TORONTO — Michael Lee Halligan, 67, of Toronto, OH, passed away Wednesday Nov. 3, 2021, in Weirton Medical Center in Weirton, WV. Mike was born Oct. 18, 1954, in Portsmouth, OH, son of the late John and Billie (Cunningham) Halligan. Mike was retired from the First Energy Corp., Sammis Plant, in Stratton, OH, where he worked as a boat captain. In addition to his parents, Mike was preceded in death by his sister, Doris Jean Keenan, brother, David Halligan, father and mother-in-law, Bob and Mary Lou Neeper.
