LISBON -- The Columbiana County Sheriff's Office recently served multiple drug defendants with secret indictments issued by the county grand jury, including:
-- Travis A. Swinehart, 32, Pittsburgh Street, Columbiana, charged with second-degree felonies of aggravated trafficking in drugs and aggravated possession of drugs, third-degree felony having weapons while under disability and fifth-degree felonies of possession of drugs and unlawful possession of a dangerous ordnance, with three specifications for forfeiture of a gun in a drug case related to three different guns he possessed on Oct. 21, 2025, along with methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk and buprenorphine.
-- Bradley J. Reeder, 44, West Lincoln Way, Lisbon, three fifth-degree felony counts of aggravated possession of drugs for allegedly possessing methamphetamine on Dec. 28, 2024, July 3, 2025 and Aug. 9, 2025.
-- Nicole D. Moman, 49, St. George St., East Liverpool,first-degree felonies of trafficking in cocaine and possessing cocaine, with specifications for forfeiture of money from a drug case for allegedly trafficking and possessing 27 grams to 100 grams of cocaine and possessing $25,279 on March 6.
-- Michael E. Lamp II, 48, last known address Sixth Avenue, East Liverpool, third-degree felony aggravated possession of drugs and fifth-degree felony possession of cocaine, with specifications for forfeiture of money from a drug case, for allegedly possessing methamphetamine, cocaine and $102 on June 2, 2021.
-- Sterling Anthony Henry, 27, Minerva Street, East Liverpool, fifth-degree felony possession of drugs, with a specification for forfeiture of money from a drug case for allegedly possessing buprenorphine and $1,716 on Nov. 14, 2025.
-- Harrison M. Bittinger, 46, Imperial, Pa., third-degree felony aggravated possession of drugs for allegedly possessing methamphetamine on April 16.
Municipal
LISBON -- In Columbiana County Municipal Court, cases against Kelly Marlee Reed, 36, Broadway Avenue, Wellsville, were bound over to the county grand jury for fourth-degree felony assault and misdemeanors of obstructing official business and left of center for allegedly failing to follow commands of police officers during a traffic stop on May 31 in East Liverpool and then allegedly kneeing an officer when they arrived at the jail and he was removing her seat belt.
Arrianna E. Gutierrez, 21, West Main Street, Washingtonville, was fined $500 and given a suspended 180-day jail term for assault amended from domestic violence with 40 hours community service ordered and no contact with the victim. She hit another woman twice and shoved her when an argument became physical on Jan. 27 in Rogers.
Zachary W. Carr, 18, Aetna Street, Salem, was fined $500 and sentenced to 30 days in jail, with 21 days suspended and credit for nine days served, with 20 hours community service, for disorderly conduct amended from domestic violence and menacing amended from aggravated menacing for punching a woman in the face and pulling a man's hair and punching him in the face during an incident July 5 in Salem, and then also making threats against the victims when police officers were on the scene.
Cody Thomas Myers, 34, Warren, was fined $750 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for engaging in prostitution and possessing criminal tools, with 20 hours community service and an education course ordered. Myers responded to an undercover familial ad on a known prostitution website and arranged for sexual activity with women in exchange for money, then arrived in East Palestine on Dec. 31, 2025 for the meeting with the phone used to make the arrangements in his possession.
Jason Xavier Monge, 34, Pittsburgh, Pa., was fined $750 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in jail, for engaging in prostitution and possessing criminal tools, with 30 hours community service and a prostitution prevention course ordered. Monge responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman in exchange for money through the Cash App, then traveled to East Palestine on March 2 for the meeting with the phone used to make the arrangements in his possession.
Karen Ann Skeins, 33, Youngstown, was fined $250 and sentenced to 60 days in jail, with 58 days suspended and credit for two days served, with 20 hours community service and an education course ordered, for soliciting. She posted an ad offering sex for hire on a known prostitution website and arranged for sexual activity with an undercover agent who responded to the ad, traveling to East Palestine on Sept. 23, 2025 for the meeting.
Ammar Omar Zayed, 34, North Olmstead, was ordered to serve 10 days in jail for violating the terms of his probation for a 2023 case of engaging in prostitution and other charges from a sex-for-hire arrangement.
A charge of violation of a protection order against Robert Bortz, 85, Votaw Drive, Lisbon, was dismissed by the state, with the state determining the protection order had expired prior to the incident on June 12 in Hanover Township when he allegedly screamed at a protected person.
A pretrial was set Sept. 15 for Paul Lee Beaver, 36, Wooster Street, East Liverpool, charged with theft for allegedly stealing a pair of sandals from Dollar General in East Liverpool on June 19. Beaver allegedly took off his shoes and hid them, then slid on the pair of sandals and walked out without paying.
A pretrial was set Sept. 21 for Thomas E. Morrison, 55, Marion, charged with criminal trespass for allegedly trespassing at Fawcett apartments on July 13 after previously being evicted and trespassed from the property
Chad Vance Lang, 32, Malvern, was fined $150 for disorderly conduct for being intoxicated and breaking items at a residence in St. Clair Township on May 9.
