LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set July 20 for Mason A. Patchin, 23, last known address West Fifth Street, Salem, charged with felonious assault, a second-degree felony, and misdemeanor obstructing official business for allegedly grabbing a pair of scissors and lunging at another man during an altercation on July 10 in Salem, causing a cut to the victim’s right hand. Apparently, the two men got into an argument that turned physical while they were sleeping in a tent on Sunset Boulevard, an affidavit said. He ran off and police found a man fitting his description walking on West Fifth Street and he gave officers a false name when they stopped him.
A preliminary hearing was set July 20 for Kyle L. Gloss, 25, last known address North Lincoln Avenue, Salem, charged with felonious assault, a second-degree felony, for allegedly causing damage to another man’s rib area with a weapon during an altercation on July 10 in Salem. Apparently, the two men got into an argument that turned physical while they were sleeping in a tent on Sunset Boulevard, an affidavit said. Scissors were involved.
A pretrial was set Sept. 30 for Richard Paul Austin, 36, St. George Street, East Liverpool, charged with domestic violence for allegedly sending threatening text messages to a person in East Liverpool on June 10.
A pretrial was set July 20 for Steven Cappitte, 41, Southeast Boulevard, Salem, charged with domestic violence for allegedly threatening to kill a woman and throwing stuff at her in Salem on July 12.
A status conference hearing was set Sept. 14 for Troy R. Oyer, 33, Rochester Road, Minerva, charged with domestic violence for allegedly making threats of violence against a woman on April 19 in Minerva, also kicking a puppy in the face and throwing it in a kennel.
Jason D. Mullins, 42, North Union Avenue, Salem, was fined $200 and sentenced to 30 days in jail, with 10 days suspended and credit for three days served, leaving 17 days still to serve for domestic violence, with 30 hours community service. He must make restitution of $200. On April 4, 2025, he chased a woman’s vehicle and punched the driver side window, breaking it. A pretrial was set July 15 for Mullins for a charge of violating a protection order for allegedly sending messages through the Cash App and Venmo on July 10 wanting to pay the victim to drop the domestic violence charge in violation of a protection order
A pretrial was set July 29 for Seraphim Athena Laws, 22, Brenda Lane, Columbiana, charged with assault for allegedly punching another woman in the face while she was sleeping on July 11 in East Liverpool.
A sentencing hearing was set July 27 for Thomas Price, 29, Lisa Lane, Lisbon, who pleaded no contest and was found guilty of domestic violence for allegedly threatening to harm a woman, raising his fist while getting closer to her and threatening to kill her on July 12 in Center Township.
A pretrial was set July 27 for Michael J. Roesti, 69, Lake Front Drive, Beloit, charged with public indecency for allegedly standing in the window of his residence on July 12 with the blinds open exposing his private parts and touching himself.
A pretrial was set July 14 for Michael Shane Fowler, 54, Warren, charged with inducing panic, aggravated menacing and disorderly conduct for allegedly threatening to kill police officers after exiting an East Palestine residence with a machete and then continuing to threaten them during a 90-minute standoff while also armed with a double-edged axe with dozens of residents watching and then evacuated from the area. He was eventually taken into custody with less lethal weapons used to incapacitate him.
Hally Danae Fitch, 21, McCoy Avenue, East Liverpool, was fined $350 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, with 25 hours community service, for criminal damaging and disorderly conduct amended from domestic violence. Fitch was accused of dragging a man off of a bed and then striking him in the mouth after the altercation moved outside and he allegedly struck her in the face on Feb. 11. While in custody at the East Liverpool Police Department, she kicked a desk, causing damage.
Abram James Simons, 46, Parkway, East Liverpool, was fined $750 and given a suspended 180-day jail term, 20 hours community service and an order for a prostitution prevention course for engaging in prostitution and possessing criminal tools. He must forfeit $150 to the Mahoning Valley Human Trafficking Task Force. Simons responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman in exchange for money, then drove to East Palestine on Nov. 11, 2025 for the meeting with the phone used to make the arrangements.
Willie Daniels, 42, Youngstown, was fined $750 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, with 20 hours community service and an education course ordered, for engaging in prostitution and possessing criminal tools for responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for money to be paid via electronic means, then driving to East Palestine on April 16 for the meeting with the phone used to make the arrangements.
A pretrial was set Sept. 23 for Gregory S. Moore, 48, Monessen, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $80, then traveling to East Palestine on July 10 for the meeting with the phone used to make the arrangements.

Riggi, 71, Rices Landing, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $150, then traveling to Unity Township for the meeting with the phone used to make the arrangements.

Euper, 40, Connelley Springs, N.C., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $80, then traveling to Unity Township for the meeting with the phone used to make the arrangements.
A pretrial was set Sept. 23 for Benjamin C. Schmidtetter, 30, Rimersburg, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for money, then traveling to Unity Township for the meeting with the phone used to make the arrangements on July 9.
A pretrial was set Sept. 14 for Antoine Lester Moman, 51, St. George Street, East Liverpool, charged with obstructing official business for allegedly ignoring commands from members of the Columbiana County Drug Task Force while they were executing a search warrant at an East Liverpool residence, refusing to come to the door and staying in the bathroom on April 6.
A pretrial was set Sept. 9 for Josiah Jones, 18, Simmons Street, East Liverpool, charged with theft for allegedly stealing another person’s bicycle from Circle K in Lisbon on July 3.
Chad E. Williamson, 45, Perry Grange Road, Salem, was fined $150 and sentenced to five days in jail, with credit for two days served, leaving a balance of three days to serve in jail for theft for placing a radio and a bottle of whiskey in his pants at the Salem Walmart on July 11 and leaving without paying.
Justin A. Larkins, 26, Applegate Road, Salem, was fined $250 for disorderly conduct amended from obstructing official business for refusing to provide police officers with his identifying information in Salem on April 25.
Douglas E. Meadows, 57, East North Avenue, East Palestine, was fined $50 for fishing license required for failing to have a fishing license when he was fishing July 4 at Highlandtown Lake boat ramp.
Bridgette Faith Scheer, 19, Georgetown, Pa., was fined $50 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for endangering children, with 40 hours community service ordered. On May 26 in East Liverpool, she knowingly inhaled a narcotic and consumed alcohol while a child was in the vehicle.
A pretrial was set Aug. 4 for Romelo A’ro Harrison, 19, McCoy Avenue, East Liverpool, charged with theft for allegedly stealing someone else’s bicycle from Circle K in Lisbon on July 3.
Timothy Monnot, 73, East Beech Street, Alliance, was fined $1,145 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended, for operating a vehicle impaired, left of center and no seat belt. His license was suspended for one year.
A pretrial was set Sept. 14 for Ryan Matthew Hoschar, 29, Lisbon Road, Salem, charged with OVI second offense, marked lanes, OVI third offense, OVI refusal and reasonable control.
A pretrial was set July 22 for Patricia Exline, 48, Honey Lane, Leetonia, charged with OVI, OVI breath, open container and marked lanes.
Clarissie E. Zellers, 44, was fined $500 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, with 20 hours community service, for physical control. Another count of physical control was dismissed.
Sean Glenn Hutton, 37, East Taggart Street, East Palestine, was fined $565 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, with 20 hours community service, for OVI. A charge of failure to control was dismissed. His license was suspended for one year, with driving privileges granted.
