Grand Jury
LISBON -- Two drug defendants were recently served with secret indictment issued by the Columbiana County Grand Jury.
Cristin M. Murphy, 48, Cleveland was charged with fifth-degree felonies of possession of heroin and possession of a fentanyl-related compound for allegedly possessing heroin and fentanyl on July 8, 2025.
Michael A. Liggitt, 35, North Market Street, Lisbon, was charged with third-degree felonies of aggravated trafficking in drugs and aggravated possession of drugs and fifth-degree felonies of possession of heroin, possession of a fentanyl-related compound and three counts of possession of drugs, all with specifications for forfeiture of money from a drug case for trafficking and possessing methamphetamine and possessing $205, heroin, fentanyl, xylazine, clonazepam and alprazolam on April 15 this year.
Court News
LISBON -- A man who violated the terms of his probation for domestic violence was ordered to prison for 10 months.
Brian W. Keith, 56, Chaffin Avenue, East Liverpool, appeared recently in Columbiana County Common Pleas Court for a probation revocation hearing, with his community control dishonorably terminated. He received credit for 137 days already served in jail.
Keith was accused of harming a woman on Sept. 11, 2023.
Also in Common Pleas Court:
-- Jalyn M. Gates, 30, Ashtabula, was placed under community control for two years after pleading guilty to possession of cocaine, a fifth-degree felony, for possessing cocaine on Oct. 16, 2025.
-- Ashley M. Kerr, 35, Carmel Achor Road, Rogers, was placed under an intervention plan for two years after pleading guilty to possession of cocaine, a fifth-degree felony, for possessing cocaine on Oct. 16, 2025.
-- Michael R. Craig, 47, state Route 170, East Palestine, was given a sanction of seven days in the county jail for the failing to comply with the terms and conditions of his treatment plan in drug court for possession of drugs for possessing tramadol on July 5, 2022.
-- Timothy F. Gibbs, 38, St. Clair Avenue, East Liverpool, was sentenced to a term at the Eastern Ohio Correction Center until the program is complete for fifth-degree felonies of possession of heroin and possession of a fentanyl-related compound for possessing heroin and fentanyl on April 11, 2025. He received credit for 13 days served and was placed under community control for three years.
Municipal
LISBON -- In Columbiana County Municipal Court, a pretrial was set Oct. 14 for Charles Preston Holcomb, 47, Canton, charged with dissemination of image of another person and drug paraphernalia. East Liverpool police officers learned in October 2025 that Holcomb allegedly sold nude photos of a woman without her consent. According to the affidavit, she had taken nude photographs and videos and shared them with Holcomb in confidence, then he asked if he could sell them and split the money with her, but she told him no. Then police learned he disseminated the images/videos without her consent for financial compensation. On Aug. 8 in East Liverpool, he possessed a burnt glass pipe, a tube with a cut straw inside and an unknown crystal-like substance.
Timothy E. Reaves, 37, Lincoln Avenue, East Liverpool, was fined $250 and sentenced to 180 days in jail, with 176 days suspended and credit for four days served, for assault amended from domestic violence, with 40 hours community service. He grabbed a woman by the throat and choked her twice and punched her on June 14 in East Liverpool.
Micheal A. Williams, 32, last known address Maine Boulevard, East Liverpool, was fined $250 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served, with 25 hours community service, for assault amended from domestic violence. He was ordered to have no contact with the victim or Calcutta Walmart. He grabbed her by the arm during an argument at the Calcutta Walmart on Dec. 5, 2025.
Charges of aggravated menacing and assault against Timothy Dale Lasure, 39, Wilbert Avenue, East Liverpool, were dismissed, with the judgment entry noting the alleged victim's whereabouts were unknown. The alleged assault of another man and threats against the victim allegedly occurred on Jan. 20 in East Liverpool.
A charge of violation of a protection order against John Paul Peuterbaugh, 52, Woodland Avenue, Salem, was dismissed, with a notation that there's no active protection order in place. He was accused of allegedly calling East Liverpool police to do a welfare check on a protected person on June 21 and also contacting two of the person's relatives.
Terry David Adkins, 72, St. Clair Avenue, East Liverpool, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served for disorderly conduct amended from domestic violence, with 20 hours community service. Adkins struck a woman in the face, neck and arms on July 29 in East Liverpool.
