Court News

LISBON -- A Wellsville woman accused of stealing from a person in a protected class in 2025 and violating the terms of her probation in a 2024 case was sentenced to consecutive terms totaling 18 months in prison.

Jessica Jean Morris, 48, Anderson Avenue, appeared for sentencing recently in Columbiana County Common Pleas Court for charges of fourth-degree felony theft from a person in a protected class and fifth-degree felony receiving stolen property.

She was sentenced to 12 months in prison for those charges which stemmed from her use of a debit card from Oct. 11, 2025 to Oct. 14, 2025. A charge of misuse of credit cards was dismissed.

For the 2024 case, she was sentenced to six months in prison for violating the terms of her probation for harassment with a bodily substance, a fifth-degree felony, for spitting on the arm of a police officer after being taken into custody and taken to the police station in East Liverpool for being severely intoxicated on Aug. 18, 2024.

The two prison terms were ordered served consecutive for a total of 18 months. She received credit for 102 days served for the 2024 case and one day for the 2026 case.

Also in Common Pleas Court:

-- Michael W. Loy Jr., 51, Shafter Lane, East Liverpool, was sentenced to 12 months in prison for violating the terms of his probation for two counts nonsupport of dependents, a fifth-degree felony, with credit for 21 days served. He failed to pay support for two people from Jan. 9, 2022 and Jan. 7, 2024.

-- Collan M. Craig, 26, state Route 534, Salem, was sentenced to nine months in prison for failure to comply with an order or signal of a police officer, a third-degree felony, and operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them-OVI, a misdemeanor. He was fined $1,040, received credit for two days served and his license was suspended for 10 years. Another OVI charge will be dismissed. Craig fled from a traffic stop in Perry Township while impaired on Nov. 27, 2025.

-- Crystle M. Geist Miller, 38, Pricetown Road, Damascus, was placed on a treatment plan for three years after pleading guilty to aggravated possession of drugs, a fifth-degree felony. She was also ordered to complete the program at the Eastern Ohio Correction Center during a term there. She possessed hydrocodone on Aug. 9, 2025.

-- Jay A. Frantz, 37, East Chestnut Street, Lisbon, was sentenced to seven days in jail for violating his probation for failure to comply, a fourth-degree felony, for fleeing from police on April 19, 2025.

-- Steven E. Johnson, 40, South Lincoln Avenue, Salem, was placed under an intervention plan for three years after pleading guilty to trespass in a habitation, a fourth-degree felony, and misdemeanor criminal damaging for trespassing in a residence on Jan. 3, 2026.

-- James D. Walsh, 28, Lacroft Avenue, East Liverpool, was ordered to serve 180 days in jail, with credit for 11 days served, for violating his probation for aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine on Oct. 18, 2024.

-- Bryan Dilling, 54, last known address Salem, was ordered to spend 16 days in jail after pleading guilty to aggravated possession of drugs and possession of cocaine, both fifth-degree felonies, with specifications for forfeiture of money from a drug case. He must forfeit $175. He possessed the money, methamphetamine and cocaine on Jan. 17, 2025.

-- Joshua R. Greene, 41, Franklin Avenue, Salem, pleaded guilty to obstructing official business and received credit for four days already served in jail. A domestic violence charge was being dismissed. He attempted to harm a woman on Jan. 26, 2026.

Municipal

LISBON -- A Lisbon man was bound over to the grand jury facing potential felony charges for allegedly inappropriately touching multiple juveniles.

Clint Cain, 57, Grant Street, Lisbon, was bound over to the grand jury charged with two counts of third-degree felony gross sexual imposition for allegedly inappropriately touching three juvenile girls while giving them rides on a four-wheeler in Lisbon on Sept. 27.

Michael Young, 31, Dillworth Road, East Liverpool, was sentenced to 90 days in jail with 89 days suspended and credit for one day served for aggravated menacing for threatening a man with metal pipes during a confrontation in St. Clair Township on May 5.

Jessie Barcus, 29, West Eighth Street, East Liverpool, was sentenced to one day in jail with credit for one day served and fined $75 for menacing for allegedly threatening to burn the property of a woman during a dispute in Liverpool Township on July 31.

Jacob Postlehwait, 19, state Route 534, Salem, was sentenced to one day in jail with credit for one days served and fined $250 for disorderly conduct amended from telecommunications harassment for calling a Salem business and an employee's personal phone "non-stop" since being terminated by the business from multiple numbers on July 17.

Brooke Roberts, 24, Shady Lane, East Liverpool, was sentenced to 30 days in jail with 29 days suspended and credit for one day served and fined $150 for disorderly conduct for repeatedly screaming and banging inside their apartment loudly enough it was audible through the walls by neighboring units after being ordered to quiet down on Monday.

Badal Patel, 34, Montgomery, Pennsylvania, was sentenced to 90 days in jail with 89 days suspended and credit for one day served and fined $750 for engaging in prostitution and possessing criminal tools for arranging to meet with an undercover agent from the Mahoning Valley Human Trafficking Task Force in East Palestine for sexual activity in exchange for currency on April 1, and possessing the cellular device used to arrange the criminal act at that time.

David Gosselin, 74, Hartford, Connecticut, was fined $1,150 for disorderly conduct amended from engaging in prostitution and possessing criminal tools for arranging to meet with an undercover agent from the Mahoning Valley Human Trafficking Task Force in East Palestine for sexual activity in exchange for currency on April 25 and possessing the cellular device used to arrange the criminal act at that time.

John Bittence, 57, state Route 700, Hiram, was sentenced to one day in jail with credit for one day served, and fined $1,1100 for disorderly conduct amended from engaging in prostitution, and possessing criminal tools for arranging to meet with an undercover agent from the Mahoning Valley Human Trafficking Task Force in East Palestine for sexual activity in exchange for currency on Nov. 30, 2025, and possessing the cellular device used to arrange the criminal act at that time.

Trevor Donley, 35, West Marshall Road, McDonald, was sentenced to 180 days in jail with 179 days suspended and credit for one day served for engaging in prostitution and possessing criminal tools for arranging to meet with an undercover agent from the Mahoning Valley Human Trafficking Task Force in East Palestine for sexual activity in exchange for currency on Aug 2 and possessing the cellular device used to arrange the criminal act at that time.

Bradley Hall, 61, Oak Street, East Liverpool, was sentenced to 90 days in jail with 87 days suspended and fined $650 for OVI.

Deven Neal, 28, Fairview Court, Salem, was sentenced to 180 days in jail with 177 days suspended and credit for three days served and fined $1,215 charged for OVI and operating a vehicle without a license.

Constantine Economus, 57, Shamrock Arbor Drive, Salem, was fined $300 for reckless operation amended from OVI and a marked lanes violation.

A pretrial was set Oct. 19 for Scott Groves, 45, Riverside Avenue, Wellsville, charged with two counts of assault for allegedly striking and spitting in the face of a man unprovoked in Wellsville on Sept. 22.

A pretrial was set Nov. 18 for Savannah Gulu, 19, Jackman Street, East Liverpool, charged with disorderly conduct for allegedly being unreasonably loud after having been involved in a fight while intoxicated and ordered to remain at home and keep it down for the rest of the night in East Liverpool on Sept. 22.

A pretrial was set Oct. 21 for Ronnie Jackson, 69, Steubenville Pike Road, Lisbon, charged with violation of a protection order, aggravated menacing, and obstructing official business for allegedly threatening to harm the protected person and fleeing from officers into his residence and refusing to come back outside when informed he was being placed under arrest in Lisbon on July 4.

A pretrial was set Nov. 24 for Steven Glover, 34, Laurinburg, North Carolina, charged with endangering children, engaging prostitution, and possessing criminal tools for allegedly arranging to meet with an undercover agent from the Mahoning Valley Human Trafficking Task Force in East Palestine for sexual activity in exchange for currency on July 31 and possessing the cellular device used to arrange the criminal act at that time. Glover allegedly also left his juvenile son alone and unattended in his semi-truck which was parked down the street with a window partially open and the doors unlocked.

A pretrial was set Dec. 2 for George Joseph Lamp III, 50, Wintersville, charged with OVI, one way traffic and open container.

Samuel E. Albright,, 42, St. Clair Avenue, East Liverpool, charged with OVI and driving under suspension.
