Thomas E. Maxwell, 82, of Chester, died May 21 at Continuing Healthcare in Lisbon. Born in Steubenville on June 13, 1943, Tom was the son of Leroy and Audra Brammer Maxwell. Arner Funeral Chapel is handling the arrangements.
