fund line item in the amount of $754.19 from interest payments to tax collection fees.

Payment of warrants and bills in the amount of $23,448.62 was approved.

Fiscal Officer Shirley Flati reported that she was starting on the 2024 appropriations.

She also noted that the Columbiana County Commissioners will hold a public meeting on Oct. 4, in the commissioners’ meeting room located at 105 S. Market St., Lisbon. The meeting is to receive testimony designating the unincorporated areas of Liverpool, St. Clair and Yellow Creek townships as a restricted area to prohibit the construction of large solar facilities and/or large farms.

Trustee Keith Burke said he had been in touch with the engineer’s office and was told that crews were expected to begin paving work using the Issue 2 money within the next two weeks. During the old business portion of the meeting the trustees continued their discussion and course of action on blighted properties in the township. While a couple of the houses have seen some work to them by the owners, others have not. Trustees have decided to issue a final warning to the property owners before moving on to the next step. Some of the properties that have been previously discussed now have the health department involved.

Road Superintendent Chris Bosworth reported that the tractor is down and in need of repairs and will be calling around to find the best place to send it for repair work. He also questioned the possibility of the road department being able to purchase a hedge trimmer to help trim back the bushes in areas where the tractor is a tight fit or unable to get into. Flati will check the finances for the department and see if the funds are available before the next meeting.

Road crews are still ditching around the LaCroft area to prepare for next year.

Police Chief Jared Kinemond said that Motorola will be at the station Sept. 27 to install the body camera system for the officers. He also requested approval for longevity pay which is a 25 cents an hour increase plus an extra week of vacation time for an officer who has been with the department for five years. Longevity pay and vacation were both approved.

There was no report from the fire department and no one spoke during the public portion.

The Liverpool Township trustees meet every other Tuesday at 3 p.m. in the Township Administration Building. The next meeting is scheduled for Sept. 19.
