LISBON -- A man who solicited others and conspired with others to bring drugs into the Columbiana County jail was ordered to serve nine months in prison consecutively to the 4 to 6 years he's already serving for another case.
William D. Barrett, 45, Grant Street, Lisbon, pleaded guilty recently to one count of complicity in the commission of an offense, a third-degree felony, with a second count for the same charge dismissed. The conspiracy occurred April 22, 2025 to April 24, 2025 to bring drugs into the county jail.
The sentence in the previous case occurred in December 2025 for a second-degree felony charge of burglary for breaking into a woman's garage in East Liverpool on Nov. 11, 2024.

-- Christopher Paul Maher, 42, Canonsburg, Pa., pleaded guilty to third-degree felony compelling prostitution, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution for responding to an undercover ad on a known prostitution website of an adult mother trafficking her minor daughter and arranging for sexual activity with the females, including the minor, in exchange for money, traveling to East Palestine on Dec. 26 for the meeting with the phone used to make the arrangements in his possession. Sentencing was set for Oct. 29.

LISBON -- In Columbiana County Muncipal Court, a preliminary/pretrial hearing was set Aug. 24 for Meghan A. McElroy, 33, Maple Hill Road, Salineville, charged with third-degree felony telecommunications fraud and misdemeanors of criminal trespass and drug paraphernalia for allegedly running from a truck with a large amount of stolen AT&T wire from Spring Hill Cemetery and tools and also possessing and dropping a hypodermic syringe after fleeing from Spring Hill Cemetery, all on Aug. 14 in Wellsville.
Douglas L. Ritchie, 61, Bears Den Road, Leetonia, was fined $350 and sentenced to 180 days in jail, with 179 days suspended and credit for one days served, for misdemeanor assault amended from third-degree felony domestic violence for striking a juvenile several times in the face during an argument when he was allegedly antagonizing and in the victim's face trying to get the victim to hit him on July 14 in Leetonia. He must complete 25 hours community service.
A pretrial was set Oct. 21 for Melissa J. Seltz, 55, East Main Street, East Palestine, charged with domestic violence for allegedly grabbing a man by the throat during an argument Aug. 14 in East Palestine.
A pretrial was set Oct. 26 for David A. Davis, 59, South Mahoning Avenue, Alliance, charged with domestic violence for allegedly threatening to kill a woman after learning she called the police following a domestic disturbance on Aug. 16 in Knox Township. An affidavit said he began destroying the house after an argument, then followed the victim up the road when she left to call the police.
A sentencing hearing was set Aug. 26 for Shane Michaels Shreve, 30, Duke Vodrey Road, East Liverpool, who entered a guilty plea to domestic violence for punching a woman in the leg after an argument on June 27, 2024 in East Liverpool.
A pretrial was set Oct. 19 for Izaiah S. Smith-Gladson, 19, Creek Road, New Waterford, charged with assault for allegedly grabbing a woman by the hair and striking her in the left side of the face and head three times on Aug. 15 in New Waterford.
Charles N. Gough, 28, Echo Dell Road, East Liverpool, was fined $350 and sentenced to 180 days in jail, with 177 days suspended, leaving three days to serve in jail for assault, with 35 hours community service ordered. Gough was ordered to have no contact with the victim and to make restitution of $3,538. Gough was accused of pinning another man between his door and car and then punching him in the face, head and neck on March 8 in Salem. He was also ordered to serve five days in jail for violating the terms of his probation for a 2024 case of drug paraphernalia, with the term to be served at the same time as the sentence for the assault case.
A pretrial was set Aug. 31 for Kevin Scott Neely, 44, Ohio Avenue, Salem, charged with aggravated menacing for allegedly threatening to kill a man while pointing a firearm at him on Aug. 16 in St. Clair Township, with police finding a replica firearm on the porch at the suspect's mother's house, where he was detained.
A pretrial was set Oct. 20 for Stefan McLane Kutney, 31, Marysville, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $200, then traveling to Unity Township on Aug. 16 for the meeting with the phone used to make the arrangements in his possession.
A pretrial was set Oct. 27 for Kevin C. Robinson, 43, Austintown, charged with weapons while intoxicated for allegedly having a loaded firearm in his vehicle during a traffic stop for reckless operation on Aug. 17 in Liverpool Township. The affidavit said he admitted to taking two Gabapentin that night.
Charles Ira Shupp, 67, Eighth Avenue, East Liverpool, was fined $50 for disorderly conduct amended from obstructing official business for refusing several times to identify himself during an incident in East Liverpool on April 9.
Gage M. Gillespie, 18, Fisher Avenue, East Liverpool, was ordered to serve 30 days in jail for violating the terms of his probation for a 2026 case for theft and criminal damaging related to damage to a stolen motorcycle on April 19 in East Liverpool
A pretrial was set Oct. 19 for Sandra P. Schotsch, 43, Campbell, charged with theft for allegedly failing to scan and pay for 13 items valued at $119 at the Calcutta Walmart on July 23.
Gregory Alan Virden, 35, Wayne Drive, East Liverpool, was fined $925 and sentenced to 180 days in jail, with 168 days suspended and credit for 12 days served for endangering children, possessing drug abuse instruments, drug paraphernalia, loud exhaust, turn signal violation and two counts of no license. Virden was found unresponsive on a floor after a suspected drug overdose on July 19 with a child present and several items found out in the open in the bathroom, including an uncapped syringe, spoon with liquid and large torch lighter. An open door under the mirror contained more spoons with residue, another syringe, two crack pipes, a meth pipe and multiple tear-offs.
Michael Skrinjar, 44, 16 School Road, Wellsville, was fined $1,100 and given a suspended 180-day jail term for physical control amended from operating a vehicle impaired and left of center. Another OVI charge was dismissed. He was ordered to complete 20 hours community service and his license was suspended from 180 days.
A pretrial was set Oct. 5 for Nicholas M. May, 25, Foundry Hill Road, Hanoverton, charged with OVI second offense, driving under suspension and reasonable control.
A pretrial was set Oct. 27 for Kevin C. Robinson, 43, Youngstown, charged with OVI and marked lanes.
Kylee Carter, 39, Anderson Boulevard, East Liverpool, was fined $1,215 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended, for operating a vehicle impaired and reckless operation. Her license was suspended for one year, with driving privileges granted.
A pretrial was set Oct. 21 for John Burke, 66, West Spruce Street, Lisbon, charged with OVI first offense, OVI refusal with prior within 20 years and a turn signal violation.
A pretrial was set Sept. 23 for Derek Ross Westover, 40, Fairmount Road, Lisbon, charged with OVI second offense and driving under suspension.
A pretrial was set Oct. 13 for Cooper Durant Newman, 18, Summerton, S.C., charged with OVI first offense, OVI underage first offense and reasonable control.
Kevin Allen Brand, 47, Canton, was ordered to serve 15 days in jail for violating the terms of his probation for a 2021 OVI case.
