POLICE
Sheriff’s Office
— A deputy was dispatched at 9:59 p.m. Saturday to Steubenville Pike Road, Center Township, for a protection order violation. Warrants were issued out of Columbiana County Municipal Court for a 69-year-old Lisbon man for charges of violating a protection order, aggravated menacing and obstruction of official business.
— A disturbance was reported at 8:04 p.m. Saturday at Big Arb’s Campground, Buffalo Road, West Township, at the front gate involving a man and woman who were camping on the property and were asked to leave per the owner. A deputy spoke to the man and woman, who were getting into a vehicle to leave. They were told, per the owner, that they’re not permitted back on the property.
— A welfare check was requested for a woman residing on Brookfield Avenue, Lisbon at 9:47 a.m. July 1. A deputy spoke with the woman, who advised she was fine. She also advised she blocked the family member who was asking for the welfare check and does not want any contact with that person.
Highway Patrol
— John E. Cianni, 62, St. Jacob-Logtown Road, Lisbon, escaped injury after a falling tree struck his Jeep Wrangler at 5:45 a.m. July 4 on Logtown Road in Center Township. The Jeep sustained functional damage to the front and top of the vehicle.
— Donna G. Ramsey, 53, Rochester Road, East Rochester, was cited for reasonable control after her northeastbound vehicle traveled off of Wayne Bridge Road in Center Township at 1:58 p.m. July 3 and struck a large stone, causing the GMC Sierra to overturn. Both Ramsey and her passenger, Lewis Bath, 59, First Street, Hanoverton, were each transported by North Star EMS to Salem Regional Medical Center with suspected minor injuries.
— Jared A. Mainous, 38, Elmore, was cited for traffic control devices after his westbound motor home on Georgetown Road struck the overhead structure of a bridge in Knox Township at 8:02 p.m. July 2, with functional damage to the top of the motor home. Mainous and four passengers were uninjured.
— Johnathon S. Russell, 42, state Route 45, Lisbon, was cited for a right of way violation after his vehicle failed to yield from a private drive and struck an eastbound vehicle on state Route 39 driven by Mary M. Palumbo, 30, Steubenville Pike Road, Salineville, at 11:36 a.m. June 30 in Washington Township. No injuries were reported for the two drivers or Palumbo’s four passengers.
— William T. Schneider, 39, Pittsburgh, Pa., was cited for failure to yield right of way while turning left after turning into a private drive while westbound on state Route 558 and being struck by an eastbound vehicle driven by Shane T. Whitacre, 38, Alice Street, East Palestine at 2:58 p.m. June 29 in Salem Township. Both drivers had possible injuries, but weren’t treated or transported.
— Kyler M. O’Conner, 23, New Cumberland, W.Va., was cited for reasonable control, with alcohol suspected, after his southbound vehicle traveled off of state Route 172, struck a fixed railroad object and continued down an embankment and hit a culvert, coming to final rest in a ditch at 2:05 a.m. June 27 in Middleton Township. O’Conner and a passenger were uninjured.
— No injuries were reported after westbound St. Clair Township police officer John Shaughnessy saw another westbound vehicle driven by Corinaz Michelle Councell, 43, Sprucevale Road, East Liverpool, crossing the center line and entering the eastbound lane with oncoming traffic due to a medical emergency, activating his emergency lights and intentionally striking the Councell vehicle to guide it off the left side of the road at 9:55 p.m. June 26 on Calcutta-Smith Ferry Road. The Councell vehicle continued southwest striking a bush before coming to final rest. The report said the driver suffered a physical impairment. No citation was listed.
— Steven R. Miller, 36, Johnson Road, Lisbon, suffered suspected minor injuries and was taken by West Point Fire/EMS to East Liverpool City Hospital after his northwestbound horse and buggy traveled off of the right side of state Route 45 in Madison Township over an embankment and overturned at 9:39 p.m. June 25. None of the six passengers were injured, with the buggy sustaining disabling damage. The report did not include the condition of the horse.
Wellsville
— Officers charged Ashley Kerr, age and address not provided, and served her with a summons for Wellsville Mayor’s Court after a manager at Rich Oil reported her theft on June 23. The manager said she reviewed video footage of Kerr because the drop box was short $160 and showed officers a money slip that was in the drop box which Kerr had put in with no money attached to it. Kerr was advised she was trespassed from Rich Oil and was not allowed to return to the business.
— Officers investigating a neighborhood dispute in the 400 block of 14th Street on June 24 were told by a female that a male who lives across the street from her was verbally harassing her and that she has had to call police on the neighbor before due to threats. She also noted she wants to get a protection order because she is fearful for what he may do.
— Officers investigating a crash on July 7 the intersection of 4th and Broadway spoke to a female who said a semi-truck was pulled on the left of the road at the stop sign with his four ways on so she thought he was parked so she pulled up to the stop sign and the truck hit her vehicle. The driver of the truck told officers that he was pulled to the left side of the road to make a wide right turn and did not see her pull to the stop sign.
Liverpool Township
— Officers went to a Dresden Avenue residence on June 25 to check for Charles Lewis, 44, due to an outstanding warrant. Officers spoke with his roommate who said he was down at the creek. Officers checked near the creek and found him there. Lewis was placed into custody after officers removed a knife from his pocket and transported him to Columbiana County Jail.
— A 16-year-old juvenile was issued a citation for marked lanes violation and a mandatory court date for juvenile court after officers found he was driving too fast for the current road conditions due to the rain while investigating a two-vehicle crash on June 25 on Lisbon Street. The juvenile crossed a double yellow line while negotiating a curve and hit another vehicle head on. The drivers of both vehicles were transported to the hospital with injuries. First class Towing towed both vehicles.
— Cameron Betz, age and address not provided, was issued a citation for speed of 72 mph in a 55-mph zone during a June 26 traffic stop on state Route 7.
— Jaidyn Newlun, age and address not provided, was issued a citation for speed of 78 mph in a 55-mph zone during a June 27 traffic stop on state Route 7.
— Alexis Adkins, age and address not provided, was issued a citation and mandatory court date for speed of 84 mph in a 55-mph zone during a June 27 traffic stop on state Route7.
— Aleeya Barker, age and address not provided, was issued a citation and court date for expired plates and given a verbal warning for speed of 38 mph in a 25-mph zone during a July 2 traffic stop on Boring Lane.
— Albert Fullerton, 63, address not provided, was placed under arrest for OVI and transported to the East Liverpool Police Department for a breath test following a July 3 traffic stop on state Route 7 after an officer observed him driving with one headlight out and swerving in and out of his lane. After BAC test came back with a level of .223 he was released to a sober driver with citations and a court date for driving with no license, OVI, marked lanes violation and a BAC over .17 Officers were later informed that deputies were at the home of a female who said she has a protection order against Fullerton and he was trying to break into her house and that he took her vehicle which was the vehicle from the earlier traffic stop which towed by First Class Towing from the stop. He was arrested by deputies who charged him with unauthorized use of a motor vehicle and violation of a protection order. He was transported by deputies to the Columbiana County Jail.
— David Jackson, age and address not provided, was issued citations for expired plates on a vehicle they were not registered to and driving under suspension. The vehicle was towed by First Class Towing.

— Kaylee Lasater, age and address not provided, was issued a citation for speed of 70 mph in a 55-mph during a July 5 traffic stop on state Route 7.
