Grand Jury

LISBON -- An East Liverpool man accused of having sexual contact with a child was served recently with a secret indictment issued by the Columbiana County Grand Jury.

Paul S. Joy, 37, Trentvale Street, East Liverpool, was charged with two counts of gross sexual imposition, a third-degree felony, for allegedly having the contact with the child from Jan. 1, 2023 to April 26, 2023, beginning when the child was who nine years old.

Also served with a secret indictment was Danny J. Shultz, 28, Cliff Drive, Lisbon, charged with fifth-degree felonies of possession of a fentanyl-related compound and possession of heroin for allegedly possessing fentanyl and heroin on April 14, 2026.

Municipal

LISBON -- In Columbiana County Municipal Court, a preliminary/pretrial hearing was set Oct. 13 for Shane Joshua Linden, 47, Crestview Road, Leetonia, charged with felonious assault, a first-degree felony, and misdemeanors of resisting arrest and obstructing official business for allegedly swinging a linked metal chain at a sheriff deputy's head and being tased on North Market Street, then refusing to put his hands behind his back and resisting arrest, all after an incident at the Columbiana County Courthouse in downtown Lisbon on Friday afternoon.

According to the affidavit, Linden had been escorted out of Common Pleas Court and the courthouse after demanding to see a judge. While walking out, he allegedly told a deputy to take off his badge so they could fight and then turned around and left quickly. A deputy located him in front of the Eastern Ohio Correction Center, which is north of the courthouse and Lisbon Village Hall, and started questioning him about the incident, then Linden took off running and the deputy pursued him. That's when Linden allegedly turned around swinging a linked metal chain at the deputy's head.

After being tased and resisting, it took three officers to get Linden into handcuffs. He was taken to jail after Northstar EMS removed the taser probes at the scene and evaluated him.

A preliminary hearing was set Oct. 26 for Jordan Paul Williams, 34, Bradshaw Avenue, East Liverpool, charged with OVI refusal with prior within 20 years, a fourth-degree felony, OVI fourth offense, a fourth-degree felony, and misdemeanors of driving under suspension and headlights, for allegedly driving impaired on Oct. 3 in East Liverpool with several prior convictions for OVI, including two in 2024 and one in 2017.

A competency evaluation was ordered for Ryan J. Faulkner, 31, Y & O Road, Wellsville, charged with violation of a protection order for allegedly violating a protection order on Sept. 16 in Madison Township.

Corey Lee Boso, 58, Springview Street, East Liverpool, was fined $350 and given credit for 15 days served in jail for domestic violence for squeezing and injuring a woman's hand during an argument on Sept. 19 in East Liverpool.

A pretrial was set Oct. 19 for Barry S. Weigle II, 60, McClure Road, East Palestine, charged with domestic violence for allegedly shoving a woman to the ground, causing injury to her wrist and tail bone on Oct. 4 in Unity Township.

A pretrial was set Dec. 2 for Stacie Lynn Saracco, 36, Youngstown, charged with possessing criminal tools, soliciting and drug paraphernalia for allegedly posting an ad on a known prostitution website and arranging for sexual activity with an agent of the Mahoning Valley Human Trafficking Task Force in exchange for money, then arriving in Unity Township for the meeting on Oct. 3 with the phone used to make the arrangements in her possession, along with a cut straw with residue.

A pretrial was set Nov. 23 for Chason Odell Parrish, 41, Jasper, Ala., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $140, then arriving in East Palestine on Oct. 2 for the meeting with the phone used to make the arrangements in his possession.

Joseph Steven Frank, 53, Eric Drive, Lisbon, was fined $500 and given credit for 13 days served in jail for engaging in prostitution and possessing criminal tools for responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $140, arriving in Unity Township on Sept. 18 for the meeting with the phone used to make the arrangements in his possession.

Mark Anthony Bryan, 25, Sharpsville, Pa., was fined $1,150 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served for possessing criminal tools and disorderly conduct amended from engaging in prostitution, with 30 hours community service ordered. He was ordered to complete a prostitution prevention course. Bryan responded to an undercover ad on a known prostitution website and arranged for sexual acts with a woman in exchange for money paid via the Cash App, then arrived in East Palestine on June 17 for the meeting with the phone used to make the arrangements in his possession.

Christina M. Penn, 41, Warren Avenue, East Liverpool, was fined $250 and given credit for five days served in jail for obstructing official business for giving false information to Liverpool Township police during a traffic stop on Dec. 28, 2024, including false names, social security numbers and dates of birth.

A pretrial was set Oct. 21 for Danny J. Shultz, 29, Cliff Drive, Salem, charged with obstructing official business for allegedly claiming he wasn't in a vehicle a police cruiser had pulled behind after it left a suspected drug location. The occupants of the vehicle had pulled behind a residence and parked and then left on foot walking. Both the man and woman denied being in the vehicle or leaving it behind a residence on March 30, 2026.

A pretrial was set Nov. 18 for Blake K. Solmen, 26, Newgarden Avenue, Salem, charged with criminal trespass for allegedly trespassing at the Foundry in Salem on Oct. 3 after previously being trespassed from the bar.

Thomas Randall Hughes II, 38, state Route 154, Negley, was fined $500 for criminal mischief amended from theft for taking 11 items totaling $243 from the Calcutta Walmart, attempting to scan 32-cent stickers for all of his items on Jan. 24, 2026.

Heather E Walsh, 40, Youngstown, was fined $250 and received credit for one day served in jail for disorderly conduct amended from menacing for threatening to beat a woman on May 19 in East Liverpool.

Ariel L. Durham, 37, state Route 45, Lisbon, received credit for 26 days served in jail for criminal trespass for trespassing on a Salem property on Sept. 7.

Thomas J. Brown, 21, Chester, W.Va., was fined $550 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for physical control amended from operating a vehicle impaired and a turn signal violation, with 20 hours community service ordered.

Josue Nahum Tinoco Cribas, 39, East Third Street, Salem, was fined $565 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for physical control amended from OVI, with 20 hours community service ordered. His license was suspended for one year, with driving privileges granted.

Jamaine Delvin Finney, 35, Ohio Avenue, East Liverpool, was fined $900 and sentenced to 90 days in jail, with 84 days suspended and credit for three days served in a driver intervention program, with three days still to serve in jail for OVI and no license. A charge of marked lanes was dismissed. Finney also must serve 45 days of electronically monitored house arrest and complete 20 hours community service.

A pretrial was set Nov. 18 for Thomas Wesley Barrett, 36, Canton, charged with OVI, OVI blood and no turn signal.

A pretrial was set Dec. 2 for George Joseph Lamp III, 50, Wintersville, charged with OVI, one way traffic and open container.

Samuel E. Albright,, 42, St. Clair Avenue, East Liverpool, charged with OVI and driving under suspension.
