Clarence F. Rowand

EAST LIVERPOOL -- Clarence F. Rowand, 91, of East Liverpool, died Thursday at Calcutta Health Care. He was born Oct. 8, 1930, in Hartford, W.Va., the son of Hoard and Nellie VanFossen Rowand. He is in the care of the Arner Funeral Chapel.
