Suspect arrested on felony warrant after attempting to flee

LIVERPOOL TOWNSHIP — A Liverpool Township officer while on patrol on May 7 around 10:50 a.m. noticed a white SUV with red rims that matched the description of a vehicle previously reported to the department as possibly being involved in drug activity.

The officer started to follow the vehicle traveling at times of up to 70 miles per hour to catch up to it. Once he caught up to the vehicle in question, he observed it going over the double yellow line to pass another vehicle and attempted to make a traffic stop.

According to the police report, the officer, after turning on his lights and siren, followed the vehicle for approximately 500 yards before it stopped on Shadyside Avenue.

After the vehicle came to a stop, a male, later identified as David Sisco, 32, address not given, exited the vehicle and attempted to flee on foot.

The officer pursued Sisco south on Campground Road through backyards giving him multiple commands to stop. When Sisco failed to stop, the officer, according to the police report warned Sisco he would be tazed if he did not stop.

Sisco while still trying to flee, fell and the officer was able to take him into custody.

The officer said in his report he then asked Sisco if he was hurt and if he needed an ambulance. Sisco told the officer his knee was hurting and he was unable to move it.

The officer called for units from the St. Clair Police Department to secure Sisco’s vehicle and called for an ambulance.

The Columbiana County Sheriff’s dispatch advised the officer that Sisco had a felony warrant out of their office.

After St. Clair officers arrived, the officer searched Sisco for his arrest and discovered a clear glass smoking device typically used for meth and a capped syringe on him.

Lifeteam arrived and officers carried Sisco to the ambulance for treatment. While EMTs were treating Sisco, officers searched the vehicle, but found nothing else.

St. Clair officers stood by to wait for the arrival of First Class Towing to get the vehicle and then cleared the scene.

The Liverpool Township officer followed the ambulance to East Liverpool City Hospital where he assisted the EMTs in getting Sisco into a hospital bed. Following x-rays, hospital staff informed the officer that Sisco had a minor sprain to his left knee and was being discharged.

Sisco was taken back into custody and transported to the Liverpool Township Police Department for charges and fingerprinting.

He was then transported to the county jail. The officer was told that a deputy would be there to serve Sisco with the felony warrant they had on file for him for failure to appear on a drug charge.

Sisco was charged with two counts of drug abuse instruments, failure to comply and two traffic citations for passing on a double yellow line and driving under suspension.
