LISBON -- A Salineville man accused of running over a deputy's foot and fleeing after an incident when he threatened another man in the Spring Valley Road area in 2020 will face sentencing this morning in that case and a nonsupport of dependents case.
Scott M. Haines, 52, state Route 164, faced a jury trial last week for the July 19, 2020 incident near Salineville, with jurors finding him innocent or not guilty of first-degree felony felonious assault related to running over the deputy's foot.
Jurors, however, found him guilty of third-degree felony failure to comply with an order or signal of a police officer and misdemeanor aggravated menacing for fleeing from deputies and threatening the other man.
A fourth count for criminal damaging had already been dismissed by the prosecution.
Prior to fleeing from deputies, Haines had been at a property on Spring Valley Road where he threatened to beat the other man and "smash his skull in" and had allegedly broken pool steps and thrown a thermometer and glass table.
He's also facing sentencing for a nonsupport of dependents case.
Also in Common Pleas Court:
-- Jada C. Pack, 40, Erie Street, East Liverpool, pleaded guilty to third-degree felonies of possession of cocaine, which was a lesser-included offense from a first-degree felony cocaine possession charge, and tampering with evidence, with sentencing set for Oct. 16. Charges of trafficking in cocaine, a first-degree felony, third-degree felonies of trafficking in a fentanyl-related compound and possession of a fentanyl-related compound and misdemeanors of illegal use or possession of drug paraphernalia and possession of drugs will be dismissed. Pack was originally indicted for preparing to sell and possessing cocaine in an amount equal or greater than 27 grams, but less than 100 grams and possessing xylazine on July 6, 2025 and preparing to sell and possessing fentanyl in an amount equal or greater than 50 unit doses but less than 100 unit doses on Nov. 19, 2024. The charges from the plea involve the incident on July 6, 2025.
-- Ashley A. Harvey, 35, Birch Road, East Liverpool, pleaded guilty to illegal use of supplemental nutrition assistance program benefits or WIC program benefits, a third-degree felony, with sentencing set for Sept. 4. Harvey illegally used the benefits from July 1, 2020 to Aug. 31, 2025.
-- Wilbert E. Faulk, 67, Minerva Street, East Liverpool, was ordered evaluated for competency by the Forensic Psychiatric Center of Northeast Ohio for a case of third-degree felony violating a protection order, fifth-degree felony violating a protection order and fourth-degree felony domestic violence for allegedly striking a woman in the face while there was a protection order in place on May 22 in East Liverpool. A status hearing was set for Sept. 10.
-- Tiffany M. Sattler, 35, Sherwood Road, Wellsville, was sentenced to 180 days in jail for theft, a fifth-degree felony, with credit for 46 days already served for stealing miscellaneous merchandise from Walmart on Nov. 12, 2025.
-- Clarence McCune, 31, Woodlawn Street, East Liverpool, was ordered to serve 180 days in the county jail for violating the terms of his probation for possession of a fentanyl-related compound, a fifth-degree felony, for possessing fentanyl on Oct. 9, 2023. He received credit for 22 days already served in jail. His community control was dishonorably terminated.
-- A correction was made to a previous court entry regarding the sentencing for Mark E. Foden, 56, last known address Main Street, Wellsville, whose sentence was corrected to six months in prison instead of nine months for possession of cocaine and aggravated possession of drugs, both fifth-degree felonies, with specifications for forfeiture of money from a drug case. He had received credit for 14 days served and was ordered to forfeit $91. He possessed cocaine and methamphetamine and the $91 on Nov. 12, 2024.
-- Matthew D. Porter, 37, Vesper, Wisc., was sentenced to 90 days in the county jail and placed under community control for three years for a lesser-included offense of attempted compelling prostitution, a fourth-degree felony. He was originally charged with third-degree felony compelling prostitution. Charges of fifth-degree felony possession of criminal tools and misdemeanor engaging in prostitution were dismissed. He was designated a Tier II sex offender, requiring him to register every 180 days for 25 years. Porter was accused of responding to an undercover ad on a known prostitution website depicting an adult mother trafficking her minor daughter and arranging to have sexual conduct with both mother and daughter in exchange for $220. The affidavit said he was given multiple chances to only see the adult and requested the mother keep the minor there for the sex acts, arriving in East Palestine on Oct. 25, 2025 for the meeting, with the phone used to make the arrangements in his possession.
-- Richard Joseph Sweger, 57, Darlington, Pa., pleaded guilty to fourth-degree felony attempted compelling prostitution, originally third-degree felony compelling prostitution, with sentencing set for Sept. 21. Charges of fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution will be dismissed. Sweger responded to an undercover ad on a known prostitution website of an adult female trafficking a minor female and arranged for sexual activity with both females in exchange for $260 an hour for four or five hours, then traveled to East Palestine on Dec. 27, 2025 for the meeting with the phone used to make the arrangements in his possession, along with other items and $2,151.
-- John R. Hood, 52, Sandusky, was placed under community control for four years after pleading guilty to two counts of nonsupport of dependents, a fifth-degree felony, for failing pay support for two children from May 10, 2020 to May 8, 2022.
-- Michael E. Lamp II, 48, formerly East Liverpool, Joint Base MDL, New Jersey, was sentenced to 18 months in prison for third-degree felony aggravated possession of drugs and fifth-degree felony possession of cocaine, with a specification forfeiture for money from a drug case, with the sentenced to be served at the same time as a sentence he's currently serving at a federal prison, FCI Fort Dix. He also received a mandatory fine of $5,000 and must forfeit $102. Lamp possessed $102, methamphetamine and cocaine on June 2, 2021.

LISBON--A man is facing potential felony charges for allegedly forcibly entering a residence and assaulting a resident in Wellsville.
A preliminary hearing and pretrial were set Aug. 19 for Jon Turner Jr., 22, Maple Street, Wellsville, charged with first degree felony burglary and misdemeanor charges of aggravated menacing, vandalism, domestic violence, resisting arrest, and disorderly conduct for allegedly breaking the front door and forcibly entering an occupied residence in Wellsville on Aug. 11 and assaulting a female occupant and accidentally striking juvenile in the process. Following the alleged assault, Turner is also alleged to have resisted officers when placed under arrest requiring him to be taken to the ground where he continued to struggle against officers throughout the process of being taken to and placed within the police cruiser. Turner is also alleged to have threatened to harm three people in Wellsville on the same date.
John Bright, 30, Winona Road, Salem, was sentenced to 180 days in jail with 178 days suspended and credit for two days served for and fined $1,000 for two counts of disorderly conduct and assault. The charge of assault was amended from domestic violence, and one count of disorderly conduct was amended from a charge of possessing weapons while intoxicated. The charge of assault stems from an incident on March 5 when Bright had a physical altercation with a woman in Salem that left markings on her left arm. The charges of disorderly conduct stem from an incident on Dec. 27 when Bright had a verbal altercation with another person while intoxicated and struck a truck and had to have a firearm taken from him out of concern he would harm someone.
Scott Arter, 61, Leetonia Road, Leetonia, was fined $500 for obstructing official business for repeatedly disobeying orders from officers to stop and surrender himself and walking away from them inside a Leetonia residence when being taken into custody for a secret indictment on July 10.
